    Beschreibung: Policies for Sustainable Use and economy-wide Management of natural Resources (SUMR) throughout the production and consumption system are faced with environmental and socio-economic requirements and regulatory constraints. Based on empirical findings of ongoing trends of resource use, decoupling from economic growth, and transregional problem shifting, the paper outlines a potentially sustainable biophysical basis for production and consumption in the EU. It discusses the main challenges for the major resource groups, describing the specific and the common tasks with regard to biomass, fossil fuels, metals, non-metallic minerals. Adopting a medical metaphor, it suggests that policies for SUMR should follow a dual approach reflecting the long-term need for a main cure of the socio-industrial metabolism in form of a "conditioning" towards a more mature, resource efficient, and renewables based constitution on the one hand, and a fine tuning of selected material flows (e.g. for optimized recycling and control of hazardous compounds) on the other hand. Both strategies are deemed complementary and necessary to reduce environmental impacts and increase the utility of material use. Action required is exemplified with regard to the three pillars of SUMR, i.e. improved orientation, information and incentives.

    System integration of renewables and smart grids in Korea : supporting Germany's energy dialogue with Japan and Korea ; short scientific report (2019)

    Beschreibung: In the context of the German-Korean Energy Policy Dialogue, integration of renewable power sources and smart grids have been identified as topics with high relevance. This study aims to support mutual learning and exploration of new fields for collaboration by identifying similarities and differences in the respective status quos, strategies and policies in both countries. After a short introduction to the South Korean energy situation, Chapter 2 provides an overview of the South Korean power market, its situation regarding renewable power sources and the Korean definition of smart grids. Chapter 3 of this study highlights the major South Korean energy strategies and regulatory frameworks relevant to integration of renewable energies and smart grids. In Chapter 4, the status and perspectives of renewable energy sources integration and smart grids in South Korea are discussed, presenting various demonstrative examples, new business models and the current situation of technology deployment. Chapter 5 puts South Korea in the global context and compares it to Germany. Finally, Chapter 6 draws conclusions and presents recommendations on suitable areas for mutual learning.

    Beschreibung: Objective of this study is to support the development of a Thematic Strategy for Sustainable Use and Management of Resources through the provision of background information, in particular "an estimate of materials and waste streams in the Community, including imports and exports" (Article 8 a 6th EAP) using the method of material flow accounting. It further presents first ideas on how the resource use pattern of the EU can be assessed with regards to priority setting for possible policy measures. By referring to the concept of Industrial Metabolism, resources are defined in a broad sense, embracing the source and sink function of the natural environment, i.e. the provision of raw materials and land, and the absorption of residual materials (waste and emissions). Environmental impacts are associated not only with the extraction, harvesting and catching of raw materials but also with the subsequent production, use and disposal of products and goods. It is the total of environmental impacts associated with the entire life cycle of raw materials which has to be considered. Three generic "management rules" for the sustainable use and management of renewable and non-renewable natural resources are presented and discussed which have been formulated by several political institutions based on scientific literature: 1. The use of renewable resources should not exceed their renewal and/or regeneration rates. 2. The use of non-renewable resources should not exceed the rate at which substitutes are developed (should be limited to levels at which they can either be replaced by physically or functionally equivalent renewable resources or at which consumption can be offset by increasing the productivity of renewable or non-renewable resources). 3. Outputs of substances to the environment (pollution) should not exceed the assimilative capacity of environmental media ("absorption capacities").

    Beschreibung: On the basis of a literature research, this subtask develops a conceptional framework for a common understanding of CE within the project team and for the following work packages and tasks. After a brief introduction into the objectives and the context of a circular economy, a more elaborated look into the necessity of an explicit understanding of CE, the objectives, the spatial perspective of CE and the specific challenges within the CICERONE context will be done, in order to develop a basis for a common understanding within the project context. Circular economy can and has to be understood as an (eco-)innovation agenda. Therefore, the paper investigates the role policy has to play to support innovation for a CE transition, for creating the framework conditions and why CE has also to be build from the ground up. Finally, the paper looks from two perspectives at emerging trends and business models in a CE to sketch next steps towards the transition in a selection of central sectors. Conclusions are drawn on the basis of the insights gained by the preceding chapters.

    Realising long-term transitions towards low carbon societies : impulses from the 8th annual meeting of the International Research Network for Low Carbon Societies (2017)

    Beschreibung: In spite of current multiple political crises, global warming will remain a prime issue on the global agenda. The adoption of the Paris Agreement in 2015 and its quick ratification in 2016 have created a strong momentum for worldwide action against climate change. As global greenhouse gas emissions must decline towards levels close to zero by the middle of the century, the rapid decarbonisation of energy systems is high on the agenda of most countries around the globe. This publication delivers insights into cutting edge research on the necessary transitions towards low carbon societies and by this aims to contribute to international as well as national policymaking. The topics covered in more than 20 concise original articles are among the most important issues for progressing solutions for climate change and sustainable development. The papers discuss recent findings and case studies in the following subject areas: Governance of the necessary long-term transitions in the context of potential known and unknown adverse developments; Policy instruments and strategies that allow for financing the transition to low carbon economies and, at the same time, respond to today's economic and social challenges; Integrated strategies for three of the most important arenas of global decarbonisation: Cities, as much of the change and necessary investment for low carbon societies must take place, be planned, be financed and be built in cities; industry, particularly the energy-intensive processing industries, which are at the core of society's metabolism and are responsible for a large and growing share of global emissions and science as a whole, which must become more solutions-oriented because the transitions needed will rely heavily on research providing solutions for technological as well as societal problems. As a contribution to these great challenges and at the request of the G7 Environment Ministers, the Low Carbon Society Research Network (LCS-RNet) acts as a forum aimed at fostering research and policymaking to jointly achieve decarbonised energy systems in countries around the world. It convenes leading scientists, practitioners and policymakers and aims at supporting governments in proceeding jointly towards the design and implementation of climate-friendly low carbon societies.

    Beschreibung: The current utilisation of natural resources in Germany and Europe is not sustainable, as inter alia stated by the German government as well as by the European Commission. At the same time, increased resource efficiency could lead to various environmental but also economic benefits. This brief study commissioned by Changing Markets presents developments in the field of resource efficiency policies, analyses the status quo of resource consumption with a special focus on fast moving consumer goods and describes potential effects of resource conservations.

    Beschreibung: The paper aims to shed light on the methodological challenges of GHG monitoring at local level and to give an overview on current practices. Questions addressed are as follows: How do the methodologies which underlie different GHG inventory tools differ? What are the critical variables explaining differences between inventories? Can different GHG inventory tools be compatible - and/or interoperable - and under which conditions? The first section discusses methodological challenges related to the formation of local GHG inventories. Rather than giving a comprehensive overview on methodological problems, this section mainly highlights some of the central methodological challenges posed by local GHG inventories. This overview identifies critical variables and clarifies concepts that are necessary for the understanding of the subsequent analysis. In section two, some of the most advanced GHG inventory tools are analysed and the most important differences between these tools are highlighted. The paper concludes that the methodologies are not consistent. Local GHG inventories can thus hardly be compared. The paper gives research and policy recommendations towards greater comparability and sketches the requirements of an international protocol on urban GHG inventories.

    Beschreibung: In the coming years, we must set a course that will allow as to protect our climate, reduce resource consumption, and preserve biodiversity. A profound ecological system change is on the horizon in all central areas of action of the economy and society, or transformation arenas. Digitalisation is a prerequisite for the success in this change and will impact these arenas at multiple levels: Digital technologies and applications will make it possible to improve current procedures, processes, and structures (Improve) and help us take the first steps towards new business models and frameworks (Convert). Despite this, digitalisation itself must be effective enough to facilitate a complete ecological restructuring of our society and lives to achieve more far-reaching economic transformation and value creation (Transform). The ability to obtain, link, and use data is a basic prerequisite for tapping into the potential of digitisation for sustainability transformation. However, data is not a homogeneous raw material. Data only gains value when we know the context in which it was collected and when we can use it for a specific purpose. The discussion on what structures and prerequisites are necessary for the system-changing use of data has only just begun. This study was conducted to serve as a starting point for this discussion as it describes the opportunities and prerequisites for a data-based sustainability transformation. This study focuses on environmental data, data from plants, machines, infrastructure, and IoT products. Our task will be to increase the use this data for systemic solutions (system innovation) within transformation arenas where different stakeholders are working together to initiate infrastructure, value chain, and business model transformation.
