    Applying the Values of Geoethics for Sustainable Speleotourism Development (2020)

    Description: Establishing sustainable and responsible speleotourism development is a major challenge and involves complex activities. Adequate theoretical starting point is the application of geoethical values related to the conservation and protection of the caves to be used for touristic purposes. Positive and negative cases of human behaviors towards speleological geoheritage are discussed, in order to highlight what should be done in cave management to avoid malpractices and on what elements could be founded adequate strategies aimed at promoting sustainable speleotourism. This is important to tourism management organizations involved in the promotion of caves and in creating economic opportunities for local populations, while respecting cave ecosystems. Modern cave management must be focused on the protection of the cave ecosystems, finding ways to achieve at the same time an economic development of local communities. But this approach needs the adoption of a geoethical framework of values to be shared by all stakeholders involved so that successful cooperation can be achieved despite differences in interests and expectations. The aim of this paper is to raise the awareness about the need to apply the values of geoethics to speleotourism, stimulating new fields of discussion within the scientific and technical communities involved in studies and activities related to geotourism and geoheritage. The possibilities of developing new ways to manage caves, in order to promote a sustainable socio-economic development of local communities, have to be balanced with the protection of natural environments as much as possible. The proposed theoretical frameworks have the goal to increase the discussion on the best ways of connecting speleotourism to sustainable and responsible cave management, presenting two case studies, and pointing out potential solutions.

    10 years with planet Earth: the essence of primary school children's drawings (2021)

    Description: “10 years with planet Earth” is the title of the calendar created for primary schools, realized in 2016 by the Istituto Nazionale di Geofisica e Vulcanologia (INGV), the Italian Institute of Geophysical Research. The calendar is the outcome of a project created to support and complement 15 years of dissemination activities with schools. Each year for 10 years, we have printed calendars that represented different subjects related to a world in constant evolution. Each year we have launched a calendar competition among schools, asking children to send in drawings related to the chosen theme. The aim was to stimulate interest in learning about Earth sciences and the dynamics of planet Earth, as well as to raise awareness of water resources availability, the prevention of natural disasters and planet sustainability. We have received about 10 000 drawings from students of more than 400 schools. For each yearly competition, we have chosen the most significant drawings and we have included them in the calendar. The creators of the drawings were awarded by scientists, journalists, artists, science communicators and even by a government minister. In addition to the competition, the drawings reflect impressions and thoughts and illustrate the children's point of view. From the images, one can feel great sensitivity, consideration, responsiveness and respect for the planet as well as positive feelings towards science.

    Integrative Post-event Impact Assessment Framework for Volcanic Eruptions: A Disaster Forensic Investigation of the 2011–2012 Eruption of the Cordón Caulle Volcano (Chile) (2021)

    Description: Understanding the complexity of future volcanic impacts that can be potentially induced by the large variability of volcanic hazards and the multiple dimensions of vulnerability of the increasingly interdependent and interconnected societies, requires an in-depth analysis of past events. A structured and inclusive post-event impact assessment framework is proposed and applied for the evaluation of damage and disruption on critical infrastructures caused by the eruption of the Cordón Caulle volcano (Chile) in 2011–2012. This framework is built on the forensic analysis of disasters combined with the techniques of the root cause analysis that converge in a bow-tie tool. It consists of a fault tree connected to subsequent event trees to describe the causal order of impacts. Considering the physical and systemic dimensions of vulnerability, four orders of impact have been identified: i) the first order refers to the physical damage or the primary impact on a component of the critical infrastructure; ii) the second order refers to the loss of functionality in the system due to a physical damage on key components of the system; iii) the third order refers to the systemic impact due to the interdependency and connectivity among different critical infrastructures; and iv) a higher order is related to the consequences on the main economic sectors and to social disruption that can activate an overall damage to the economy of the country or countries affected. Our study in the Argentinian Patagonia shows that the long-lasting impact of the 2011–2012 Cordón Caulle eruption is mostly due to a secondary hazard (i.e., wind remobilisation of ash), which exacerbated the primary impact affecting significantly larger areas and for longer time with respect to primary tephra deposition. In addition, systemic vulnerability, particularly the intrinsic dependencies within and among systems, played a major role in the cascading impact of the analysed communities.

    Description: Gli esseri umani vivono in una società globalizzata, smaterializzata nella sua spazialità e temporalità, tecnologizzata, sempre più omogeneizzata nelle forme culturali e nelle strutture economiche, con accresciute disuguaglianze nel riconoscimento dei diritti umani e nelle possibilità di autodeterminazione e di accesso alle risorse naturali. La pandemia da SARS-CoV-2 ha evidenziato criticità e potenzialità della società globalizzata. I cambiamenti ambientali antropogenici, che modificano le caratteristiche fisico-chimico-biologiche del sistema Terra, costituiscono una minaccia analoga se non più grave per l'abitabilità del pianeta da parte dell'umanità e di molte altre specie viventi. Affrontare urgentemente tali cambiamenti richiede una forte cooperazione internazionale tra gli Stati. Allo stesso tempo è necessario che le comunità umane condividano principi e valori su cui fondare nuove forme di relazione tra esseri umani e natura. In tale prospettiva, la geoetica si propone come etica globale di un mondo complesso, fondata sui principi di dignità, libertà e responsabilità. Human beings live in a globalized society, dematerialized in its spatiality and temporality, technologized, increasingly homogenized in cultural forms and economic structures, with increased inequalities in the recognition of human rights and in the possibilities of self-determination and access to natural resources. The SARS-CoV-2 pandemic has highlighted the criticality and potential of the globalized society. Anthropogenic environmental changes, which modify the physical-chemical-biological characteristics of the Earth system, pose a similar if not more serious threat to the habitability of the planet by humanity and many other living species. Addressing such changes urgently requires strong international cooperation among States. At the same time, it needs that human communities share principles and values on which to base new forms of relationship between human beings and nature. In this perspective, geoethics is proposed as global ethics for a complex world, founded on the principles of dignity, freedom and responsibility.

The current edition, SAMUDRA Report No. 87, dated March 2022, features a range of articles from Africa, Asia and Europe, with a special focus on the International Year of Artisanal Fisheries and Aquaculture (IYAFA 2022). The editorial Comment in the issue calls for collective and collaborative actions of all stakeholders to develop coherent and meaningful policies and legislation for the sector. Pointing out that IYAFA 2022 is a chance to create greater awareness about the role of small-scale fisheries in food production, and about the traditional knowledge and rich cultural diversity of fishing communities, the Comment hopes the year becomes a historic watershed for the sector and its communities. Sono illustrati studi di caso in cui la variabile genere compare nell’impatto sociale dei fenomeni, ad esempio per gli effetti sulla salute e per la percezione dei rischi relativi; viene seguita la classificazione in rischi di natura geofisica (terremoti, eruzioni, tsunami), idrogeologica (inondazioni, frane), climatologica (siccità, incendi); meteorologica (tempeste, temperature estreme); sono presenti esempi non esaustivi ma significativi su scala globale (mondo) e locale (Italia). An obituary notice celebrates the life of Brazilian fisheries engineer and researcher Fábio Hissa Vieira Hazin, who succumbed to COVID-19 on 8 June 2021, World Oceans Day. The editorial Comment in SAMUDRA Report No. 86 argues that negotiations on subsidies at the World Trade Organization (WTO) should lead to an agreement whose primary goal is transparency and universality in fisheries conservation and management measures.
