Description: Many hope that the Global Stocktake under the Paris Agreement can become a catalyst for increased mitigation ambition over time. Based on different theories of change, this paper outlines four governance functions for the Global Stocktake. It can contribute to the Paris Agreement as a pacemaker (stimulating and synchronizing policy processes across governance levels), by ensuring accountability of Parties, by enhancing ambition through benchmarks for action and transformative learning, and by reiterating and refining the guidance and signal provided from the Paris Agreement. The paper further outlines process- and information-related preconditions that would enable an ideal Global Stocktake.

Description: Today more than 45 % of all energy-related CO2 emissions come from burning coal. Thus, reducing CO2 emissions from coal use is a necessity for reaching the targets of the Paris Agreement. This will not only pose challenges for coal consumers (restructuring of the energy system), but also for countries whose economy is strongly depending on the production of coal. This paper examines the role of coal in three countries, which are or were in recent years among the top coal exporters: Indonesia, Colombia and Vietnam. Understanding challenges and possible transition pathways in these countries will help to develop global strategies to reduce CO2 emissions from coal in the short to mid-term.

Description: The enactment of the Water Framework Directive (WFD) initiated scientific efforts to develop reliable methods for comparing prevailing lake conditions against reference (or nonimpaired) states, using the state of a set biological elements. Drawing a distinction between impaired and natural conditions can be a challenging exercise. Another important aspect is to ensure that water quality assessment is comparable among the different Member States. In this context, the present paper offers a constructive critique of the practices followed during the WFD implementation in Greece by pinpointing methodological weaknesses and knowledge gaps that undermine our ability to classify the ecological quality of Greek lakes. One of the pillars of WDF is a valid lake typology that sets ecological standards transcending geographic regions and national boundaries. The national typology of Greek lakes has failed to take into account essential components. WFD compliance assessments based on the descriptions of phytoplankton communities are oversimplified and as such should be revisited. Exclusion of most chroococcal species from the analysis of cyanobacteria biovolume in Greek lakes/reservoirs and most reservoirs in Spain, Portugal, and Cyprus is not consistent with the distribution of those taxa in lakes. Similarly, the total biovolume reference values and the indices used in classification schemes reflect misunderstandings of WFD core principles. This hampers the comparability of ecological status across Europe and leads to quality standards that are too relaxed to provide an efficient target for the protection of Greek/transboundary lakes such as the ancient Lake Megali Prespa.

Description: The study analyses the country background, emissions trends, ongoing activities and barriers relating to the implementation of the Nationally Determined Contribution (NDC) of Morocco under the UNFCCC. A special emphasis is laid on further mitigation potentials in the fields of urban environment, the mineral sector and the transport sector. A chapter is dedicated to the relevance and perspectives of coal use.

Description: Before linking emissions trading systems, there should be a good understanding of the expected economic implications: How could linking affect the development of the common allowance price, the development of emissions or industrial production, capital flows or liquidity? Answering these questions requires a multitude of data and assumptions and therefore usually the use of economic models. This report gives an overview of various economic models that are suitable for assessing the economic effects of linking. It analyses the economic indicators relevant for the assessment of the effects of linking, formulates requirements for economic models to answer this question, discusses the advantages and disadvantages of different modelling approaches and gives an assessment of which models are suitable in principle for the assessment of linking. Five models were selected for a more detailed description: E3ME, GEM-E3, PACE, POLES, and TIMES-MARKAL.

Description: This open access book presents the proceedings volume of the YOUMARES 8 conference, which took place in Kiel, Germany, in September 2017, supported by the German Association for Marine Sciences (DGM). The YOUMARES conference series is entirely bottom-up organized by and for YOUng MARine RESearchers. Qualified early career scientists moderated the scientific sessions during the conference and provided literature reviews on aspects of their research field. These reviews and the presenters’ conference abstracts are compiled here. Thus, this book discusses highly topical fields of marine research and aims to act as a source of knowledge and inspiration for further reading and research.

Description: In this chapter, the effects of temperature change—as a main aspect of climate change—on marine biodiversity are assessed. Starting from a general discussion of species responses to temperature, the chapter presents how species respond to warming. These responses comprise adaptation and phenotypic plasticity as well as range shifts. The observed range shifts show more rapid shifts at the poleward range edge than at the equator-near edge, which probably reflects more rapid immigration than extinction in a warming world. A third avenue of changing biodiversity is change in species interactions, which can be altered by temporal and spatial shifts in interacting species. We then compare the potential changes in biodiversity to actual trends recently addressed in empirical synthesis work on local marine biodiversity, which lead to conceptual issues in quantifying the degree of biodiversity change. Finally we assess how climate change impacts the protection of marine environments.
