    Kurzfassung: The National Library of Norway (NLN) is the Norwegian national deposit library and has a history going back to 1815 when national library functions were taken care of by The University of Oslo Library. In 1989 the Rana Division of the National Library was established and given the responsibility for the administration of the Norwegian arrangement of legal deposit. In 1992 the Norwegian Parliament decided to establish a unified self-contained National Library with its main office located in Oslo. The Office of the National Librarian came into operation in 1994. The Oslo Division (NLN-O) was established in 1999 based on national functions and collections separated from the University of Oslo Library.

    Kurzfassung: A broad commitment among participants in the scientific and scholarly publishing community to achieving the widest possible access to the literature has begun to bear fruit. Many of the players have had this kind of commitment all along, for example, through sharing around of preprints in physical sciences disciplines. As everyone knows, Paul Ginsparg's e-print server, arXiv, started in 1991, when he automated the high energy physics community's pre-electronic article-sharing practices, creating a mechanism for these articles to be submitted and mounted on a server. In turn, this innovation led the way for other disciplines; it is estimated today that perhaps 140 e-print servers from small to large-scale exist.

    Kurzfassung: This paper has been prepared to contribute to the financial theme of the Warsaw Conference by considering ways in which library buildings may be used to generate income, drawing on the experience of a number of university libraries in the United Kingdom. Although almost all libraries generate income, it is often difficult to identify income generation activities which are based on buildings as a physical resource and experience here is much more limited.

    Kurzfassung: In the enthusiastic embrace of the digital library, with its anytime, anywhere characteristics, some people have assumed that physical libraries will become obsolete. Yet an examination of the behavior of students and faculty and of recent renovation and construction of academic and research libraries shows that brick and mortar buildings are enjoying a renaissance. Libraries have traditionally supported the housing of collections, reader services, and the staff who manage collections and provide services. These three components continue in the 21st century, but librarians, architects, and users are collaborating to produce elegant and functional designs that reflect new spatial allocations and new purposes. Modern libraries incorporate flexibility and comfort to create an environment that is welcoming and that supports a range of research and learning activities. This paper draws on examples from recent construction and reconfiguration of academic libraries in the United States to illustrate the changing scope of the physical library and the important role it plays in serving as a community hub within a university. Among the examples selected are several relating to the challenges of collection management, including the use of compact shelving and high-density storage facilities. The paper also traces the evolution of spaces from the catalog card era to the present state in which wireless access is a standard feature. Lastly, the author touches on new and expanded roles for librarians and the ways in which design advances the effectiveness of information professionals in fulfilling these new roles.

    Kurzfassung: This paper gives an overview of the close connection between learning - which is seen as a constructivist, active, self-directed and social process - and the university library. It discusses the role of the university library in the electronic learning environment, and considers the physical library as a place of learning which is not out of date. It also considers information literacy as the key to the library's educational role regarding its contents. Organisational issues hold together the three points mentioned above, the learning library as the prerequisite of the learning-empowering and learning-facilitating library.

    Kurzfassung: There are plenty of libraries (among them many university and research libraries) which do not provide adequate work-places. Chairs may have been selected for their stylish look rather than for their physical comfort. Desk lamps may have been deemed unnecessary (they might have distorted the overall impression which the reading room was expected to make) And so on. I keep wondering how many librarians have spent some time in their libraries as readers, and have assessed their reading rooms from the user’s point of view. Have they been in a cubicle? Or have they read a book under glaring neon lights? Do they know how well their air-conditioning works? I know a library in which the only window that can be opened is in the librarian’s office.

    Kurzfassung: What is the future of the book, or maybe rather, does the book have a future at all? These are questions that are raised again and again within different disciplines in the digital age, from e-strategists to historical bibliographers. During a two-day Think Tank, held at the Swedish National Library at Stockholm on May 24-25, authors, critics, scholars, representatives of libraries, archives and other heritage institutions and knowledge organizations tried to find answers to these and other related questions, such as: do the concepts of ‘value’ and ‘authenticity’, which are based on physical objects still have any meaning? Does digitisation decrease or increase the value of the book as an artefact? Will the rapid growth of digitised and born-digital publications lead to a new digital cultural heritage? Indeed, has the critical mass of ‘born digital’ and digitised material already created a new digital cultural documentary heritage?

    Kurzfassung: Valid and relevant statistics are required for library planning and advocacy. As libraries and their users turn to the web, library statistics must follow. In this paper we explore the use of three common traffic indicators to measure the impact of web resources from national libraries. We present and discuss the use of data on on page views, virtual visits and unique users, with examples from national, academic and public libraries. These indicators are in an early stage of development and need some conceptual and much empirical work to become good tools for strategic planning. But we note four findings: (1) the ratios between the three indicators are very unstable, so we must measure and interpret all three; (2) we find substantial differences between countries, with Denmark in a leading position; (3) in academic and national libraries the number of virtual visits is likely to overshadow the number of physical visits; (4) analysis of web traffic must be based on an understanding of J-shaped distributions (‘power laws’) rather than concepts drawn from ordinary well-behaved bell curves (‘normal distributions’).

    Kurzfassung: In the United Kingdom (as in many other countries) increasing attention is being paid to the importance of each library and archive having a written preservation strategy endorsed by its governing body. So increasingly we are asking: where does „preservation“ begin and what are its top priorities? Some would say preservation begins with the definition of collecting policies to ensure that only relevant items are acquired in the first place, and therefore that no unnecessary costs are incurred on the long-term care of unwanted and unconsulted items. Others might argue that the first priority must be the careful appraisal of existing holdings to determine their preservation and conservation requirements and to prioritise their treatment. Or should preservation begin with damage-limitation: restricting the physical handling of books and documents, on the one hand by providing whenever possible surrogate copies in digital formats or microform, and on the other hand by offering at least basic protection through appropriate boxing and packaging? This, surely, goes hand-in-hand with the education of staff and readers about the importance of treating rare or unique materials with proper respect.

    Kurzfassung: During the last decade we have seen an increased focus on the future use of academic libraries, both in terms of their legitimacy and the use of the physical library space itself. Prior to a planned, major rebuilding of the Humanities and Social Sciences Library at the University of Oslo (HumSam library), a thorough study was required to establish the current use of the library space, as well as users’ wishes and needs for change. Several different methods were used to collect this data. One was the method Tracking the Traffic (TTT), developed by Tord Høivik. This is a purely quantitative method, where the users in the library are counted several times during the opening hours. This registration takes place over a set period, for example, at fixed hours every day over a minimum time span of two weeks. The activities of the users are also registered, but without talking to the user, so one can register that one user is reading a book or using a laptop, but not what kind of book or what the laptop is being used for. Other methods used were a user survey, different kinds of interview and photo documentation. This article aims at demonstrating how the use of the TTT method contributed when the HumSam library conducted studies to ensure an evidence-based renewal of the library. The experiences with this type of data collection are described, and a discussion of the methodology based on our experiences is presented.  There are also examples for how this data affected the rebuilding and renewal of the HumSam library. The TTT method needs to be a part of a suite of methods to give an adequate profile of library use. Being a method based on observation, it is necessary to compliment it with other qualitative methods to fill in the picture of library users and to ensure library development soundly based on full evidence (Evidence-based Practice – EBP). Of course, the library staff had many pre-assumptions about the library use; however, documenting use in this way may lead to more accurate knowledge. When visiting the redesigned HumSam library today, the responses to the results of the TTT and the other studies mentioned in this article can be clearly seen. The most obvious are the number and variation of seating facilities, the number of group rooms and the reduced height and number of shelves for the physical collection. Scenes and special places for events have also been created, opening hours in exam periods have been increased and the library counters have a more inviting design than before.
