Abstract: The purpose of this research was to develop a simple, cost-effective, but enough efficient solution for locating, tracking and distribution analysis of people and/or vehicle flowing, based on non-intrusive Bluetooth sensing and selective filtering algorithms employing artificial intelligence components. The solution provides a tool for analyzing density of targets in a specific area, useful when checking contact proximities of a target along a route. The principle consists of the detection of mobile devices that use active Bluetooth connections, such as personal notebooks, smartphones, smartwatches, Bluetooth headphones, etc. to locate and track their movement in the dedicated area. For this purpose, a specific configuration of three BT sensors is used and RSSI levels compared, based on a combination of differential location estimates. The solution may also be suited for indoor localization where GPS signals are usually weak or missing; for example, in public places such as subway stations or trains, hospitals, airport terminals and so on. The applicability of this solution is estimated to be vast, ranging from travel and transport information services, route guidance, passenger flows tracking, and path recovery for persons suspected to have SARS-COV2 or other contagious viruses, serving epidemiologic enquiries. The specific configuration of Bluetooth detectors may be installed either in a fixed location, or in a public transport vehicle. A set of filters and algorithms for triangulation-based location of detected targets and movement tracking, based on artificial intelligence is employed. When applied in the public transport field, this setup can be also developed to extract additional information on traffic, such as private traffic flowing, or passenger movement patterns along the vehicle route, improved location in absence of GPS signals, etc. Field tests have been carried out for determining different aspects concerning indoor location accuracy, reliability, selection of targets and filtering. Results and possible applications are also presented in the final section of the paper.

Abstract: Hydrological vulnerability (HV) is a (changing) underlying condition in all drainage basins, depending on the dynamics of the potentially dangerous hydrological phenomena, the particularities of drainage networks, land use patterns, and processes that shape landforms in extensive periods. The socioeconomic attributes and the hydrotechnical infrastructure add up to the manifestation of this type of vulnerability. In this paper, we assess the HV levels of 81 drainage basins in the NE of Romania for three distinctive periods (1990–1999, 2000–2009, 2010–2018), using a multi-criteria approach. Two classical multi-criteria decision making (MCDM) methods were combined in order to evaluate the HV according to factors that refer to floods and hydrological drought occurrences, hydrotechnical structure coverage, the drainage network, land use, and landforms characteristics. The Analytic Hierarchy Process (AHP) was applied to weigh these factors and the resulting relative importance values were integrated in the Technique for Order of Preference by Similarity to Ideal Solution (TOPSIS), by which the alternatives represented by the catchments were ranked. The attenuation of the HV through time follows an East–West direction, from the lower elevations of the Moldavian Plateau to the heights of the Carpathians. Hydrological droughts are more likely to occur in the Eastern part of the analyzed territory, while the western section displays a certain propensity for floods. The results may be used by local and national authorities in order to improve the hydrological risk mitigation strategies, and to develop more targeted water management projects, properly calibrated to the conditions of the Northeast Development Region in Romania.

Abstract: Regional water resource management plans include various scenarios related to the anomalies and trends of hydro-climatic parameters. Two methods are used for the identification of the anomalies and trends associated with high flow (annual and seasonal) of the rivers in Eastern Romania, namely the quantile perturbation method (QPM) and the partial trend method (PMT). These methods were selected due to the fact that they are suitable for data sets which do not rely on restrictive statistical assumption as common parametric and nonparametric trend tests do. For six of the nine stations analyzed, the decreasing trend in high extremes for annual high flow based on the PTM is the same as the annual trend obtained with the QPM. Using the PI index (associated with PTM) for the estimation of trend intensity, values between −2.280 and −9.015 m3/s were calculated for the decreasing trend of the annual high flow and between +1,633 m3/s (in autumn) and −9.940 m3/s (in summer) for the seasonal high flow. The results obtained on the anomalies and trends of high river flow may represent a starting point in the analysis of the evolution of water resources and their effective management.

Abstract: Wavelets are an interesting object of study of mathematics and a useful working tool in many applications such as image compression, signal / noise improvement, numerical analysis, in fields of science such as statistics, physics and even geology. For applications such as data compression, signal analysis, noise reduction, statistical estimation or detection, the method of processing wavelet coefficients differs from case to case. Also, the most useful properties of wavelet transformation differ from application to application. In this article we introduce a new filter with local statistics based on wavelet transforms to improve image quality, we introduce a measure for the quantitative evaluation of contour preservation after processing and describe a method for determining the noise dispersion in images.

Abstract: The purpose of this paper is to investigate the possibility of developing and using an intelligent, flexible, and reliable acoustic system, designed to discover, locate, and transmit the position of unmanned aerial vehicles (UAVs). Such an application is very useful for monitoring sensitive areas and land territories subject to privacy. The software functional components of the proposed detection and location algorithm were developed employing acoustic signal analysis and concurrent neural networks (CoNNs). An analysis of the detection and tracking performance for remotely piloted aircraft systems (RPASs), measured with a dedicated spiral microphone array with MEMS microphones, was also performed. The detection and tracking algorithms were implemented based on spectrograms decomposition and adaptive filters. In this research, spectrograms with Cohen class decomposition, log-Mel spectrograms, harmonic-percussive source separation and raw audio waveforms of the audio sample, collected from the spiral microphone array—as an input to the Concurrent Neural Networks were used, in order to determine and classify the number of detected drones in the perimeter of interest.

Abstract: Groundwater resources from a region may be subject to complex human and climatic pressure. The present study tries to analyze the human and climatic pressure on the groundwater resources from the eastern part of Romania, between 1983 and 2017, for seven groundwater bodies. Two parameters, the groundwater exploitation index (GWEI) and the Standardized Groundwater Index (SGI) for identifying hydrogeological droughts, were used to assess human and climatic pressure. The high values of GWEI show a significant increase in human pressure on water resources in recent decades, in lower and more populated areas, from the south and north part of de region, amid increasing investment in agriculture. In the case of climate pressure, the SGI values show significant values for the years 1983, 2000, 2007, and 2012. However, the overlap of hydrogeological droughts with an increase in human pressure can have a significant impact on the groundwater resources from this region, with negative effects in the mid and long term, under the growing effects of the regional climate changes.
