    Abstract: The Covid-19 disease, which has increased rapidly among countries in a short time, has brought along social concerns and concerns around the world, along with positive cases and deaths. For all that, the pandemic threat faced by countries has negatively affected many sectors, especially the health sector. One of these sectors is the education sector. It has become a necessity to take the necessary precautions for the education sector, which affects a large audience. The first of these measures is the “Emergency and Compulsory Distance Education Plan”. In this context, with the legislative arrangement made within the body of the Higher Education Board, distance education applications in all fields of all universities were allowed. While 123 universities with Distance Education Center infrastructure are carried out through these systems, the needs of universities, which lack infrastructure, have been tried to be met in cooperation with other universities under the coordination of the Council of Higher Education. Considering the education stakeholders, it is thought that it will be important to get opinions about the transition to Emergency and Compulsory Education from academicians/instructors who play an active role in learning and teaching activities and to reveal their attitudes on this issue in order to improve the process. In the light of all this information, in this study, it is aimed to reveal a valid and reliable scale for the relevant subject. The scale was carried out with 163 academicians working in different faculties and technical colleges of a state university. The three-factor structure of the scale with an eigenvalue greater than 1 explains 67.41% of the total variance. The validity and reliability studies carried out to prove its consistency within scale. The results of Exploratory Factor Analysis (EFA) and Confirmatory Factor Analysis (CFA) applied for validity and reliability studies of the scale; supports the submission of the “Academician Attitude Scale towards the Transition to Emergency and Compulsory Distance Education with the COVID-19 Pandemic” to the literature as a valid and reliable scale.

    Abstract: When digital transactions such as official transactions, banking transactions, communication, education, production, shopping are carried out in digital environment, the concept of digital citizenship has emerged. Digital citizenship; it is the person who has the ability to use information technologies appropriately and correctly in areas such as official transactions, social communication, education, and production. As technology improves, problems with its use increases exponentially. So technological behavior or technological citizenship it is clear that the behavior, values, ethical rules and awareness should be created. In this study in order to detection this awareness; it is aimed to determine the digital citizenship levels of university students. For this purpose, 253 students studied in various departments of the Hendek Vocational High School of Technical Sciences in Sakarya university. The research was carried out with the relational scanning model from the quantitative research method. “Digital Citizenship Scale for Youth” was developed by Kus, Gunes, Basarmak and Yakar (2017) the researcher as a data collection tool with permission. The scale has 49 items, the total variance of the scale was determined that the scale had 8-factor structure and was found to be 49,70%. Related dimensions are communication, jus and responsibility, critical thinking, participation, security, digital skills, ethics and commerce. In the analysis of the data, non-parametric tests were used in addition to the percentage, frequency and standard deviation values. As a result; students were revealed to be aware of digital citizenship’s sub-dimension.

    Abstract: Today, it can be said that coding has become a key competence for students and people working in many different fields in the business world. It is assumed that those who seek and develop new ways to learn-teach coding will be one step ahead. The educational use of coding started with the use of the Logo programming language in the 60s.This concept has started to revive in recent years with visual programming languages such as “Alice, its code, code.org and Scratch”. These visual programming structures enable young learners to write applications without having to learn the complex code structures of traditional programming languages. In this study to develop an experimental study to determine the basic robotic coding skills of preschool students with intellectual disabilities. The sample of the study consists of a total of 20 students with studying in pre-school education institutions in a city in Türkiye. The ages of the students are between 5 years old. Semi-experimental design, one of the experimental research designs, was used in the research. In this context, 1 experimental and 1 control group was formed with the random assignment method. The materials used in both the experimental and control groups were determined as the pre-school robotic coding set U-bot starter package.5 weeks were determined as the teaching process and a total of 12 activities that served the purpose were applied to the students. During the applications, the data of the students were collected with the help of the observation form, coding skill test and after the application, they were collected through focus group interviews. As a result, at the end of the 5-week period, it was observed that there were positive significant changes in the two dependent variables (academic achievement andlearning rate) that were used as a basis for measuring the learning skills of both the experimental group and the control group students.

    Abstract: Social media has become an indispensable part of our lives in recent days, in which a new concept has emerged. This concept is Digital Literacy. We can define digital literacy as the ability to produce information using digital technologies. Digital literacy skills are among the most important skills that individuals should have in our age. Today, children are introduced to digital tools and started to use, before learning, to read and write. According to the researches, teachers and/or academics are not able to keep up with this digital progress of the new generation, but they fall behind. In this context, teachers and/or academics are expected to use digital tools effectively and have digital literacy skills in order to keep up with the digital transformation. The aim of this study is to apply the opinions of academicians about the concept of digital literacy which is rapidly entering our lives and to reveal the level of awareness about the related concept. Phenomenology design, one of the qualitative research methods, was used in the study. Phenomenology is a research design that is used to reveal cases that we are aware of but we do not have in-depth knowledge of it. For research purposes, the sample of the research consists of 10 academicians working as lecturers in various departments with a Vocational School of Technical Sciences of a university in Turkey. As a data collection tool, Semi-Structured Interview Form on Digital Literacy developed by Kozan (2018) was used with the permission of the researcher. In the context of the conceptualisation of the collected data, the thematic content analysis method was used. At the end of the study, it was revealed that all of the academicians who are working in the study group are familiar with the concept of digital literacy and they are ready to participate in the training to be given to them by relevant institutions and organisations.   Keywords: Digital literacy, Academics, 0pinion, Phenomenology Study.

    Abstract: Network technologies, which were created to serve military activities in the early days, have gained a civilized concept structure after the cold war period. In this context, the opening of internet technologies to civilian use has also made the use of information networks widespread. The spread of information networks has accelerated the information transformation in the social, commercial, military and cultural fields on a global scale. As an effect of this transformation, individuals and institutions perform almost all of their data storage, data transfer, instant communication and service provision in cyberspace. Although this situation creates advantages in terms of time, cost and energy, it has also brought important risks and security gaps due to the emergence of many attack methods, especially data theft, for cyber security. In parallel with this result, cyber attack methods have increased rapidly over time due to the rapid movement brought about by technological developments and have become a much larger, complicated and difficult to notice structure. Cyber security mechanisms developed to defend against attacks that seriously threaten personal data, such as cyber attacks, are also dynamic, just like cyber attacks. Today, it has become a necessity for every institution to develop and implement effective cyber security methods in order to be protected from cyber attacks and threats by structuring their own information systems in digital environments and to ensure the information and data security they have. Such unstoppable developments in technology result in the emergence of new types of threats to cyber security, just as it has been up to now. In this context, the sustainability and operability of cyber security mechanisms are essential. In the light of all this information, in this study, especially in the corporate field, the methods of activity that threaten cyber security, as well as legal and institutional infrastructures are discussed and the level of current cyber security awareness is tried to be determined. As the application dimension of the research, the format and standards determined by the Presidency Digital Transformation Office in military institutions and EYP-2.0 (Electronic Transformation) in the system in the background Correspondence Package) package examined and a demo of the relevant package program has been created.  In addition to these issues, the methods that can be developed within the framework of cyber attacks and defense against these attacks are evaluated. It is foreseen that the study will contribute to the literature in this context and will be a useful resource for institutions and organizations in terms of gaining the functionality and sustainability of cyber security mechanisms.
