    Description: Forecasting and early warning systems are important investments to protect lives, properties, and livelihood. While early warning systems are frequently used to predict the magnitude, location, and timing of potentially damaging events, these systems rarely provide impact estimates, such as the expected amount and distribution of physical damage, human consequences, disruption of services, or financial loss. Complementing early warning systems with impact forecasts has a twofold advantage: It would provide decision makers with richer information to take informed decisions about emergency measures and focus the attention of different disciplines on a common target. This would allow capitalizing on synergies between different disciplines and boosting the development of multihazard early warning systems. This review discusses the state of the art in impact forecasting for a wide range of natural hazards. We outline the added value of impact-based warnings compared to hazard forecasting for the emergency phase, indicate challenges and pitfalls, and synthesize the review results across hazard types most relevant for Europe.

    Description: South-Eastern Brazil experienced a devastating drought associated with significant agricultural losses in austral summer 2014. The drought was linked to the development of a quasi-stationary anticyclone in the South Atlantic in early 2014 that affected local precipitation patterns over South-East Brazil. Previous studies have suggested that the unusual blocking was triggered by tropical Pacific sea surface temperature (SST) anomalies and, more recently, by convection over the Indian Ocean related to the Madden–Julian Oscillation. Further investigation of the proposed teleconnections appears crucial for anticipating future economic impacts. In this study, we use numerical experiments with an idealized atmospheric general circulation model forced with the observed 2013/2014 SST anomalies in different ocean basins to understand the dominant mechanism that initiated the 2014 South Atlantic anticyclonic anomaly. We show that a forcing with global 2013/2014 SST anomalies enhances the chance for the occurrence of positive geopotential height anomalies in the South Atlantic. However, further sensitivity experiments with SST forcings in separate ocean basins suggest that neither the Indian Ocean nor tropical Pacific SST anomalies alone have contributed significantly to the anomalous atmospheric circulation that led to the 2014 South-East Brazil drought. The model study rather points to an important role of remote forcing from the South Pacific, local South Atlantic SSTs, and internal atmospheric variability in driving the persistent blocking over the South Atlantic.

    Description: The stratosphere and the troposphere exhibit a strong coupling during the Northern Hemisphere winter season. This coupling is particularly strong during the formation of large stratospheric wind and temperature anomalies (major or minor warmings), which may be accompanied by tropospheric flow anomalies. Planetary Rossby waves account for the main part of the large-scale vertical coupling in the extratropical atmosphere. Several studies have found strong wave-1 amplitude anomalies at and below the stratospheric polar vortex prior to stratospheric sudden warmings. We have found a similar wave-1 signal prior to sudden warmings in a spectral core model where only wave-2 is explicitly forced. This suggests a pre-conditioning of the vortex prior to the warmings, or even an evolution into a state that favors sudden warmings. This paper explores the role of the mutual coupling between the troposphere and the stratosphere for sudden as well as final warmings. This is done by employing a general circulation model of intermediate complexity (a spectral core model) for model stratospheric variability in the form of sudden as well as final warmings.

    Description: Weather and climate variations on subseasonal to decadal time scales can have enormous social, economic, and environmental impacts, making skillful predictions on these time scales a valuable tool for decision-makers. As such, there is a growing interest in the scientific, operational, and applications communities in developing forecasts to improve our foreknowledge of extreme events. On subseasonal to seasonal (S2S) time scales, these include high-impact meteorological events such as tropical cyclones, extratropical storms, floods, droughts, and heat and cold waves. On seasonal to decadal (S2D) time scales, while the focus broadly remains similar (e.g., on precipitation, surface and upper-ocean temperatures, and their effects on the probabilities of high-impact meteorological events), understanding the roles of internal variability and externally forced variability such as anthropogenic warming in forecasts also becomes important. The S2S and S2D communities share common scientific and technical challenges. These include forecast initialization and ensemble generation; initialization shock and drift; understanding the onset of model systematic errors; bias correction, calibration, and forecast quality assessment; model resolution; atmosphere-ocean coupling; sources and expectations for predictability; and linking research, operational forecasting, and end-user needs. In September 2018 a coordinated pair of international conferences, framed by the above challenges, was organized jointly by the World Climate Research Programme (WCRP) and the World Weather Research Programme (WWRP). These conferences surveyed the state of S2S and S2D prediction, ongoing research, and future needs, providing an ideal basis for synthesizing current and emerging developments in these areas that promise to enhance future operational services. This article provides such a synthesis.

    Description: El Niño–Southern Oscillation (ENSO) is a major source for teleconnections, including towards the tropical North Atlantic (TNA) region, whereby TNA sea surface temperatures (SSTs) are positively correlated with ENSO in boreal spring following an ENSO event. However, the Pacific–Atlantic connection can be impacted by different ENSO characteristics, such as the amplitude, location, and timing of Pacific SST anomalies (SSTAs). Indeed, the TNA SSTAs may respond nonlinearly to strong and extreme El Niño events. However, observational data for the number of extreme ENSO events remain limited, restricting our ability to investigate the influence of observed extreme ENSO events. To overcome this issue and to further evaluate the nonlinearity of the TNA SSTA response, two coupled climate models are used, namely the Community Earth System Model version 1 – Whole Atmosphere Community Climate Model (CESM-WACCM) and the Flexible Ocean and Climate Infrastructure version 1 (FOCI). In both models the TNA SSTAs respond linearly to ENSO during extreme El Niño events but nonlinearly to extreme La Niña events for CESM-WACCM. We investigate differences by using indices for all major mechanisms that connect ENSO to the TNA and compare them with reanalysis. CESM-WACCM and FOCI overall represent the teleconnection well, including that the tropical and extratropical pathways are similar to observations. Our results also show that a large portion of the nonlinearity during La Niña is explained by the interaction between Pacific SSTAs and the overlying upper-level divergence.
