    Notes: Abstract A space-based satellite system suited for long-term monitoring of the Earth’s ionosphere/plasmasphere systems is proposed. The monitoring system consists of a network of radio beacon satellites capable of measuring the ionospheric and plasmaspheric electron content on a continuous base with high time resolution. It takes advantage of the geometrical relationship between the orbit of geostationary satellites and the position of the plasmapause region characterized by a steep electron density gradient. A combination of geostationary and nongeostationary satellites may explore the three-dimensional structure of the plasmasphere. Taking into account plasmaspheric characteristics some criteria for an effective arrangement of the satellites are derived and discussed. Since the plasmapause position is very sensitive to changes or distortions in the solar wind and the related geomagnetic activity, a continuous monitoring of the position of the plasmapause would be helpful in understanding solar-terrestrial relationships.

    Notes: Abstract The nighttime winter anomaly (NWA) effect was observed during solar minimum conditions at the American sector by means of ionospheric electron content and vertical sounding measurements in Havana (Cuba). An effective interhemispheric transport of plasma is suggested to explain enhanced northern nighttime ionization during winter solstice. To elucidate this effect, an adequate physicalnumerical model of the coupled system ionosphere-plasmasphere is presented and applied to a corotating tube of plasma at L=1.5 in the American sector. The NWA can be explained by theoretically derived higher tube content during the December solstice and accordingly by more intense nighttime fluxes from the plasmasphere, compared to the June solstice.

    Description: This paper presents a review of the ionospheric scintillation monitoring and modelling by the European groups involved in COST 296. Several of these groups have organized scintillation measurement campaigns at low and high latitudes. Some characteristic results obtained from the measured data are presented. The paper also addresses the modeling activities: four models, based on phase screen techniques, with different options and application domains are detailed. Finally some new trends for research topics are given. This includes the wavelet analysis, the high latitudes analysis, the construction of scintillation maps and the mitigation techniques.

    Description: The main objective of the COST 296 Action «Mitigation of Ionospheric Effects on Radio Systems» is the establishment/ improvement of ionospheric services by coordinating the development of specific algorithms, models, and tools capable of operating in a near-real-time mode. Key elements of these activities are contributions related to monitoring, modelling, and imaging of customer-relevant ionospheric quantities. COST stimulates, coordinates, and supports Europe’s goals of development and global cooperation by providing high quality information and knowledge of ionospheric and plasmaspheric conditions enabling high quality and reliable operation of radio systems. It also provides a platform for sharing such tools as algorithms or models, and for the joint development of advanced technologies. It takes advantage of many national and European service initiatives, for example DIAS (http://dias.space.noa.gr), SWACI (http://w3swaci.dlr.de), ESWUA (http://www.eswua.ingv.it/ingv), RWC-Warsaw (http://www.cbk.waw.pl/rwc), the COST Prompt Ionospheric Database http://www.wdc.rl.ac.uk/cgibin/ digisondes/cost_database.pl, http://www.izmiran.ru/services, and others. Existing national capabilities are taken into account to develop synergies and avoid duplication. The enhancement of environment monitoring networks and associated instrumentation yields mutual advantages for European and regional services specialized for local user needs. It structurally increases the integration of limited-area services, and generates a platform employing the same approach to each task differing mostly in input and output data. In doing so it also provides a complementary description of the environmental state within issued information, as well as providing a platform for interaction among local end users, who define what kind of information they need, for system providers, who finalize the tools necessary to obtain required information, and for local service providers, who do the actual processing of data, tailoring it to specific users’ needs. Such an initiative creates a unique opportunity for small national services to consolidate their product design so that is no longer limited to their own activity, but can serve the wider European services. The development and improvement of techniques for mitigating ionospheric effects on radio systems by the COST 296 Action prepared those services that implemented the new design techniques for the newly announced EU and ESA policy-Space Situation Awareness (SSA). COST 296 developments applied to nowcasting and forecasting services are an essential input to the Operational SSA Ionosphere.

    Description: Cross-spectral analysis of ULF wave measurements recorded at ground magnetometer stations closely spaced in latitude allows accurate determinations of magnetospheric field line resonance (FLR) frequencies. This is a useful tool for remote sensing temporal and spatial variations of the magnetospheric plasma mass density. The spatial configuration of the South European GeoMagnetic Array (SEGMA, 1.56 〈 L 〈 1.89) offers the possibility to perform such studies at low latitudes allowing to monitor the dynamical coupling between the ionosphere and the inner plasmasphere. As an example of this capability we present the results of a cross-correlation analysis between FLR frequencies and solar EUV irradiance (as monitored by the 10.7-cm solar radio flux F10.7) suggesting that changes in the inner plasmasphere density follow the short-term (27-day) variations of the solar irradiance with a time delay of 1–2 days. As an additional example we present the results of a comparative analysis of FLR measurements, ionospheric vertical soundings and vertical TEC measurements during the development of a geomagnetic storm.

    Description: This review paper presents the main achievements of the near Earth space plasma monitoring under COST 296 Action. The outputs of the COST 296 community making data, historical and real-time, standardized and available to the ionospheric community for their research, applications and modeling purposes are presented. The contribution of COST 296 with the added value of the validated data made possible a trusted ionospheric monitoring for research and modeling purposes, and it served for testing and improving the algorithms producing real-time data and providing data users measurement uncertainties. These value added data also served for calibration and validation of space-borne sensors. New techniques and parameters have been developed for monitoring the near Earth space plasma, as time dependent 2D maps of vertical total electron content (vTEC), other key ionospheric parameters and activity indices for distinguishing disturbed ionospheric conditions, as well as a technique for improving the discrepancies of different mapping services. The dissemination of the above products has been developed by COST 296 participants throughout the websites making them available on-line for real-time applications.

    Description: The Total Electron Content (TEC) of the ionosphere is a key parameter for describing the ionospheric state. This paper deals with the large scale behaviour of TEC under low and high solar activity conditions. Large scale structures of the plasma density are formed by fundamental ionospheric processes mainly driven by solar radiation input, neutral winds and electric fields. The monitoring of large scale structures contributes to a comprehensive understanding of these coupling mechanisms which are rather complex particularly under perturbed geomagnetic conditions. The paper addresses techniques to monitor TEC with sufficient accuracy of a few TEC units (1016m-2) to measure large scale structures over Europe and over the polar areas. The availability of GPS data from global GPS receiver networks as e.g., those from the International GPS Service (IGS) is dense enough to generate TEC maps on a continuous base. A model assisted technique is briefly described for mapping TEC over the European and polar areas. A statistical estimation of horizontal TEC gradients reveals large scale gradients of up to about 6 TECU/1000 km under high solar activity conditions at an occurrence probability level of about 1%. Occasionally, during severe ionospheric storms this value may increase by a factor of 10 or even more. A close correlation of large scale gradients and the geomagnetic activity has been found giving the chance to forecast TEC gradient amplitudes by using predicted geomagnetic indices. Since TEC is proportional to first-order range errors in Global Satellite Navigation Systems (GNSS) such as the US GPS and the Russian GLONASS the study of the behaviour of this parameter has a practical meaning in GNSS based navigation and positioning. The paper addresses the close relationship between TEC and ranging errors in GNSS. Having in view Galileo, the planned Europes own global satellite navigation system, some aspects related to the mitigation of ionospheric propagation errors within the European Geostationary Navigation Overlay System (EGNOS) are discussed. Since EGNOS will augment the two above mentioned satellite navigation systems and make them suitable for safety critical applications such as flying aircraft or navigating ships through narrow channels the ionospheric propagation errors have to be mitigated as much as possible.

    Description: The paper reviews the current state of GNSS-based detection, monitoring and forecasting of ionospheric perturbations in Europe in relation to the COST action ES0803 ‘‘Developing Space Weather Products and Services in Europe’’. Space weather research and related ionospheric studies require broad international collaboration in sharing databases, developing analysis software and models and providing services. Reviewed is the European GNSS data basis including ionospheric services providing derived data products such as the Total Electron Content (TEC) and radio scintillation indices. Fundamental ionospheric perturbation phenomena covering quite different scales in time and space are discussed in the light of recent achievements in GNSS-based ionospheric monitoring. Thus, large-scale perturbation processes characterized by moving ionization fronts, wave-like travelling ionospheric disturbances and finally small-scale irregularities causing radio scintillations are considered. Whereas ground and space-based GNSS monitoring techniques are well developed, forecasting of ionospheric perturbations needs much more work to become attractive for users who might be interested in condensed information on the perturbation degree of the ionosphere by robust indices. Finally, we have briefly presented a few samples illustrating the space weather impact on GNSS applications thus encouraging the scientific community to enhance space weather research in upcoming years.
