    Outcome and Impact Based Evaluation of Research Program Implementation: A Case of Indonesian Public Research Institute

    Abstract: 〈 p 〉 This paper relates to outcome and impact based evaluation (OIBE) of a research program implementation at an Indonesian public research institute (PRI) ‘A’. The major funding for PRIs in Indonesia comes from government. It is  very essential therefore, for variuos parties including policy makers  to be informed about meaningful and relevant evaluation of the outcome and impact of such PRIto the welfare of the people, to technology development and innovation, and to the policy improvements in significant ways. The mixed-method with good blend of qualitative and quantitative analysis is used in the case study of a competitive research program (CRP) of PRI ‘A’. The case study demonstrates that the outcomes and impacts of CRP are found in the form of economic, social, and environment improvements in the communities; managerial change and innovation of technology and process for SMEs as well as improved existing policies; and increased capabilities of researchers at PRI. Recommendations of this study is that PRI’A’ should improve their research management and policy, strengthen collaboration with firms, including more human resources mobility is required to facilitate research collaborations and co-production process, and to have clear guidelines and targets of outcomes and impacts for their research results. 〈 /p 〉 Keywords: outcome, impact, Public Research Institute, evaluation, Indonesia

    Abstract: Purpose: This paper proposes a new model for further research on how to select criteria in supplier selection, through a literature review and analysis of the advantages and disadvantages of previously used methods.Design/methodology/approach: The methods used to select criteria in supplier selection were extracted from various online academic databases.  The weaknesses and advantages of these methods were then analyzed. Based on these findings, several opportunities for improvement are proposed for further research. Finally, criteria design methods for the selection of suppliers are proposed using statistical multi-criteria decision making (S-MCDM) methods.Findings: Direction and guidance for subsequent research to select the criteria used in supplier selection, based on the advantages and disadvantages of the decision methods used.Research limitations/implications: Limitations of this study are that it is focused on the methods of criteria design in supplier selection.Practical implications: This study can provide a research direction on the selection of criteria for supplier selection.Social implications: This study provides ongoing guidance and avenues for further research.Originality/value: New ideas for working out the developmental strategy for criteria selection are provided by statistical MCDM methods in supplier selection.

    Abstract: Provinsi Jawa Barat merupakan satu dari 24 provinsi di Indonesia yang dilaporkan belum bebas Rabies. Usaha pembebasan wilayah Jawa Barat dari penyakit Rabies sangat strategis mengingat posisi Jawa Barat berada di antara daerah bebas Rabies. Jampang Tengah menjadi salah satu kecamatan di Sukabumi yang pada tahun 2016 dilaporkan telah terjadi 13 kasus gigitan Rabies. Penelitian ini menggunakan 81 sampel darah anjing lokal yang dikoleksi dari enam desa di kecamatan Jampang Tengah dan diperiksa dengan menggunakan alat Rayto® hematology analyzer. Parameter profil hematologi dikelompokkan berdasarkan perbedaan umur dan jenis kelamin anjing. Hasil pemeriksaan hematologi secara umum berdasarkan umur menunjukkan nilai rataan yang lebih besar pada anjing lokal umur ≥1 tahun dan konsentrasi leukosit menunjukkan nilai statistik yang signifikan berbeda (p 〈 0.05). Berdasarkan jenis kelamin, nilai rataan parameter hematologi secara umum lebih tinggi pada anjing lokal betina dan adanya perbedaan signifikan (p 〈 0.05) pada konsentrasi leukosit dan granulosit.

    Abstract: 〈 em 〉 〈 em 〉 The genetic transformation via pollen-tube pathway in jatropha is the first alternative method that was applied in this plant. The objective of the research was to study fruit set and germination of three genotypes of jatropha following direct transformations via pollen-tube pathways. The research was conducted during April 2014 until January 2015 at jatropa’s experimental field, Pasuruan, and at green house of ICABIOGRAD, Bogor. Three genotypes of jatropha i.e., IP3A, IP3P and JcUMM18 were used. In the first experiment, split plot design was used where 3 levels of DNA plasmid concentration as a main plot and 5 levels of stigma-drip time of DNA plasmid as a subplot. In the second experiment randomized block design was used with single factor consisting of 15 combinations of concentration and stigma-drip time of DNA plasmid as treatments and control. The results demonstrated that interaction between concentration and application time of DNA plasmid did not significantly affect fruit and seeds formation of three Jatropha genotypes. Combination of DNA plasmid concentration with time of stigma-drip had significant effect on seed germination rate of IP3A genotype, but not significant on the other variables. The concentration of 0.05-0.5 µg µL-1 and application time of DNA plasmid at 1-10 hours after pollination could be applied on jatropha genetic transformation via pollen-tube pathways. 〈 br / 〉 〈 br / 〉 Keywords: DNA plasmid, Jatropha curcas, pCAMBIA1301, pollen-tube, stigma-drip 〈 br / 〉 〈 br / 〉 〈 /em 〉 〈 /em 〉

    Abstract: Pentol Gilaaa merupakan usaha kuliner yang menyajikan jajanan pentol (bakso) modern di Surabaya.Pelopor pentol modern ini didirikan pada tanggal 20 desember 2012 di Keputih – Sukolilo, Surabaya.Saat ini Pentol Gilaaa memiliki 5 outlet di Surabaya, yaitu di Royal Plaza Lt. 3 N1-21, Keputih Utara,Indomaret raya Menur Surabaya, Sakinah Keputih Surabaya, dan Rungkut Madya, serta 1 Outlet diBandung. Dari kegiatan produksi, terdapat kendala pada pengendalian kompor untuk memasak pentol.Pada saat memasak, diperlukan waktu tertentu agar dihasilkan pentol dengan kualitas yang bagus.Selama ini pengendalian kompor dilakukan manual oleh pekerja di rumah produksi. Seringkali pekerjalupa atau terlambat waktu untuk mematikan kompor. Sehingga diperlukan untuk mengimplementasikanalat peringatan dini (alarm) untuk proses memasak. Harapannya, dengan implementasi alat tersebutakan mempermudah pengendalian proses memasak pada kegiatan produksi. Jadi kualitas produk pentoldari Pentol Gilaaa dapat terjaga dengan baik. Alarm yag diimplementasikan berupa rangkaian pewaktuyang akan otomatis memberikan peringatan berupa suara dan sinar kepada perkerja. Hasilnya, pekerjatidak lagi lupa dan terlambat mematikan kompor. Hal ini sangat membantu aktivitas produksi danmenjaga kualitas produk

    Abstract: The low tendency to understand the implementation of the Curriculum 2013 assessment activities is one of the problems in Madrasas. The teacher as one of the actors in the madrasa becomes spearheads the success of learning. Related to the context of the assessment in the Curriculum 2013 at this time must be carried out systematically including the assessment of attitudes, knowledge and skills. The purpose of this study was to determine the desain of the revised assessment curriculum 2013 in 2017. This type of research is library research with data collection techniques using “panduan penilaian oleh guru dan satuan pendidikan SMP/MTs Revisi 2017” linked to the structure of the curriculum, syllabus History of Islamic Culture and education calendar of Tenggarong City Kutai Kartanegara District Learning Year 2017 / 2018 for SMP / MTs. The results of the study that the desain of the revised curriculum assessment 2013 in 2017 related to the History of Islamic Culture in the Islamic Education in Tenggarong City, Kutai Kartanegara Regency, are tied to 4 main keys, namely, the structure of the curriculum, syllabus, educational calendar and time distribution analysis. Spiritual attitude assessment desain uses observation techniques in the classroom and questionnaires outside the classroom. Whereas social attitude assessment uses observation techniques in the classroom, student self-assessment questionnaires and between students outside the classroom. While the knowledge assessment desain uses structured assignment techniques, written tests and oral tests. The desain of knowledge assessment uses performance techniques, projects and products and is archived in the form of portfolios. The final results of the assessment are in the form of leggers which consist of collated judgments in the form of report cards and can be evaluated through student absorption.

    Abstract: Untuk memperoleh tanin dari kayu pinus kita menggunakan metode ekstraksi. Sedangkan data operasi ekstraksi tanin dari kayu pinus belum begitu banyak, sehingga penelitian ini masih layak dilakukan. Tujuan dari penelitian ini untuk megetahui pengaruh konsentrasi solvent, lama ekstraksi dan rasio sample-solvent terhadap yield tanin. Caranya mencampurkan 20 gram pinus dengan larutan alkohol sebagai solvent dalam berbagai konsentrasidan berbagai volume sebagai variable dalam labu leher tiga, selama berbagai waktu sebagai variabel ekstraksi ini dilakukan pada suhu 60o C. Hasilnya disaring, dianalisa kandungan taninnya. Dari hasil penelitian ini didapatkan data yield tannin, kemudian dievaluasi dan diperoleh kesimpulan bahwa semakin besar konsentrasi solvent, yield tanin semakin besar, semakin lama waktu ekstraksi, yield tanin semakin besar, tetapi pada waktu tertentu yield tanin konstan. Semakin besar volume solvent yield tanin semakin besar. Yield tanin terbesar pada penelitian ini diperoleh pada kondisi operasi waktu ekstraksi 5 jam, volume pelarut 300 ml, suhu 70o C, rasio berat sample per volume pelarut (gr/ml) : 20 gr / 300ml yaitu sebesar 8,85 %.

    The effects of drying time during manufacturing process on partial discharge of 83.3 mva 275/160 kv power transformer

    Abstract: Power transformer (PT), essential equipment in electrical power system proceeds complicated manufacturing process to meet high standard design. During manufacturing process of PT, the drying stage is of importance to remove excessive moisture contaminant on the solid insulation. This study investigated the effects of drying duration on partial discharge test of 83.3 MVA 275/160 kV PT. The partial discharge test measurements were carried out using IEC 60270 standards comprising of the capacitive network model based on the main quantity apparent charge concept. We found that the lowest partial discharge of 21 pC was achieved at 68 hours drying duration, while the highest value of 60 pC was reached at 81 hours drying time. The longer drying time may lead to initial degradation of cellulose insulation due to excessive heating. The amount of water extracted during drying effect to partial discharge also investigated. We conclude that the drying time at a higher and lower than 68 hours significantly contributes to the increased partial discharge values of PT.
