Zusammenfassung
Ziel und Absicht
Toxikologische und ökotoxikologische Studien sowie epidemiologische Untersuchungen, die mit dem Ziel durchgeführt wurden wissenschaftliche Erkenntnisse zu gewinnen, werden nicht selten auch für regulatorische Zwecke herangezogen, wie z.B. die Gefährdungs- und Risikoanalyse von Chemikalien. Diese Verwendung erfordert einheitliche und allgemein akzeptierte Kriterien für die Bewertung der Validität und Qualität. Die vorgestellten Kriterien im Bezug auf Validität und Qualität zielen daher darauf ab, Studien, die oft mit hohem experimentellen Aufwand durchgeführt wurden, hinsichtlich ihrer Brauchbarkeit für regulatorische Zwecke zu bewerten.
Schwerpunkte
Die Minimalanforderungen an nicht standardisierte wissenschaftliche Untersuchungsergebnisse sollen sicherstellen, dass regulatorische Entscheidungen auf einer soliden und überprüfbaren Grundlage getroffen werden. Die hier beschriebenen Kriterien wurden ausgehend von den Erfahrungen mit Gefährdungs- und Risikobewertungen von Chemikalien entwickelt, die sowohl Ergebnisse aus Standardtests, als auch Ergebnisse aus nicht etablierten Testmodellen berücksichtigen.
Ergebnisse und Schlussfolgerungen
Als Hauptkriterien werden die Aspekte Nachvollziehbarkeit, Plausibilität, Relevanz und Reproduzierbarkeit ermittelt und beschrieben.
Unter Nachvollziehbarkeit werden die Parameter Zweck der Untersuchung, Methodenbeschreibung, Beschreibung der Durchführung und Datenerhebung, und Ergebnisdarstellung und deren Interpretation definiert. Unter Plausibilität ist eine Überprüfung zu verstehen, ob die Ergebnisse in sich konsistent sind und ob sie mit denen anderer valider Studien im Einklang stehen. Der Begriff der Relevanz ist von Bedeutung im Zusammenhang mit der Frage, in wieweit der gewählte experimentelle Ansatz für die Prüfung geeignet ist, die aufgestellte Hypothese zu untersuchen. Hierbei geht es sowohl um die statistische Beurteilung als auch um die biologische Relevanz der Daten. Unter dem Begriff der Reproduzierbarkeit versteht man die Wiederholungsgenauigkeit von Prüfergebnissen unter genau definierten Testbedingungen, unabhängig von wem, wann und wo diese Prüfungen durchgeführt werden. Die oben genannten Aspekte der Nachvollziehbarkeit, Plausibilität und Relevanz sind auch bei epidemiologischen Studien zu prüfen.
Alle wissenschaftlichen Einrichtungen, die Untersuchungen zur toxikologischen oder ökotoxikologischen Bewertung von Chemikalien durchführen bzw. epidemiologische Daten erheben und auswerten, müssen grundsätzlich in der Lage sein, Studien in einer Art durchzuführen und zu berichten, die die Bewertung nach diesen Kriterien erlaubt.
Empfehlungen und Ausblick
Die Beurteilung von wissenschaftlichen Studien hinsichtlich ihrer Qualität und Validität ist für die Berücksichtigung in regulatorischen Prozessen von entscheidender Bedeutung. Die vorgenannten Kriterien können dazu dienen, einen Konsens zwischen den an regulatorischen Prozessen Beteiligten zu finden, der eine gemeinsame Bewertung von Ergebnissen erleichtert.

Goal and Scope
Results from toxicological, ecotoxicological or epidemiological studies, which were conducted to increase scientific knowledge, are often used also for regulatory purposes such as hazard and risk analysis of chemicals. This use requires standardized and generally accepted criteria for the evaluation of quality and validity. Therefore, the criteria presented with regard to validity and quality aim on the evaluation of studies, which were conducted with considerable experimental efforts, for their usability for regulatory purposes.
Main Features
The minimum requirements on non standardized scientific test results should ensure that regulatory decisions are taken on a sound and verifiable basis. The criteria specified here reflect the experiences from hazard and risk assessments for chemicals, which consider results from standard tests as well as results from experiments not conducted according to established methods.
Results and Conclusions
As main criteria the quality of documentation, plausibility, relevance and reproducibility were identified and described.
The quality of documentation includes the availability of an objective of the study, an adequate description of the method, the experimental design and data recording, as well as a description of the results and their interpretation. Plausibility includes a review of the consistency of results and the agreement or contradiction with other valid studies. The term of relevance is discussed in the context, whether the experimental method is suitable to investigate the hypothesis. This means the statistical analysis as well as the biological relevance of the data. The reproducibility means the precision of results, when a study is repeatedly performed under exactly defined test conditions, independent of who, when and where the study was conducted.
Those aspects of documentation, plausibility, and relevance are also to be evaluated in epidemiological studies.
All scientific institutions, which conduct studies for the toxicological or ecotoxicological assessment of chemicals must be able in principle to perform those investigations in a way, which allows to evaluate them according to the presented criteria.
Recommendations and Perspectives
The evaluation of scientific studies regarding their quality and validity is essential for the considerations in regulatory processes. The mentioned criteria may support the consent between the parties involved in regulatory processes, which facilitates a common evaluation of results.
