    Notizen: Abstract Even after extensive re-working of past data, in many instances we are incapable of resolving important aspects concerning climate change and variability. Virtually every monitoring system and data set requires better data quality, continuity, and homogeneity if we expect to conclusively answer questions of interest to both scientists and policy-makers. This is a result of the fact that long-term meteorological data, (both satellite and conventional) both now and in the past, are and have been collected primarily for weather prediction, and only in some cases, to describe the current climate. Long-term climate monitoring, capable of resolving decade-to-century scale changes in climate, requires different strategies of operation. Furthermore, the continued degradation of conventional surface-based observing systems in many countries (both developed and developing) is an ominous sign with respect to sustaining present capabilities into the future. Satellite-based observing platforms alone will not, and cannot, provide all the necessary measurements. Moreover, it is clear that for satellite measurements to be useful in long-term climate monitoring much wiser implementation and monitoring practices must be undertaken to avoid problems of data inhomogeneity that currently plague space-based measurements. Continued investment in data analyses to minimize time-varying biases and other data quality problems from historical data are essential if we are to adequately understand climate change, but they will never replace foresight with respect to ongoing and planned observing systems required for climate monitoring. Fortunately, serious planning for a Global Climate Observing System (GCOS) is now underway that provides an opportunity to rectify the current crisis.

    Notizen: Abstract We present a brief summary of some results describing interannual to decade scale variability of ocean parameters, focusing on subsurface temperature and salinity. We focus attention on the North Atlantic, where it is very clear that a major redistribution of heat and salt has been occurring since 1960, from the sea surface to at least 3000 m depth. We then discuss implications of these examples of historical variability toward development of an ocean monitoring system for the ocean interior. The purpose of this paper reflects our belief that the justification of, and planning for, any such monitoring system for the world ocean, should be based on analyses of historical oceanographic data. These analyses should document the time and space scales associated with variability of the world ocean.

    Beschreibung: Over the last 50 years, the Intergovernmental Oceanographic Commission (IOC) has had a profound influence upon the willingness of United Nations Member States to share and provide access to their international and interdisciplinary oceanographic data. (For an early history and review of IOC achievements, see Roll, 1979.) Ocean science over the last half century has been transformed from a predominately modular, single-disciplinary, and individualistic science into a national and multinational interdisciplinary enterprise (Briscoe, 2008; Powell, 2008). The transformation began slowly, but as computing power increased, the pace accelerated, and along with these alterations came shifts in cultural practices regarding the sharing of data.

    Beschreibung: Since its inception in 1993 as an IOC project, the Global Oceanographic Data Archaeology and Rescue (GODAR) Project continues its progress in locating, collecting, quality controlling, and disseminating in electronic form, historical ocean profile and plankton data that are at risk of loss due to media decay. Only data for the pre-1992 period are considered to be “historical” data for the purposes of the GODAR project. Since its inception in 2001 the IOC World Ocean Database (WOD) Project continues adding new data types, e.g., temperature and salinity from Gliders and variables, e.g., tracers such as freons as well as archiving standard oceanographic data. Special attention has been paid to the speed of transfer of modern data into integrated, comprehensive oceanographic databases for research, monitoring or establishment of quality control for oceanographic data on local, regional and global scales to support research and realtime analysis of data. All data received as part of the GODAR and WOD projects are now made available online every three months at www.nodc.noaa.gov.
