    Description: Addressing food waste prevention is one target of the Sustainable Development Goals (SDGs) and a major task for the UN Environmental Programme and the European Commission. It is promising in terms of its environmental saving potential. However, it also leads to consumers being able to save money, which they then are likely to spend, thus again causing a negative environmental impact. This dimension of the so-called indirect rebound effect, which prevents the desired ecological benefits from being achieved, is investigated in this paper. By using a single-region environmentally extended input-output model from a production perspective, the indirect rebound effects from food waste prevention in Germany are analysed. Any political action needs to consider not only a differentiation in income class, but also alternative concepts such as the principles of sufficiency in order to achieve all ecological benefits and specifically the third target of SDG 12.

    Description: This report provides an overview of the main findings from the different research tasks in the CIRCTER project and delivers selected policy messages with European coverage. The report provides: (Sec. 2) a territorial definition of the circular economy; (Sec. 3) insights into the available statistics on material and waste patterns and flows and their interpretation, alongside new territorial evidence on both aspects; (Sec. 4) a sectoral characterisation of the circular economy at regional level (NUTS-2), including data on turnover and jobs; (Sec. 5) key findings from the CIRCTER case studies; (Sec. 6) a systemic interpretation of the circular economy that works as a knowledge-integration mechanism for the entire report; (Sec. 7 and 8) an analysis of the most relevant circular economy policies and strategies at various territorial levels; (Sec. 8) a subset of policy recommendations focusing in particular on territorial and cohesion policies, and; (Sec. 9) suggestions for further research.

    Description: The concept of sufficiency - reducing energy uses beyond technical efficiency - is far-reaching and requires a reflection on human needs, energy services, urban structures, social norms, and the role of policies to support the shift towards lower-energy societies. In recent years, a growing body of literature has been published on energy sufficiency in various disciplines. However, there has been limited exchanges and cooperation among researchers so far, hindering the visibility and impact of this research. This paper presents an assessment of where sufficiency research stands, especially in the perspective of policy-making. It is the first overview paper issued in the context of the newly-founded ENOUGH network - International network for sufficiency research & policy, established in 2017. In the first part, we provide a condensed literature review on energy sufficiency, based on dozens of recent references collected through the network. Through four main themes (the nature of sufficiency, the challenges of modelling it, the barriers to its diffusion, and the approaches to foster it), we summarise the key issues and approaches. We then present what the scholars themselves see as the priorities for future research, promising sufficiency policy options, and key barriers that research should help overcome. We collected their views through a questionnaire completed by more than 40 knowledgeable authors and experts from various disciplines. We finally build on the previous parts to draw some recommendations on how sufficiency research could increase its impact, notably in relation to policy-making.

    Description: The Paris Agreement introduces long-term strategies as an instrument to inform progressively more ambitious emission reduction objectives, while holding development goals paramount in the context of national circumstances. In the lead up to the twenty-first Conference of the Parties, the Deep Decarbonization Pathways Project developed mid-century low-emission pathways for 16 countries, based on an innovative pathway design framework. In this Perspective, we describe this framework and show how it can support the development of sectorally and technologically detailed, policy-relevant and country-driven strategies consistent with the Paris Agreement climate goal. We also discuss how this framework can be used to engage stakeholder input and buy-in; design implementation policy packages; reveal necessary technological, financial and institutional enabling conditions; and support global stocktaking and increasing of ambition.

    Description: Ziel dieses Berichts im Rahmen des Projekts "Erfolgsbedingungen für Systemsprünge und Leitbilder einer Ressourcenleichten Gesellschaft" ist es, eine solche Ressourcenleichte Gesellschaft zu definieren. Hierzu wird zunächst der Rahmen für eine Ressourcenleichte Gesellschaft durch Aufbereitung der relevanten Diskurse bestimmt. Kapitel 1 zeichnet die zeitgeschichtliche Entwicklung des ressourcenbezogenen Nachhaltigkeitsdiskurses von 1972 bis in die Gegenwart nach. Aus dieser Analyse werden relevante Gesichtspunkte für eine Ressourcenleichte Gesellschaft identifiziert und am Ende des Kapitels in einer Übersicht dargestellt. Das zweite Kapitel entwickelt darauf aufbauend den bereits genannten definitorischen Rahmen, d.h. es erfolgt eine grundsätzliche Erarbeitung der normativen Kriterien, die eine solche Gesellschaft ausmachen sollte. Kapitel 3 skizziert dann existierende Zugänge zur Ressourcenleichten Gesellschaft und zeigt wichtige Merkmale dieser Ansätze auf, welche zur Entwicklung der Ressourcenleichten Gesellschaft durch Kontrastierung oder Übernahme von Merkmalen beitragen können.

    Description: Die Große Transformation zur Nachhaltigkeit ist eine gesamtgesellschaftliche Herausforderung, für deren Bewältigung auch die Wissenschaft gefordert ist. Das Bundesministerium für Bildung und Forschung (BMBF) hat daher unter anderem die Fördermaßnahme "Nachhaltiges Wirtschaften" (NaWi) ins Leben gerufen, um Wissenschaft und Praxis in ihrer Begegnung dieser Herausforderung zu unterstützen. Ein neues Format, um diese Wissenschafts-Praxis-Kooperation als Beitrag zu einer nachhaltigen Entwicklung zu gestalten, ist das sogenannte Reallabor. Dort kommen Akteure aus Wissenschaft und Praxis zusammen, um gemeinsam Lösungen für ein realweltliches Nachhaltigkeitsproblem zu erarbeiten und auszuprobieren. Ausgehend von der konzeptionellen und empirischen Reallaborforschung des NaWi-Projekts "Wohlstands-Transformation Wuppertal" (WTW) wurden die Erfahrungen und Erkenntnisse aus den NaWi-Projekten WTW, KInChem und WohnMobil sowie die aktuelle wissenschaftliche Literatur zu Reallaboren synthetisiert. Die hieraus entstandene vorliegende Studie bietet den Leserinnen und Lesern einen umfassenden Überblick über den Aufbau und die Umsetzung von Reallaboren. Zunächst werden bisherige Reallaborverständnisse reflektiert und acht Schlüsselkomponenten von Reallaboren präsentiert. Anschließend wird das Reallabor in seiner Prozess- und seiner Strukturdimension näher beleuchtet. Ein ausführlicher Prozess-Leitfaden zeigt Schritt für Schritt auf, wie ein Reallabor-Prozess gestaltet werden sollte. Auch die teils neuen Rollen von Wissenschaftlerinnen und Wissenschaftlern in Reallaboren werden analysiert. Schließlich werden die strukturierenden Elemente eines Reallabors vorgestellt und - wie bereits die Prozessschritte und Rollen - auf die drei NaWi-Projekte angewendet.
