    Description: The ocean is key to understanding societal threats including climate change, sea level rise, ocean warming, tsunamis, and earthquakes. Because the ocean is difficult and costly to monitor, we lack fundamental data needed to adequately model, understand, and address these threats. One solution is to integrate sensors into future undersea telecommunications cables. This is the mission of the SMART subsea cables initiative (Science Monitoring And Reliable Telecommunications). SMART sensors would “piggyback” on the power and communications infrastructure of a million kilometers of undersea fiber optic cable and thousands of repeaters, creating the potential for seafloor-based global ocean observing at a modest incremental cost. Initial sensors would measure temperature, pressure, and seismic acceleration. The resulting data would address two critical scientific and societal issues: the long-term need for sustained climate-quality data from the under-sampled ocean (e.g., deep ocean temperature, sea level, and circulation), and the near-term need for improvements to global tsunami warning networks. A Joint Task Force (JTF) led by three UN agencies (ITU/WMO/UNESCO-IOC) is working to bring this initiative to fruition. This paper explores the ocean science and early warning improvements available from SMART cable data, and the societal, technological, and financial elements of realizing such a global network. Simulations show that deep ocean temperature and pressure measurements can improve estimates of ocean circulation and heat content, and cable-based pressure and seismic-acceleration sensors can improve tsunami warning times and earthquake parameters. The technology of integrating these sensors into fiber optic cables is discussed, addressing sea and land-based elements plus delivery of real-time open data products to end users. The science and business case for SMART cables is evaluated. SMART cables have been endorsed by major ocean science organizations, and JTF is working with cable suppliers and sponsors, multilateral development banks and end users to incorporate SMART capabilities into future cable projects. By investing now, we can build up a global ocean network of long-lived SMART cable sensors, creating a transformative addition to the Global Ocean Observing System.

    Notes: A tunable dye laser has been used to selectively photo-pump transitions in a laser ablated YBa2Cu3O7 plume. The resultant fluorescence and scattered light has been monitored both with a photo-multiplier tube and a gated intensified CCD array camera. The spatial and temporal characteristics of the fluorescence are used to demonstrate that phonons emitted within the plume are strongly reabsorbed, and thus radiation is effectively trapped. Measurement of the degree of trapping is limited due to an alternative radiative decay channel, but a maximum escape probability of about 10% can be inferred, even several centimeters from the target surface, and more than 10 μs after the initial ablation pulse. The implications for plasma spectroscopy and laser induced fluorescence studies of ablated plumes are discussed. © 1996 American Institute of Physics.

    Notes: Fabrication of devices based on thin film structures deposited using the pulsed laser deposition technique relies on reproducibility and control of deposition rates over substrate areas as large as possible. Here we present an application of the random phase plate technique to smooth and homogenize the intensity distribution of a KrF laser footprint on the surface of a target which is to be ablated. It is demonstrated that intensity distributions over millimeter-sized spots on the target can be made insensitive to the typical changes that occur in the near-field intensity distribution of the ultraviolet output from a KrF laser. © 1999 American Institute of Physics.

    Notes: Excessive synchronization of neural activity in the beta frequency band (∼20 Hz) within basal ganglia circuits might contribute to the paucity and slowness of movement in Parkinson's disease (PD). Treatment with dopaminergic drugs reduces the background level of beta frequency band synchronization in the subthalamic nucleus (STN), but has not been shown to increase the proportion of beta activity that is suppressed before voluntary movement in PD. We assessed changes in the event-related desynchronization (ERD) in the beta frequency band of local field potential signals from the region of the STN in 14 patients with PD as they performed self-paced movements of a joystick before and after levodopa administration. The dopamine precursor, levodopa, increased the duration and magnitude of the premovement beta ERD, but did not alter postmovement synchronization in the beta band. Both the latency and magnitude of the beta ERD inversely correlated with the degree of motor impairment. These findings suggest that the beta ERD recorded in the STN area reflects motor-preparative processes that are at least partly dependent on dopaminergic activity within the basal ganglia.

    Notes: The eel, Anguilla anguilla, as with other fish species, recovers well from spinal cord injury. We assessed the quality of locomotion of spinally transected eels from measurements made from video recordings of individuals swimming at different speeds in a water tunnel. Following transection of the spinal cord just caudal to the anus, the animals displayed higher tail beat frequencies and lower tail beat amplitudes than before surgery, owing to the loss of power in this region. Swimming performance then progressively recovered, appearing normal within 1 month of surgery. Eels with similar transections, but given regular, repeated intraperitoneal injections (50 mg/kg) of l-3,4-dihydroxyphenylalanine (l-DOPA) showed an equivalent pattern of decline and recovery that was 10–20 days shorter than that seen in non-treated fish. Axonal growth into the denervated cord, as determined from anterograde labelling experiments, was also more rapid in the drug-treated fish. l-DOPA treatment increased the activity of all fish for up to 18 h, and accelerated the spontaneous movements (‘spinal swimming’) made by the denervated, caudal portion of the animal that appeared following transection. We suggest that this enhancement of locomotion underlies the accelerated axonal growth and, hence, functional recovery.

    Notes: A 63-year-old man presented with erythema gyratum repens of 7 months'duration. A cavitating mass at the right lung apex was resected and proved to be tuberculous. Following the resection, the skin lesions cleared within a few days. Erythema gyratum repens has not previously been described in association with non-malignant visceral pathology. The pathogenesis remains obscure but cannot be related specifically to a response to tumour cells or their products in view of the association reported here. The condition bears no resemblance to any known tuberculide.

    Notes: Abstract Topoisomerase II activity has been previously associated with chemosensitivity to cytotoxic agents in cell lines made resistant to drugs in vitro. Examination of unselected cancer cell lines, however, shows a relatively poor correlation between topoisomerase II content and intrinsic chemoresistance. Studies of topoisomerase II expression in clinical materials from human tumor biopsies also demonstrate a poor relationship with the response of the cancers to induction chemotherapy. A major problem with assessing topoisomerase II activity in clinical materials is the marked heterogeneity of the enzyme among the cells and the associated high proportion of tumor cells which are not traversing the cell cycle. While the activation of oncogenes may disregulate topoisomerase II expression in some experimental systems, there is currently no evidence that enzyme activity is disconnected from cell cycling in clinical cancer specimens. Novel techniques of topoisomerase II measurement may permit more accurate correlation of enzyme activity with clinical chemosensitivity.
