Description: Earthquakes have been the cause of the deadliest natural disasters over the past century, with the first decade of the 21st century as one of the most devastating periods. Due to the high number of factors that contribute to earthquake occurrence, their prediction is extremely difficult. At the moment, large efforts are being lavished by the international community in scientific and economic terms, in studies for the probabilistic short-term and long-term earthquake forecasting and for simulation aspects of the generation process in order to reduce the risk and to mitigate the damage and its impact. The project aims at the implementation of innovative prevention approaches to consistently link prevention measures to preparedness and response needs. To support the decisionmaking, several projects have already been developed, like seismic scenario simulators, vulnerability assessment of buildings, non-structural components, critical assets, lifeline (critical) infrastructures, and others. Despite these many efforts, neither functional interdependencies (propagation effects) nor intervention strategies or priorities have been incorporated as final tools in the support of decisions for riskreduction policies. In this project, tools that are specifically devoted to the identification of priorities have been delivered. First, a new concept of global disruption measures is introduced, with the objective to provide a systematic way to measure earthquake impact in urban areas. Then, a framework is provided where urbanized areas are seen as a complex network where nodal points have roles as sources and sinks, interacting together in an interdependent fashion. Here, each player (urban functions and physical assets) has its unique dependencies and interaction behavior. These properties are then used to identify which nodes are likely to introduce major disruption in the whole urban system, and also which one of them suggests greater risk reduction if intervention takes place.

Description: Good performance of non-structural elements can be decisive in saving lives and costs when an earthquake strikes. The European project KnowRISK aims to educate and encourage households to take the necessary precautionary measures to protect people, houses, and contents. Preparedness and prevention act on community resilience. Within the KnowRISK project, the idea of a Practical Guide has been conceived suggesting seismic mitigation solutions for non-structural components to non-experts stakeholders. It is intended to guide people into the first steps of prevention in a straightforward manner, minimizing or avoiding injuries, damage, and long-term financial consequences. The novelty of the Guide belongs to his philosophy: a path through increasing challenges corresponds to a growing level of safety. The idea is that anyone can mitigate seismic risk in its own environment by adopting simple and low cost measures. The Practical Guide may contribute to increase risk awareness. This kind of initiatives if undertaken at larger scales may also enhance social resilience.

Description: In this paper lessons are extracted from the comparison between the very different consequences that a set of earthquakes had on the neighbouring towns of Amatrice and Norcia during the 2016 central Italy earthquake sequence. The paper initially describes the prevention programs implemented in Amatrice and Norcia starting from the reconstruction after the 1860 Norcia earthquake. The earthquake intensities in Amatrice and Norcia during the 2016 Central Italy events were considering accelerometric recordings of the Italian Strong Motion Network. In the same municipalities, the damage has been assessed through site visits and analysis of the results of the post-earthquake safety assessment performed after the events. It was found that the differences in damage were essentially due to the strengthening of most houses in Norcia done during the previous decades. This is also likely to lead to a much faster recover of the economy and livelihood in Norcia, as Amatrice needs to be entirely rebuilt.

Description: Nonstructural buildings damages are often considered second order priority issues when modelling an earthquake scenario. While this is reasonable in major earthquakes, where structural damages mask nonstructural failures, it is not such when dealing with moderate earthquakes where, often, the nonstructural damages exceeds losses from structural damages. Nonstructural damages may in fact cause a reduction in the performance of the affected building, which becomes critical in facilities of social relevance like hospitals, schools or fire stations. Moreover, the failure of nonstructural building components can become a safety hazard or can hamper the safe movement of occupants evacuating or of rescue workers entering building. Thus, it is critical to raise in the citizens the awareness of potential nonstructural risks, the costly consequences of nonstructural failures, and the opportunities that exist to limit future losses. The action E1 of the Know Risk project aims at compiling a guide on how to reduce risks from non-structural components failure to be both handed as a printed version and made available on the internet.

Description: KnowRISK (Know your city, Reduce seISmic risK through non-structural elements) is a project co-financed by the European Commission’s Humanitarian Aid and Civil Protection under the Prevention and Preparedness call 2015, that focused on communicating preventative solutions to mitigate damage caused on Non-Structural Elements (NSE, the non loading part of buildings) during earthquakes. Although responsible for a large part of the damage occurring during moderate magnitude earthquakes, which are very frequent, prevention on such elements is often underestimated. This leaflet is Practical Guide intended to support communities. Four steps are coded in the Guides to assist people into a process of increasing safety, efforts and eventually cost: Move, referring to actions that just require rearranging furniture; Protect, referring to valuable fragile or expensive object; Secure, referring to large and heavy items that pose serious danger when loose; Retrofit, referring to those actions that are more intrusive and need an expert intervention. The Guide provides indication to implement, where possible, DoItYourself actions.

Description: This special issue of “Annals of Geophysics” concerns the dissemination of knowledge on the prevention of damage mainly due to non-structural elements during earthquakes and its practical application at houses, schools and offices by common citizens, companies and institutions. The seismic capacity of buildings and other civil engineering structures and infrastructures are object of regulations for design and construction, and in some cases also the design, fabrication and mounting of electrical and mechanical equipments. Consequently, even in strong earthquakes many collapses of buildings and infrastructures are avoided. However, with few exceptions, design procedures do not aim at avoiding seismic vibrations from being transferred to the structures, but enable the structures to resist to the effects of those vibrations
