    Abstract: The specifics of the Russian Black Sea regions, manifested in the presence of a large number of opportunities and contradictions in the implementation of social and economic and environmental aspects of sustainable development, requires the search for new rational models of resource use. The most promising in this regard are the models of the circular economy. In accordance with this idea, this article is aimed at identification of the directions and levels of managerial decision-making for the development of a closed-cycle economy in the regions of the Russian Black Sea regions, taking into account the need for informational and analytical support for the relevant regulatory and self-regulatory processes. The study provides a detailed description of the specifics of economic potential of coastal territories of Krasnodar Krai and Rostov region. The paper shows that tourism and recreation, agriculture, and marine economic activity are important in the economy of the Russian Black Sea region. The priority is the development of industrial and port facilities that provide export-import operations. At the same time, there is a fragmentation of social and economic components of these territories and their selective development. Taking this fact into account, priority areas of application of circular models were identified: environmental regulation of the processes of social and economic development of coastal territories; efficiency improvement of marine economy; removal of restrictions and activation of growth points of the Russian Black Sea regions. This made it possible to structure the elements of the circular economy and measures for their implementation, as well as to build a simulation model of the interaction of industries in the Russian Black Sea regions. The analysis of the model showed that, despite the close interconnection of various industries, the process of circularization is not yet working on a regional scale, but there are prospects for the development of circular value chains. In accordance with this, indicators for monitoring the development of a closed-loop economy in relation to the levels of managerial decisionmaking were suggested. The framework of decision-making on the development of circular economy in the Russian Black Sea regions established in the work allows us to focus state policy on the implementation of plans that allow us to get closer to the achievement of the goals of regional sustainable development.

    Abstract: The ethnocultural diversity of regional development often becomes a factor in the disunity and impedes the processes of social and economic integration. The authors identify factors contributing to social cohesion at the macro-, mezo- and microlevels. Digitalization is a new factor in this system, which leads to a new society, new economy, and new system of integrative values. Most studies recognize the positive role of digital technology in enhancing social cohesion. However, digitalization will become a significant factor in the increase of the level of social cohesion if a critical mass of the population uses the information technology constantly in order to achieve their various goals. The logical question arises as to whether there is currently a digital divide in the multicultural and multiethnic region of Southern Russia. The study is based on the data concerning the use of information technology, information and telecommunication networks by the population. They were collected in the course of federal statistical observations. An analysis of ICT usage indicators in households of the North Caucasian Economic Region allows us to conclude that multi-ethnic subregions in Southern Russia show different degrees of involvement in the processes of digital transformation. Currently, Kabardino-Balkaria and Rostov region are digital leaders of the North Caucasian Economic Region in terms of aggregate indicators of using information and communication technologies. An intermediate position is occupied by Karachay-Cherkessia, Krasnodar and Stavropol krais, which are slightly above average. But there is a significant lag in these indicators in North Ossetia-Alania, Adygea and Dagestan. However, positive trends in digitalization indicators are observed in every North Caucasian federal entity and this should lead to a decrease in digital inequality and an increase in the role of digitalization as a factor in the societal dynamics of multicultural regions in Southern Russia.

    Abstract: The key characteristics and technologies of the new industrial revolution create conditions for the emergence of new business models that implement not individual, but ecosystem-based development of industrial enterprises based on common digital platforms. Digital ecosystems of industrial enterprises are considered in the study as interdependent groups of economic actors that share digital platforms to achieve mutually beneficial goals. These business models characterize a new evolutionary stage in the development of industrial enterprises and reflect the transition from a linear to a multidimensional and distributed value chain involving partners, suppliers, consumers, and other participants. The paper highlights the effects generated as a result of the appearance of ecosystems in the industrial sphere for ecosystem centers (platform owners), participants, consumers of digital industrial ecosystems, as well as the regional economy. Based on the empirical analysis of the activities of industrial enterprises in the regions of the South of Russia, the “traces” of the digital ecosystem were found in several southern industrial enterprises. The study showed that among the enterprises under analysis, only two have a business model built following the principles of the ecosystem approach, and most industrial structures in the South of Russia tried combining technology and business processes into a joint information loop. It is proved that at present moment the company’s information circuit should cover not only employees of departments, equipment, and data but also customers, suppliers, and partners, combining them into a joint network, due to which the business becomes more adaptive. Taking this fact into consideration, a set of drivers and conditions for the ecosystem digital transformation of industrial enterprises is identified. Special attention is paid to regional drivers that allow developing a favorable environment for the emergence of digital ecosystems. It is shown that the core role in the number of activators of the formation of ecosystems in the industrial sphere is played by economic motivation.

    Abstract: The sugar industry plays an important role in the Russian economy and the southern Russian regions are the main producers of sugar in Russia (the Southern Federal District ranks the second in the production of white sugar). The specificity of sugar production is expressed in its high dependence on producers of beet raw materials, as well as in the presence of a significant amount of various types of waste, faces many problems of sustainable development in the sugar industry. The purpose of this article is to identify strategic factors for the sustainable development of sugar production, taking into account the challenges and threats of the new reality. In the study of strategic factors of sustainable development of the sugar industry, the authors identify demand factors and supply factors, as well as risk factors and stress factors. It is proved that the main threat to the sustainable development of the sugar industry is currently expressed in the risks of breaking supply chains in the conditions of the crisis caused by Coronavirus. This study focuses on the risk of stability reduction of the supply of beet raw materials. This risk is directly connected with the level of development of beet production in the region. As a result of the analysis, it was revealed that a decrease in the cultivated areas of sugar beet in the Southern Federal District is a stressful factor in the development of sugar industry. To solve this problem, state subsidies are proposed for projects for the development of abandoned agricultural land for beet cultivation. The solution of the problems of environmental sustainability growth of sugar production is associated with the circular economy models. It is concluded that the strategic factors of sustainable development of sugar industry in the South of Russia are directly connected with technological innovations in the agro-industrial sphere of the region, the implementation of which is largely determined by the level of state support for the industry.
