Description: Many hope that the Global Stocktake under the Paris Agreement can become a catalyst for increased mitigation ambition over time. Based on different theories of change, this paper outlines four governance functions for the Global Stocktake. It can contribute to the Paris Agreement as a pacemaker (stimulating and synchronizing policy processes across governance levels), by ensuring accountability of Parties, by enhancing ambition through benchmarks for action and transformative learning, and by reiterating and refining the guidance and signal provided from the Paris Agreement. The paper further outlines process- and information-related preconditions that would enable an ideal Global Stocktake.

Description: Today more than 45 % of all energy-related CO2 emissions come from burning coal. Thus, reducing CO2 emissions from coal use is a necessity for reaching the targets of the Paris Agreement. This will not only pose challenges for coal consumers (restructuring of the energy system), but also for countries whose economy is strongly depending on the production of coal. This paper examines the role of coal in three countries, which are or were in recent years among the top coal exporters: Indonesia, Colombia and Vietnam. Understanding challenges and possible transition pathways in these countries will help to develop global strategies to reduce CO2 emissions from coal in the short to mid-term.

Description: The North Water (NOW) polynya is one of the most productive marine areas of the Arctic and an important breeding area for millions of seabirds. There is, however, little information on the dynamics of the polynya or the bird populations over the long term. Here, we used sediment archives from a lake and peat deposits along the Greenland coast of the NOW polynya to track long-term patterns in the dynamics of the seabird populations. Radiocarbon dates show that the thick-billed murre (Uria lomvia) and the common eider (Somateria mollissima) have been present for at least 5500 cal. years. The first recorded arrival of the little auk (Alle alle) was around 4400 cal. years bp at Annikitsoq, with arrival at Qeqertaq (Salve Ø) colony dated to 3600 cal. years bp. Concentrations of cadmium and phosphorus (both abundant in little auk guano) in the lake and peat cores suggest that there was a period of large variation in bird numbers between 2500 and 1500 cal. years bp. The little auk arrival times show a strong accord with past periods of colder climate and with some aspects of human settlement in the area.

Description: The research project seeks to identify the CDM SD tool's possible shortcomings, and to make structured recommendations on how to improve the EB's SD tool. Findings from this project are meant to have a lighthouse effect on the development of provisions on Sustainable Development within other carbon mechanisms of the UNFCCC and beyond. This report represents the consolidated findings of three work packages within this research project. The first chapter provides some background on the subject at hand, and leads into the report. The following chapter covers the assessment and comparison of the SD provisions of selected flexible mechanisms and multilateral standards.

    Publication Date: 2017-10-27
Description: This introduction to the special issue presents an overview of the wide range of results produced during the European Union project Arctic Climate Change, Economy and Society (ACCESS). This project assessed the main impacts of climate change on Arctic Ocean’s geophysical variables and how these impending changes could be expected to impact directly and indirectly on socio-economic activities like transportation, marine sea food production and resource exploitation. Related governance issues were examined. These results were used to develop several management tools that can live on beyond ACCESS. In this article, we synthesize most of the project results in the form of tentative responses to questions raised during the project. By doing so, we put the findings of the project in a broader perspective and introduce the contributions made in the different articles published in this special issue.
