    Notes: The proliferation of preferential trading agreements (PTAs) in different regions of the world has been a significant development over the last two decades. South Asian countries have been slowly moving towards a South Asia Free Trade Area (SAFTA) in recent years. The desirability of SAFTA has been questioned by some observers recently. Will SAFTA create gains for its members or not? Is it better for South Asian countries to promote non-discriminatory trade liberalisation rather than SAFTA? The main objective of this paper is to address the above questions, especially the desirability of SAFTA, using a global computable general equilibrium (CGE) model. From the existing empirical and theoretical studies, we have identified three viewpoints on the desirability (or viability) of SAFTA: pessimistic, optimistic, and moderate. The results from two policy scenarios (unilateral liberalisation and SAFTA) confirm the pessimistic view by showing that unilateral liberalisation would benefit South Asian countries much more than preferential liberalisation (SAFTA). In fact, under preferential liberalisation, small countries in the region would gain little or even lose. The present political climate in South Asia also seems to support the pessimistic view.

    Notes: By assessing the impact of the recently adopted ‘Everything But Arms’ (EBA) initiative of the EU on the Least Developed Countries (LDCs) and by showing how further multilateral trade liberalisations erode the EBA preferences and impact the LDCs, this paper attempts to uncover the LDCs’ difficult positions in the WTO trade negotiations. Due to its limited product coverage and previous preferences granted by the EU, welfare impacts of the EBA on the LDCs are shown to be small and the bulk of these gains are associated with the ‘sensitive’ products that are subject to gradual liberalisations. Moreover, these small gains are likely to disappear if the EU conducts trade policy reforms in fulfilling its WTO obligations, resulting in an actually worse-off situation for the LDCs. Extending the analysis to a multilateral trade liberalisation scenario reinforces the above results that the LDCs may well lose due to preference erosion and higher world market prices. It concludes that other development assistance measures from developed countries should be made available to the LDCs to ease their dependency on trade preferences and to foster their supply capacities. The LDCs themselves should attempt to integrate the duty and quota-free market access status contained in the EBA into a binding WTO agreement to secure a stable trading environment. But more importantly, in order to solve the difficulties at the root these countries should actively engage in reforming their own trade policies.

    Description: The stable oxygen isotope ratio (δ18O) in precipitation is an integrated tracer of atmospheric processes worldwide. Since the 1990s, an intensive effort has been dedicated to studying precipitation isotopic composition at more than 20 stations in the Tibetan Plateau (TP) located at the convergence of air masses between the westerlies and Indian monsoon. In this paper, we establish a database of precipitation δ18O and use different models to evaluate the climatic controls of precipitation δ18O over the TP. The spatial and temporal patterns of precipitation δ18O and their relationships with temperature and precipitation reveal three distinct domains, respectively associated with the influence of the westerlies (northern TP), Indian monsoon (southern TP), and transition in between. Precipitation δ18O in the monsoon domain experiences an abrupt decrease in May and most depletion in August, attributable to the shifting moisture origin between Bay of Bengal (BOB) and southern Indian Ocean. High-resolution atmospheric models capture the spatial and temporal patterns of precipitation δ18O and their relationships with moisture transport from the westerlies and Indian monsoon. Only in the westerlies domain are atmospheric models able to represent the relationships between climate and precipitation δ18O. More significant temperature effect exists when either the westerlies or Indian monsoon is the sole dominant atmospheric process. The observed and simulated altitude-δ18O relationships strongly depend on the season and the domain (Indian monsoon or westerlies). Our results have crucial implications for the interpretation of paleoclimate records and for the application of atmospheric simulations to quantifying paleoclimate and paleo-elevation changes.

    Description: Stable hydrogen isotopes in monsoonal precipitation (δDp) at three sites (Port Blair, Barisal and Darjeeling) reveal the factors governing δDp variations over a south-north gradient across the Bay of Bengal. We found that the δDp at each site continuously decreases from May to September and these trends become more pronounced from south to north. The decreasing trends of downstream δDp closely follow the decreasing trends of upstream stable hydrogen isotopes in water vapor (δDv), which indicates that upstream δDv properties shape initial spatiotemporal patterns of the downstream δDp (“shaping effect”). Additionally, our results demonstrate that, during moisture transport, upstream vertical air motions (convection and downward motion) and topographic relief magnify the amplitude of the decreasing trends of downstream δD (“magnifying effect”). Our findings imply that upstream δD properties and relevant atmospheric and pv topographical conditions along the moisture transport pathway need to be considered collectively to better interpret paleoclimate records.
