    Description: The ability of management strategies to achieve the fishery management goals are impacted by environmental variation and, therefore, also by global climate change. Management strategies can be modified to use environmental data using the "dynamic B 0 " concept, and changing the set of years used to define biomass reference points. Two approaches have been developed to apply management strategy evaluation to evaluate the impact of environmental variation on the performance of management strategies. The "mechanistic approach" estimates the relationship between the environment and elements of the population dynamics of the fished species and makes predictions for population trends using the outputs from global climate models. In contrast, the "empirical approach" examines possible broad scenarios without explicitly identifying mechanisms. Many reviewed studies have found that modifying management strategies to include environmental factors does not improve the ability to achieve management goals much, if at all, and only if the manner in which these factors drive the system is well known. As such, until the skill of stock projection models improves, it seems more appropriate to consider the implications of plausible broad forecasts related to how biological parameters may change in the future as a way to assess the robustness of management strategies, rather than attempting specific predictions per se .

    Description: The fisheries sector is crucial to the Bangladeshi economy and wellbeing, accounting for 4.4% of national gross domestic product and 22.8% of agriculture sector production, and supplying ca. 60% of the national animal protein intake. Fish is vital to the 16 million Bangladeshis living near the coast, a number that has doubled since the 1980s. Here, we develop and apply tools to project the long-term productive capacity of Bangladesh marine fisheries under climate and fisheries management scenarios, based on downscaling a global climate model, using associated river flow and nutrient loading estimates, projecting high-resolution changes in physical and biochemical ocean properties, and eventually projecting fish production and catch potential under different fishing mortality targets. We place particular interest on Hilsa shad ( Tenualosa ilisha ), which accounts for ca. 11% of total catches, and Bombay duck ( Harpadon nehereus ), a low price fish that is the second highest catch in Bangladesh and is highly consumed by low-income communities. It is concluded that the impacts of climate change, under greenhouse emissions scenario A1B, are likely to reduce the potential fish production in the Bangladesh exclusive economic zone by 〈10%. However, these impacts are larger for the two target species. Under sustainable management practices, we expect Hilsa shad catches to show a minor decline in potential catch by 2030 but a significant (25%) decline by 2060. However, if overexploitation is allowed, catches are projected to fall much further, by almost 95% by 2060, compared with the Business as Usual scenario for the start of the 21st century. For Bombay duck, potential catches by 2060 under sustainable scenarios will produce a decline of 〈20% compared with current catches. The results demonstrate that management can mitigate or exacerbate the effects of climate change on ecosystem productivity.

    Description: Advances in the development of petroleum resources has contributed enormously to the global energy demand and economic development over the past decades, however, it has left profound negative impacts on the natural environment and adverse human health effects in most oil-producing host communities around the world. Apart from the loss of petroleum-derived revenue to corruption and ineffective government's petroleum development policies, the Niger Delta region has experienced a wide range of environmental pollution, degradation, human health risks and socio-economic problems associated with petroleum exploration, development and production. Over the years, several environmental laws have been institutionalized to regulate the petroleum sector in Nigeria. The Nigerian government and other African countries have played tremendous roles in the emergence of international environmental law that regulate the establishment of environmental institutions and legislations as well as strategies for conservation and management of natural resources. However, the existing Nigeria statutory laws and regulations for environmental protection appear to be grossly inadequate and some of the multinational oil companies operating in the Niger Delta region have failed to adopt sustainable practices to prevent environmental pollution. Poor implementation of national and international environmental policies associated with petroleum exploitation and production in the Niger Delta region have resulted in huge environmental costs, degradation and issues of responsibilities from the oil companies. Therefore, this research paper examines some of the contributions of multinational oil companies operation towards environmental degradation and the role of Nigerian Government in the implementation of the petroleum-related environmental policies in the Niger Delta region.

    Description: Welcomme, R. L. 2011. An overview of global catch statistics for inland fish. – ICES Journal of Marine Science, 68: 1751–1756. The reported global inland fish catch passed 10 million tonnes in 2008, after almost linear growth from the early 1950s. The rise coincides with an increasing number of reports of falling catches resulting from environmental degradation. It is thought that catches from inland waters were underreported in the past because of constraints on collecting the relevant data. National approaches to data collection are not generally comparable and their accuracy not usually assessed. National data processing and reporting should be audited, and training undertaken to harmonize these activities. The apparently bigger catches probably result from better reporting of actual catches rather than any increase in the amount of fish landed. Current data are sufficient only for a general overview of global inland catches of fish, rather than for the detailed analysis needed for management, policy formulation, and the valuation of inland fisheries. There is a need for improved approaches to data collection and for historical catches to be corrected to account for changes in methodologies and reporting procedures.

    Description: United Nations General Assembly resolution 69/292 provides that in developing an internationally legally binding instrument on the conservation and sustainable use of marine biological diversity in areas beyond national jurisdiction, the process should “not undermine” relevant existing legal instruments and frameworks and relevant global, regional, and sectoral bodies. An analysis of the varied interpretations of this ambiguous expression and its surrounding language raises questions about the role envisaged for such existing architecture. This article considers the practice of regional fisheries management organizations as an illustration of the possibilities and potential for improved practices generated from within existing architecture. It reviews measures taken to protect biodiversity and innovative applications of international law that have improved the ability of RFMOs to take such environmental measures. It seeks to highlight the importance of avoiding too narrow an interpretation of the notion of “not undermining”, and of recognizing the potential in existing architecture when designing an improved regime for the protection of biodiversity beyond national jurisdiction.

    Description: On 24 February 2017, a workshop entitled “Law Beyond Boundaries: innovative mechanisms for the integrated management of biodiversity beyond national jurisdiction” was held in Wollongong, Australia hosted by the Oceans and International Environmental Law Interest Group of the Australian and New Zealand Society of International Law, in association with the Australian National Centre for Ocean Resources and Security at the University of Wollongong. The aim of the workshop was to address the question, how can international law be used in innovative ways to effectively conserve and sustainably manage marine biological diversity in areas beyond national jurisdiction (ABNJ)? In this introduction, we briefly summarize five of the papers developed for the workshop, highlighting the way in which they address three important themes: the promise and limits of existing institutional mechanisms governing activities in ABNJ; interactions between established principles and regimes for ABNJ; and the lessons that can be drawn from existing global and regional approaches to ABNJ. We hope that the ideas developed in this article theme set will contribute to the ongoing discussions at the United Nations General Assembly, as the international community works toward the development of an international legally binding instrument to govern activities in ABNJ.

    Description:    Nitrous oxide (N 2 O) emissions from grazed grasslands are estimated to be approximately 28% of global anthropogenic N 2 O emissions. Estimating the N 2 O flux from grassland soils is difficult because of its episodic nature. This study aimed to quantify the N 2 O emissions, the annual N 2 O flux and the emission factor (EF), and also to investigate the influence of environmental and soil variables controlling N 2 O emissions from grazed grassland. Nitrous oxide emissions were measured using static chambers at eight different grasslands in the South of Ireland from September 2007 to August 2009. The instantaneous N 2 O flux values ranged from -186 to 885.6 μg N 2 O-N m −2  h −1 and the annual sum ranged from 2 ± 3.51 to 12.55 ± 2.83 kg N 2 O-N ha −1  y −1 for managed sites. The emission factor ranged from 1.3 to 3.4%. The overall EF of 1.81% is about 69% higher than the Intergovernmental Panel on Climate Change (IPCC) default EF value of 1.25% which is currently used by the Irish Environmental Protection Agency (EPA) to estimate N 2 O emission in Ireland. At an N applied of approximately 300 kg ha −1  y −1 , the N 2 O emissions are approximately 5.0 kg N 2 O-N ha −1 y −1 , whereas the N 2 O emissions double to approximately 10 kg N ha −1 for an N applied of 400 kg N ha −1  y −1 . The sites with higher fluxes were associated with intensive N-input and frequent cattle grazing. The N 2 O flux at 17°C was five times greater than that at 5°C. Similarly, the N 2 O emissions increased with increasing water filled pore space (WFPS) with maximum N 2 O emissions occurring at 60–80% WFPS. We conclude that N application below 300 kg ha −1  y −1 and restricted grazing on seasonally wet soils will reduce N 2 O emissions.     Description: Arrowtooth flounder ( Atheresthes stomias ) are an important predator of juvenile walleye pollock ( Gadus chalcogramus ) in the eastern Bering Sea (EBS) shelf and have increased 3-fold in biomass from 1977 to 2014. Arrowtooth flounder avoid the summer "cold pool" (bottom water ≤2°C) and variability in cold pool size and location has affected their spatial overlap with juvenile walleye pollock. Developing a method to account for the relationship between climate change and pollock mortality can highlight ecosystem dynamics and contribute to better assessments for fisheries management. Consequently, spatially resolved predation mortality rates were estimated within an age-structured walleye pollock stock assessment population model (based on spatial information on diet and abundance from trawl surveys), along with the effect of sea surface temperature (SST) on pollock recruitment. Projections of SST and cold pool area to 2050 were obtained (or statistically downscaled) from nine global climate models and used within an age-structure population model to project pollock abundance given estimated relationships between environmental variables and predator and prey spatial distributions, pollock recruitment, and maximum rate of arrowtooth flounder consumption. The climate projections show a wide range of variability but an overall trend of increasing SST and decreasing cold pool area. Projected pollock biomass decreased largely due to the negative effect of increased SST on pollock recruitment. A sensitivity analysis indicated that the decline in projected pollock biomass would be exacerbated if arrowtooth flounder increased their relative distribution in the EBS northwest middle shelf (an area of relatively high density of juvenile pollock) in warm years.

    Description:    Agricultural drainage is thought to alter greenhouse gas emissions from temperate peatlands, with CH 4 emissions reduced in favor of greater CO 2 losses. Attention has largely focussed on C trace gases, and less is known about the impacts of agricultural conversion on N 2 O or global warming potential. We report greenhouse gas fluxes (CH 4 , CO 2 , N 2 O) from a drained peatland in the Sacramento-San Joaquin River Delta, California, USA currently managed as a rangeland (that is, pasture). This ecosystem was a net source of CH 4 (25.8 ± 1.4 mg CH 4 -C m −2  d −1 ) and N 2 O (6.4 ± 0.4 mg N 2 O-N m −2  d −1 ). Methane fluxes were comparable to those of other managed temperate peatlands, whereas N 2 O fluxes were very high; equivalent to fluxes from heavily fertilized agroecosystems and tropical forests. Ecosystem scale CH 4 fluxes were driven by “hotspots” (drainage ditches) that accounted for less than 5% of the land area but more than 84% of emissions. Methane fluxes were unresponsive to seasonal fluctuations in climate and showed minimal temporal variability. Nitrous oxide fluxes were more homogeneously distributed throughout the landscape and responded to fluctuations in environmental variables, especially soil moisture. Elevated CH 4 and N 2 O fluxes contributed to a high overall ecosystem global warming potential (531 g CO 2 -C equivalents m −2  y −1 ), with non-CO 2 trace gas fluxes offsetting the atmospheric “cooling” effects of photoassimilation. These data suggest that managed Delta peatlands are potentially large regional sources of greenhouse gases, with spatial heterogeneity in soil moisture modulating the relative importance of each gas for ecosystem global warming potential.     Description: The industrial and agricultural revolutions have led to the development of a variety of chemicals ranging from insecticides, pesticides, fungicides and bactericides. However the demand for these chemicals led the manufacturers to manufacture the chemicals without considering the sustainability of using such chemicals. During the last half of the 20th century, the global environment has become contaminated with a number of persistent and fat-soluble chemical contaminants, commonly referred to as the Persistent Organic Pollutants (POPs). These compounds generally have low water solubility, do not degrade readily in the environment, bio-accumulate in food chains, and have been linked to adverse health effects in both humans and wildlife. In order to develop appropriate strategies and institutional responses, it is pertinent to assess the prevalence of the variety of organic pollutants and the people’s understanding and awareness of POPs that pose a threat to the biophysical aspect of the environment, if used or disposed of in unsupervised means. Thus, this study sought to assess the inventory of POPs, level of awareness and measures used in dealing with the chemicals in Blantyre, Malawi. The researchers used a qualitative research design. The research instruments used were a questionnaire, key-informant interviews and observations. The study focused on Ndirande peri-urban area comprising Mulanje, Thyolo, Zomba, Chiradzulu and Njuli. A random sample of sixty-four respondents was selected and a total of 64 questionnaires administered. The survey covered 5 sites that included markets, agro-dealers, hardware shops, estates and chemical companies. Descriptive statistics were obtained from key- informant interviews and observations. Findings revealed that despite the banning of POPs in Malawi as a signatory to the Stockholm Convention of 2001, the illegal usage and selling of banned POPs was rampant with hardware shops, agro-dealers and vendors. The survey also revealed low level of awareness and knowledge about POPs pesticides especially among the general public in Ndirande Peri-urban. There was presence of Chlordane as the most common pesticide used to control termites and was mainly sourced by the local farmers from the market vendors, hardware shops and Agro-dealers. The pesticide DDT was identified as resurfacing with its source into the country linked to Mozambican traders. The majority of the farmers cited DDT as the main pesticide used to control termites and protect crops such as maize after harvest. In addition the survey revealed the presence of a power utility with a number of obsolete transformers suspected to be contaminated with PCBs still waiting to be disposed for incineration at Blantyre West Sub-station. The researchers observed that this placed at high risk the workers at the power utility of PCBs due to lack of adequate protective wear. It was observed that children were mainly exposed through improperly disposed obsolete pesticides, insecticides and chemical containers. The study concluded that there is need for education of people to ensure their awareness of the dangers associated with the illegal pesticides usage. Integrated Pest Management was recommended as the best alternative approach in peri-urban agriculture.
