    Description: Bycatch, or the unintended capture of fish, marine mammals, sea turtles, and seabirds by fishing gear, occurs to some degree in most fisheries. The recently released National Marine Fisheries Service’s (NMFS) U.S. National Bycatch Report provides information on bycatch in U.S. commercial fisheries by fishery and species. The report also provides national statistics in the form of national bycatch ratio and a national bycatch estimate. We describe the methods used to develop these statistics and compare them to similar studies. We conclude that the national bycatch ratio and national bycatch estimates developed by NMFS represent the best available information on bycatch in U.S. fisheries. However, given changes in bycatch management over time, as well as inter-annual variability in bycatch levels and a high percentage of fisheries for which data on bycatch are not currently available, we recommend that NMFS continue to support bycatch data collection and reporting efforts to improve the quality and quantity of bycatch data and estimates available to fisheries managers and scientists over time. This will enable NMFS to meet its requirements for bycatch reporting under the Magnuson-Stevens Act (MSA), as well as requirements for bycatch minimization under the MSA, Marine Mammal Protection Act, and Endangered Species Act.

    Description: In 2006, the National Marine Fisheries Service, NOAA, initiated development of a national bycatch report that would provide bycatch estimates for U.S. commercial fisheries at the fishery and species levels for fishes, marine mammals, sea turtles, and seabirds. As part of this project, the need to quantify the relative quality of available bycatch data and estimation methods was identified. Working collaboratively with fisheries managers and scientists across the nation, a system of evaluation was developed. Herein we describe the development of this system (the “tier system”), its components, and its application. We also discuss the value of the tier system in allowing fisheries managers to identify research needs and efficiently allocate limited resources toward those areas that will result in the greatest improvement to bycatch data and estimation quality.

    Description: Assessment of walleye pollock, Theragra chalcogramma, in the eastern Bering Sea is complicated because the species is semi-pelagic in habit. Annual bottom trawl surveys provide estimates of demersal abundance on the eastern Bering Sea shelf. Every third year (starting in 1979), an extended area of the shelf and slope is surveyed and an echo integration-midwater trawl survey provides estimates of pollock abundance in midwater. Overall age-specific population and biomass estimates are obtained by summing the demersal and midwater results, assuming that the bottom trawl samples only pollock inhabiting the lower 3 m of the water column. Total population estimates have ranged from 134 x 109 fish in 1979 to 27 x 109 fish in 1988. The very high abundance observed in 1979 reflects the appearance of the unusually large 1978 year class. Changes in age-specific abundance estimates have documented the passage of strong (1978, 1982, and 1984) and weak year classes through the fishery. In general, older fish are more demersally oriented and younger fish are more abundant in midwater, but this trend was not always evident in the patterns of abundance of 1- and 2-year-old fish. As the average age of the population has increased, so has the relative proportion of pollock estimated by the demersal surveys. Consequently, it is unlikely that either technique can be used independently to monitor changes in abundance and age composition. Midwater assessment depends on pelagic trawl samples for size and age composition estimates, so both surveys are subject to biases resulting from gear performance and interactions between fish and gear. In this review, we discuss survey methodology and evaluate assumptions regarding catchability and availability as they relate to demersal, midwater, and overall assessment.

    Description: The National Marine Fisheries Service’s Alaska Fisheries Science Center (AFSC) has a long and successful history of conducting research in cooperation with the fishing industry. Many of the AFSC’s annual resource assessment surveys are carried out aboard chartered commercial vessels and the skill and experience of captains and crew are integral to the success of this work. Fishing companies have been contracted to provide vessels and expertise for many different types of research, including testing and evaluation of survey and commercial fishing gear and development of improved methods for estimating commercial catch quantity and composition. AFSC scientists have also participated in a number of industry-initiated research projects including development of selective fishing gears for bycatch reduction and evaluating and improving observer catch composition sampling. In this paper, we describe the legal and regulatory provisions for these types of cooperative work and present examples to illustrate the process and identify the requirements for successful cooperative research.
