    Description: A comparison of erythemally weighted surface UV irradiance observations with similar NASA TOMS surface UV determinations is described. Comparisons are made for two observation periods: the Robertson-Berger (R-B) meter period from 1974 to the late 1980s and the current period from 1996 to the present when more sophisticated UVB-1 instruments were used. The more primitive R-B meter observations that comprised the fi rst U.S. UV network are seen to drift downward with respect to those of the TOMS. While the UVB-1 observations did not appear to drift, a substantial bias is noted to exist between the TOMS and the UVB-1 stations collecting observations; the TOMS estimations tend to be higher. A portion of the bias may be attributed to errors in calibration, total ozone, and cosine response of the surface instrumentation. Unaccounted aerosol effects, although not considered to be large in the TOMS estimations, present another source of error. Comparisons are fi rst done for all sky conditions and then for clear sky conditions. The biases typically agree for all sky conditions within the uncertainties of the surface instruments' calibrations, liberally defi ned as ± 5%, implying that the TOMS cloud correction scheme performs reasonably well. Snow cover severely impacts the TOMS observations, giving considerably higher estimations. The biases for clear sky conditions ranged from 15% to 19% with no obvious drifts between the satellite and surface observations. The variation in the biases among stations is within the calibration uncertainties of the instruments, but the absolute bias is unexpectedly large. The standard deviations of the clear sky comparisons among all stations are steady at 4.8% ± 0.7%. A plot of the TOMS/UVB-1 ratio versus TOMS cloud refl ectivity observations is noisy, but qualitatively suggestive of a possible slight increase (~ 5% or greater) over the range of clear to overcast skies. The results from these comparisons is believed to be relevant to a WMO goal of uniformly assuring the quality of UV observations made by networks in many countries. The results for clear sky comparisons suggest that a satellite observing system such as TOMS, which provides global coverage daily, might partially serve as a fi rst-order check to quality assure UV observations being made by networks worldwide. Future research should concentrate on determining the causes of the large differences seen between the UVB-1 and TOMS and the range of uncertainties, using a larger array of stations.

    Notes: Major improvements have been made on the sensitive high pressure electron paramagnetic resonance (EPR) system developed previously in 1978 at this laboratory. These changes allow low temperature measurements and provide a more stable signal. The high pressure EPR cell is placed inside a vacuum chamber to provide thermal isolation, so that the system may be cooled by a closed cycle refrigerator to temperatures between 45 and 60 K, depending on the energy input to the modulation coil. The combination of high pressure and low temperature greatly expands the thermodynamic range over which EPR measurements can be made. An improved and effective method of forming a conductive surface to define the microwave cavity is presented. This method successfully avoids the deterioration of the sapphire's polished surface which causes premature breaking of the sapphire high pressure anvil, and therefore significantly improves the reliability of the system at high pressure. Other modifications to the system, such as the microwave coupling method, the modulation coil, and selecting of a hydrostatic pressure fluid, are discussed. EPR measurements on BaTiO3 have been made at temperatures ranging from 233 to 353 K and pressures from 0 to 4.4 GPa. High quality signals can be realized in the entire pressure and temperature range. © 1997 American Institute of Physics.

    Notes: Abstract— A simple method is described for the preparation of succinic semialdehyde by the oxidation of 4-hydroxybutyric acid with dimethyl sulphoxide in the presence of phosphorus pentoxide. The colorimetric estimation of succinic semialdehyde by condensation with 3-methyl-2-benzothiazolinone-2-hydrazone is used as an assay for GABA aminotransferase activity in mouse brain. The values obtained for the specific activity of this enzyme in mouse brain using the colorimetric method agree with those obtained by the more conventional isotopic method.

    Notes: This paper examines the issue of targeting primary health-care benefits in favour of low-income recipients and other high users of health care. Specifically we examine the New Zealand case where, despite the introduction of such benefits in 1992, financial barriers appear to remain a significant determinant of utilization. We address this issue through a case study conducted in the city of Christchurch. Through a survey-based research design, we seek to determine the extent to which price barriers remain important by comparing patient utilization of a free community health clinic (n = 202) with a low-income control sample of patients who continue to use conventional (for New Zealand) fee-for-service providers (n = 148). We found that a large proportion of respondents delayed seeking care because of cost. Further, for respondents using the fee-for-service providers, levels of use were not related to need, whereas at the free clinic there was an inverse relationship between income and consultation rates. We conclude that if a universality of benefits is not possible, then there is a need for better targeting of primary care benefits. We believe there is a danger in such initiatives being evaluated primarily in terms of their validity as funding mechanisms, rather than in terms of their success in meeting the health-care needs of the disdavantaged.

    Notes: Copper(II)(3,5-diisopropylsalicylate)2 (Cu-DIPS), administered subcutaneously to mice at 80 mg/kg body weight, bad marked radioprotective activity. Given 3 h before exposure to 8.0 Gy (800 rad) irradiation. Cu-DIPS increased the 42-day survival from 40% to 86%. Seven days after exposure to 8.0 Gy, there were severe reductions in spleen weight (73%) and cellularity (98%) in both Cu-DIPS-and vehicle-treated mice. Viable spleen cells collected 7 days after irradiation were totally unresponsive to mitogenic or antigenic stimulation regardless of Cu-DIPS or vehicle treatment, suggesting that Cu-DlPS did not prevent radiation-induced damage to mature lymphocytes. At 14 days, when Cu-DIPS-treated mice started to show improved survival over vehicle-treated mice, spleen weights and cellularity were 2.5- and 3.5-fold higher, respectively, in Cu-DIPS-treated mice. Treatment with Cu-DIPS not only enhanced splenic repopulation. but also accelerated the reappearance of both B and T cell reactivities. Spleen cell responsiveness to the B cell mitogen, lipopolysaccharide (LPS), and the T cell mttogen, concanavalin A (Con A), regenerated significantly faster in Cu-DIPS-treated mice. Cu-DIPS also significantly accelerated the regeneration of T-dependent antibody induction. Based on these assays of immunocompetence, Cu-DIPS-treated mice had, on average, a seven-fold greater capacity to respond to immune stimulation than vehicle-treated mice 24 days after irradiation.

    Notes: The mechanism of germination enhancement by cold stratification was examined in seeds of loblolly pine (Pinus taeda L.), Removal of the seed coat permitted elongation of radicles from unstratified embryos, but both rates of germination and radicle elongation were increased by stratification. Radicles of both stratified and unstratified embryos excised from the megagamethophyte elongated only when in contact with solid incubation media supplemented with sucrose. Stratification of embryos either in the presence or absence of the megagametophyte resulted in similar enhancement of radicle elongation. Elongation rates of radicles were increased after stratification independent of sucrose concentration, and changes in sucrose content in the megagamethophyte during stratification or incubations subsequent to stratification were insufficient to regulate radicle growth. Our results support the hypothesis that the embryos of pine seeds perceive the low temperature stimulus directly and this stimulus results in a growth potential increase in the embryonic axes. We propose that this growth potential increase enables the embryos to overcome the mechanical restraint of the seeds coats and to germinate.
