    Abstract: The specifics of the Russian Black Sea regions, manifested in the presence of a large number of opportunities and contradictions in the implementation of social and economic and environmental aspects of sustainable development, requires the search for new rational models of resource use. The most promising in this regard are the models of the circular economy. In accordance with this idea, this article is aimed at identification of the directions and levels of managerial decision-making for the development of a closed-cycle economy in the regions of the Russian Black Sea regions, taking into account the need for informational and analytical support for the relevant regulatory and self-regulatory processes. The study provides a detailed description of the specifics of economic potential of coastal territories of Krasnodar Krai and Rostov region. The paper shows that tourism and recreation, agriculture, and marine economic activity are important in the economy of the Russian Black Sea region. The priority is the development of industrial and port facilities that provide export-import operations. At the same time, there is a fragmentation of social and economic components of these territories and their selective development. Taking this fact into account, priority areas of application of circular models were identified: environmental regulation of the processes of social and economic development of coastal territories; efficiency improvement of marine economy; removal of restrictions and activation of growth points of the Russian Black Sea regions. This made it possible to structure the elements of the circular economy and measures for their implementation, as well as to build a simulation model of the interaction of industries in the Russian Black Sea regions. The analysis of the model showed that, despite the close interconnection of various industries, the process of circularization is not yet working on a regional scale, but there are prospects for the development of circular value chains. In accordance with this, indicators for monitoring the development of a closed-loop economy in relation to the levels of managerial decisionmaking were suggested. The framework of decision-making on the development of circular economy in the Russian Black Sea regions established in the work allows us to focus state policy on the implementation of plans that allow us to get closer to the achievement of the goals of regional sustainable development.

    Abstract: The sugar industry plays an important role in the Russian economy and the southern Russian regions are the main producers of sugar in Russia (the Southern Federal District ranks the second in the production of white sugar). The specificity of sugar production is expressed in its high dependence on producers of beet raw materials, as well as in the presence of a significant amount of various types of waste, faces many problems of sustainable development in the sugar industry. The purpose of this article is to identify strategic factors for the sustainable development of sugar production, taking into account the challenges and threats of the new reality. In the study of strategic factors of sustainable development of the sugar industry, the authors identify demand factors and supply factors, as well as risk factors and stress factors. It is proved that the main threat to the sustainable development of the sugar industry is currently expressed in the risks of breaking supply chains in the conditions of the crisis caused by Coronavirus. This study focuses on the risk of stability reduction of the supply of beet raw materials. This risk is directly connected with the level of development of beet production in the region. As a result of the analysis, it was revealed that a decrease in the cultivated areas of sugar beet in the Southern Federal District is a stressful factor in the development of sugar industry. To solve this problem, state subsidies are proposed for projects for the development of abandoned agricultural land for beet cultivation. The solution of the problems of environmental sustainability growth of sugar production is associated with the circular economy models. It is concluded that the strategic factors of sustainable development of sugar industry in the South of Russia are directly connected with technological innovations in the agro-industrial sphere of the region, the implementation of which is largely determined by the level of state support for the industry.

    Abstract: Introduction. This study analyzes the anti-crisis policy of the southern Russian regions during the three waves of the pandemic, and also assesses the nature of its change as the corona crisis develops. It was important to identify how the regional anti-crisis policy determines the choice of mechanisms and tools for solving the problems of socio-economic development of regions. Methodology and methods. The analysis was carried out in accordance with the methodology proposed by G. Buckert, in the following areas of anti-crisis management: monitoring, training, decision-making, coordination, communication, leadership and recovery potential. The following methods were used to conduct the study: context analysis – a qualitative analysis of documents adopted by regional authorities; quantitative analysis – analysis of socio-economic indicators that reflect the reactions of the economy to decisions made by regional authorities. Analysis. The study showed that regardless of the strength of the impact of the corona crisis and the extent of the damage caused, the content of the policy of the regional authorities can be characterized as “following the center”, which is largely due to the desire to avoid responsibility for the consequences of decisions made. At the first stages of the development of the corona crisis, the goals of containing the spread of coronavirus and state support for the most affected sectors of the economy from the introduction of restrictive measures were the priority. Starting from the second and subsequent waves of the pandemic, the introduction of various measures related to the mass vaccination of the population has become a key area of regional policy. Results. The key problem of the implementation of regional policy measures is identified – inefficient information work of regional authorities, which led to information asymmetry with the increased influence of the media on the social moods of citizens. It is concluded that in order to increase the efficiency of regional policy implementation measures in order to increase the sustainability of regional development, it is important that the ongoing coordination interactions between the authorities at different levels of government have clear goals for restoring the regional economy, and restorative measures should be prioritized with the supply maintenance policy.

    Abstract: The article is devoted to the analysis of the content of strategies for social and economic development of southern old industrial regions (Volgograd, Rostov and Astrakhan regions) if the set of measures suggested in them correspond to the goals of providing competitiveness, stability, security and balance of the development of regional social and economic spheres in the medium and long term periods. The relevance of the research is due to the need to improve the efficiency of regulation of social and economic development of old industrial regions, which are seen as promising platforms for neo-industrial transformations. When identifying the criteria, the authors take into account the provisions: a) competitiveness of a region is ensured by the presence of effective development institutions that encourage exportoriented industrial production, its import-substituting constituent, innovative activity of enterprises and organizations, investment attractiveness of the territory; b) sustainability is founded on the methodological positions of sustainable development; c) security should be assessed on the basis of indicators of development of economic, financial and social sphere, reflecting the ability of the economy to function in order to achieve expanded reproduction: structural proportions in economic sectors; d) balanced development is understood as the functioning and development of the object, environmental, project and process subsystems of the region. The analysis of development strategies of old industrial regions of the South of Russia showed that their content, as well as the package of measures, were determined on the basis of the prevailing characteristics of social and economic development of these entities, as well as the management practices that have been developed, which influenced the choice of approaches to the development of regional strategies. While in Volgograd and Astrakhan regions a project-oriented approach prevails, allowing to specify a package of formed measures, in Rostov region the “challenge-reaction” approach dominates, reflecting to a lesser extent the specifics of the opportunities to use regional potential.

    Abstract: Introduction. The need to respond to external shocks determines the adjustment of state policy in order to maintain a stable socio-economic situation in the regions. This study aims to determine how the political strategy of solving the problems of increasing political stability and economic security is changing in the regions in the face of growing economic pressure from Western countries, as well as evaluate the effectiveness of the measures taken. Methodology and methods. The object of the study was the Volgograd and Rostov regions. Research methods included: a systematic approach to the analysis of the economic policy of the region as an integral component of ensuring national security in the face of external shocks; context analysis of documents adopted by the legislative authorities of the regions in relation to the implementation of economic policy; and a comparative analysis of indicators of economic security in the regions. As indicators characterizing the effectiveness of economic policy measures, indicators of the economic security of the region, formed in the context of the goals and directions laid down in the Economic Security Strategy of the Russian Federation, were used. Analysis. The results of the analysis showed that, from the point of view of maintaining economic security, the measures to support capitalist relations associated with the increment of the total assets of the region showed the greatest effectiveness. At the same time, there is a clear shortage of state support instruments in the social sphere. Results. It was found that the political goals of the authorities in the face of increasing current shocks have shifted from “adaptation as a way of survival”, characteristic of the period of the COVID-19 pandemic, to “ensuring economic security through renewal.” At the same time, a significant role in the implementation of political strategies of public administration in the regions was assigned to new practices of subsidiarity with a focus on strengthening cooperation between authorities, local communities, and the private sector. It is concluded that the ways of adapting the South Russian regions to current challenges involve the further development of intra-regional interactions among a wide range of agents, with special attention to the role of formal and informal institutions in solving the problems of ensuring economic security.     Abstract: One of the most important forms of labor is self-employment. The project launched in Russia to introduce a tax on professional activities stimulated the processes of self-employment legalization and it sets a number of research tasks, including the identification of the emerging consequences of the development of selfemployment processes for the economy. This article sets the following goal: on the basis of the study of the essence of self-employment as an economic phenomenon, the goal of research consists in the identification of trends in the development of this process in the southern regions of Russia and determines the directions for effectiveness growth of their impact on the sustainability of regional development. The objects of the study were the regions of the Southern Federal District. The study determined that self-employment can act as a consequence of economic problems and as a tool for economic development. The authors identified trends in the development of self-employment in Russia and in the regions of the Southern Federal District, revealed the accelerators of this process, and they are: professional training for entrepreneurial activity; growth of the level of financial literacy of the population; availability of loans for start-ups with transparent conditions for their provision; policy supporting labor migrants in their business in their native cities; provision of self-employed with quality services and servicing, including digital ones. Suggestions for the development of self-employment processes were made and they allow increasing regional sustainability when developing social capital. It is mentioned that today it is fundamentally important for the state to give citizens with such a tax status basic social guarantees, while maintaining favorable conditions for the development of platform employment, since the self-employed are less protected in terms of social guarantees and rights.

    Abstract: Introduction. Ineffective resolution of economic problems by political institutions can jeopardize a country’s technological sovereignty in the face of existing geopolitical challenges. The purpose of the article is to identify areas for increasing the efficiency of the functioning of political institutions from the point of view of ensuring the economic security of the southern Russian regions, considering the challenges of socio-economic development that exist for them. Methodology and methods. This study centers on the Southern Federal District, which acts as an administrative entity responsible for implementing regional-level economic policies. The research utilized content analysis of scientific publications and comparative analysis of regional socio-economic indicators of economic development as part of implementing economic policy. The method for analyzing the influence of political institutions on economic development was based on the principle of balancing the combination of tactical and strategic decisions in assessing the effectiveness of implemented measures and was based on the basic principles of the theory of factors of production. Analysis. An analysis of the results of the economic policy pursued in the southern Russian regions showed that a relatively high level of resistance to sanctions challenges is ensured mainly by the export capabilities of agricultural products. However, the continued high level of import dependence on production increases the risk of conflict over the use of production factors between exportoriented companies and companies oriented to the domestic market, which creates significant threats to the implementation of national growth models. The turn of state economic policy towards the global East and South poses the tasks of the authorities of the southern Russian regions to develop transport infrastructure, as well as state support for companies participating in the construction of new production and supply chains. At the same time, increasing migration flows from border areas requires solving the problem of ensuring the socio-economic well-being of both the people moving and the host community. Results. It was found that the existing political risks to the economic development of southern Russian regions are associated with a lack of balance between the political decisions made and the strategic objectives of achieving technological sovereignty. It is concluded that the conditions of modern economic reality require economic and political mobilization to achieve value consensus and consolidation in society in order to solve the problems of economic development, implemented through the responsibility and patriotic position of political and economic elites at all levels of government.
