    Description: The target of zero emissions sets a new standard for industry and industrial policy. Industrial policy in the twenty-first century must aim to achieve zero emissions in the energy and emissions intensive industries. Sectors such as steel, cement, and chemicals have so far largely been sheltered from the effects of climate policy. A major shift is needed, from contemporary industrial policy that mainly protects industry to policy strategies that transform the industry. For this purpose, we draw on a wide range of literatures including engineering, economics, policy, governance, and innovation studies to propose a comprehensive industrial policy framework. The policy framework relies on six pillars: directionality, knowledge creation and innovation, creating and reshaping markets, building capacity for governance and change, international coherence, and sensitivity to socio-economic implications of phase-outs. Complementary solutions relying on technological, organizational, and behavioural change must be pursued in parallel and throughout whole value chains. Current policy is limited to supporting mainly some options, e.g. energy efficiency and recycling, with some regions also adopting carbon pricing, although most often exempting the energy and emissions intensive industries. An extended range of options, such as demand management, materials efficiency, and electrification, must also be pursued to reach zero emissions. New policy research and evaluation approaches are needed to support and assess progress as these industries have hitherto largely been overlooked in domestic climate policy as well as international negotiations.

    Notes: In an investigation designed to study the nature and prevalence of side effects during long-term therapy and the degree of correlation between side effects and the drug serum level, starting in 1975, mexiletine was given to 12 patients for 4 to 128 months with a mean of 56.2 months. The patients were followed according to a strict protocol for the first 18 months of treatment and then returned to routine care. In August 1983, 5 patients had been taking mexiletine for 74 and 96 months (mean 85 months). At the latest follow-up in April 1986, two patients were still on mexiletine therapy after 117 and 128 months of medication, respectively. A third patient died of probable digitalis intoxication just prior to follow-up, having then been on mexiletine for 118 months, Mexiletine was well tolerated and no serious side effects were seen. In particular, there was no rise in antinuclear factor titer. The serum level of mexiletine was easily maintained within the therapeutic range. The cerebral side effects correlated closely with the drug level; the gastrointestinal with the amount of mexiletine per dose. It is concluded that mexiletine can be administered for a long time as a safe alternative to other anti arrhythmic drugs.

    Notes: Summary The permeability properties of the perineurium in sciatic nerves of 12-week-old rats were studied. The penetration of125I-labeled albumin and horseradish peroxidase into the perineurium was investigated electronmicroscopically 10, 30, and 120 min after the local extraneural application of the tracers. The autoradiographic study included age-matched protein-deprived rats. It was concluded that the perineurium acted as a diffusion barrier but also permitted a slow passage of the macromolecules into the endoneurium. The result indicates that this penetration to some extent is due to vesicular transport across the perineurial cells. The significance of these barrier and transport properties of the perineurium is discussed. No obvious differences in perineurial permeability between normal and protein-deprived rats were obtained.

    Notes: Summary Twelve healthy male volunteers were given adrenaline infusions, 0.05 μg/kg body weight/min over 120 minutes in order to achieve serum adrenaline concentrations comparable with those seen in acute myocardial infarction. The infusions were given on four occasions, at intervals of at least 4 weeks. Before the infusions the subjects were given, in random order, 14 days of pretreatment with placebo, hydrochlorothiazide 50 mg once daily, amiloride 10 mg once daily, or lisinorpil 20 mg once daily. The adrenaline infusion induced a drop in serum potassium of the same magnitude in all four groups, with the lowest absolute value after hydrochlorothiazide because of the lowest pre-adrenaline level. The infusion-induced decreases in serum calcium and magnesium were of the same magnitude in all groups, with the absolute calcium being least low in the hydrochlorothiazide group because of the highest preinfusion value. Preinfusion serum urate was highest after hydrochlorothiazide and fell during the adrenaline infusion in all groups, although not significantly. Blood glucose increased during the adrenaline infusion in all groups, but significantly more after hydrochlorothiazide and amiloride than after lisinopril. Heart rate increased during the adrenaline infusion in all groups but least after lisinopril. QTc preinfusion was longer after hydrochlorothiazide than after amiloride and placebo, but the infusion-induced prolongation of QTc was of the same magnitude in all pretreatment groups. Since our results were obtained in short-term experiments in normal subjects, their clinical relevance is question-able, but they support the view that ACE inhibitors may have certain metabolic advantages over diuretics.

    Notes: Different mechanisms have been proposed to explain the rapid elimination of circulating malignant cells: interactions with circulating leukocytes, mechanical trauma induced by deformation, shear forces and tissue pressure variations. Based on earlier observations in an isolated heart perfusion model the present study was performed to test whether or not microvascular damage of malignant cells depends on their anti-oxidant status. Murine melanoma B16F10 cells, pretreated with 100 μM α-tocopherol (or solvent) for 48 h, were used. The cells were perfused into the coronary vasculature of isolated hearts from C57/BL6 mice. Passing cells were collected and their viability determined by Trypan Blue exclusion. The hearts were processed for electron microscopy and the frequency of ultrastructurally intact and damaged B16 cells trapped in capillaries was recorded. In filter perfusion experiments the effect of vitamin E pretreatment on the resistance of the melanoma cells to mechanical deformation was determined. Morphometrically, cell size and cell profile perimeter excess of the melanoma cells were computed. Vitamin E pretreatment increased perfused cell viability from 50% to 81%. Ultrastructurally 30% of the intracapillary vitamin E treated cells were damaged (plasmalemmal fragmentation or worse) as compared to 58% of control cells. These differences were statistically significant (P 〈 0.01) whereas no differences could be demonstrated in filterability, cell size, or cell surface excess. The data support the hypothesis that malignant cell destruction in the systemic microcirculation is at least partly dependent on an oxygen metabolite mediated process, the exact nature (e.g. superoxide, hydrogen peroxide, nitric oxide) of which remains to be determined.
