Beschreibung: The study "Review of voluntary approaches in the European Union" has been conducted in the context of the project "Feasibility study on demonstration of voluntary approaches for industrial environmental management in China" and aims at evaluating the experience with voluntary agreements between industry and public authorities in the European Union. It is part of a comparative study between Europe and China. The study aims at providing a basis for adoption and further development of voluntary agreements in China. Therefore, conceptual information and case studies are presented in order to illustrate the instrument, its chances and risks as well as success factors.

Beschreibung: The Wuppertal Institute for Climate, Environment and Energy and the UNEP/Wuppertal Institute Collaborating Centre on Sustainable Consumption and Production (CSCP) set out to analyse Japanese dematerialisation and resource efficiency strategies within the 3R scope and searched for options of enhancing resource effi ciency strategies, commissioned by the German Federal Environment Agency. A further task of the project was to initiate a policy dialogue including stakeholders, academia, politics and Japanese and European environmental experts. The following paper summarises findings from the analyses, the results of the policy dialogues (Experts Workshop, 6 June 2007 and International Conference, 6 November 2007) and draws conclusions for a potential Japanese-European cooperation on the resource efficiency issue.

Beschreibung: Explanation of the spatial distribution patterns in species richness, and especially those of small-ranged species (endemics), bears relevance for studies on evolution and speciation, as well as for conservation management. We test a geometric constraint model, the mid-domain effect (MDE), as a possible explanation for spatial patterns of species richness in Palearctic songbirds (Passeriformes), with an emphasis on the patterns of small-ranged species. We calculated species richness based on digitised distribution maps of phylogenetic species of songbirds endemic to the Palearctic region. Data were plotted and analyzed over a one degree longitude equal area map of the Palearctic Region, with a grid cell area of 4062 km\xc2\xb2. The emergent biogeographic patterns were analysed with WORLDMAP software. Comparison of the observed richness pattern among 2401 phylogenetic taxa of songbirds in the Palearctic Region with the predictions of a fully stochastic bi-dimensional MDE model revealed that this model has limited empirical support for overall species richness of Palearctic songbirds. Major hotspots were located south of the area where MDE predicted the highest species- richness, while some of the observed coldspots were in the centre of the Palearctic Region. Although small-ranged species are often found in areas with the highest species richness, MDE models have a very restricted explanatory power for the observed species-richness pattern in small-ranged species. Regions with a high number of small-ranged species (endemism hotspots) may contain a unique set of environmental conditions, unrelated to the shape or size of the domain, allowing a multitude of species to co-exist.

Beschreibung: Also in the global South, transport already significantly contributes to climate change and has high growth rates. Further rapid motorisation of countries in Asia and Latin America could counteract any climate efforts and aggravate problems of noxious emissions, noise and congestion. This Paper aims at connecting the need for transport actions in developing countries to the international negotiations on a post-2012 climate change agreement. It outlines the decisions to be taken in Copenhagen and the preparations to adequately implement these decisions from 2013. Arguing, that a sustainable transport approach needs to set up comprehensive policy packages, the paper assesses the substance of current climate negotiations against the fit to sustainable transport. It concludes that the transport sector's importance should be highlighted and a significant contribution to mitigation efforts required. Combining the two perspectives lead to several concrete suggestions: Existing elements of the carbon market should be improved (e.g. discounting), but an upscale of the carbon market would not be an appropriate solution. Due to a lack of additionality, offsetting industrialised countries' targets would finally undermine the overall success of the climate agreement. Instead, a mitigation fund should be established under the UNFCCC and financed by industrialised countries. This fund should explicitly enable developing countries to implement national sustainable development transport and mobility policies as well as local projects. While industrialized countries would set up target achievement plans, developing countries should outline low carbon development strategies, including a section on transport policy.

Beschreibung: The oxidation state of iron in hydrous ultrapotassic (phono-tephritic) melts coexisting with mixed H2O-CO2 fluids was experimentally studied at 1200 and 1250{degree sign}C and pressures from 50 to 500 MPa. The oxygen fugacity (fO2) varied from NNO-2.9 to NNO+2.6 in logfO2, relative to the Ni-NiO oxygen buffer (NNO), as imposed by external redox conditions in experimental vessels and internal variations in water activity from 0.05 to 1 inside the capsules. The iron redox state of the quenched melts was determined by colorimetric wet-chemical analysis. This analytical method was optimized to measure the Fe2+/ΣFe ratio of mg-sized samples within ±0.03 (2σ). The accuracy and precision was tested with international reference materials and with standards analyzed by other methods. The Fe2+/ΣFe ratio of the experimental glasses covered a range of 0.41 to 0.85. A small negative effect of dissolved water on Fe2+/ΣFe at given fO2 was found, consistent with the thermodynamic model of Moretti (2005). No effect of pressure and temperature on the redox state of iron was resolvable in the investigated P-T range. Compared to hydrous ferrobasaltic melts that were studied previously under similar conditions, systematically lower Fe2+/ΣFe ratios were found for the phono-tephritic melts, in particular at low oxygen fugacities. This effect is attributed to the much higher K2O contents of the phono-tephrite (7.5 compared to 0.3 wt%), but the difference in ΣFeO (7.8 wt% in the phono-tephrite and 12.9 wt% in the ferrobasalt) may have an influence as well. Comparison of the experimentally obtained relationship between logfO2 and Fe3+/Fe2+ for the studied hydrous ultrapotassic melts with commonly used empirical and thermodynamic models suggest that these models can be successfully applied to phono-tephritc melts, although such compositions were not implemented in the model calibrations. Furthermore, the new data can be used to improve the models with respect to the effects of compositional variables, such as H2O or K2O, on the redox state of iron in silicate melts.
