    Abstract: The article discusses the problem of counteracting teenagers’ radicalization. It’s assumed that radical attitudes in teenagers’ environment negatively effect the formation and development of society. It’s underlined the growing desire to involve teenagers and youth in carrying out extremist and terrorist acts. Also there are considered modern theoretical concepts of radicalization, their specific essence. It‘s noted that all concepts take into account the role of disturbed or hampered social relationship as a latent factor of radicalization. On this basis we made the assumption about the influence of one’s representations about oneself on radicalization. A hypothesis is advanced about the influence of the certainty of identity on the manifestation of radical fanatical and nationalist convictions. Then the purpose, methods and procedure of empirical investigation of the certainty of self-identity and social identity are described, the sample of the study included 140 teenagers of 12 to 14 ages, 49% - male. It’s estimated the influence of the variables a) the certainty of self-identity; b) the certainty of social identity on the variables c) the fanatical attitude and d) the nationalistic attitude. One-way ANOVA is used as the main method. The results show that the uncertainty of self-identity reduces teenagers’ fanatical beliefs, and the certainty of social identity raises them. The parameters of the identity have no effect on the nationalist beliefs..

    Abstract: The article shows the need for strategic planning as an effective tool for solving social problems in the constituent entities of the North Caucasus Federal District. The regional strategies reveal the commonality of social goal-setting associated with the development of human potential and the growth of the quality of life, as well as particular specifics, reflecting the most acute life-supporting problems in the region. The work also demonstrates the low efficiency of state programs as a tool for implementing social priorities in the regions of the North Caucasus Federal District. Considering the status of the North Caucasus Federal District as a priority territory, it was proposed to make subprograms and design solutions in the context of federal projects dedicated exclusively to solving social problems in the subjects of the North Caucasus Federal District in the section “New quality of life” in the state federal programs and in socially oriented priority national projects. To implement project activities in strategic planning and state programming in social practice in the regions of the North Caucasus Federal District, an organizational and supporting mechanism for the development and implementation of socially significant regional projects has been substantiated.

    Abstract: Based on the study of theoretical and methodological provisions on the region renewal, quality development and use of the resources, as well as the peculiarities of the regional production process, a methodological approach to the analysis of the potential of fixed assets of municipalities is proposed. The author's approach is based on the analysis of spatial unevenness of distribution, inter-territorial comparison, identification and analysis of the causes of changes caused by natural-geographical, socio-economic, administrative-territorial and other prevailing conditions. The proposed assessment technique has been tested on the example of municipalities of the Republic of Bashkortostan.

    Abstract: The text of this article emphasizes that the history of transplantation as an independent medical industry originated in the Union of Soviet Socialist Republics, the first successful operation to transplant human organs and tissues was performed there by the surgeon Yuri Voronoy. Today Russia is one of the world-leading powers where human organ and tissue transplant operations are performed. Among all the subjects of Russia where transplant operations are carried out, Sverdlovsk region occupies a special place: doctors in this region conduct successful operations on organ and tissue transplantation and make discoveries that are significant for Russian transplantology. The study of Russian laws and regulations regulating relations in the field of transplantology conducted by authors, as well as an analysis of the scientific literature showed that relations in the field of transplantology are not fully regulated by Russian legislation, including criminal law. On the territory of Sverdlovsk region in particular, as well as on the territory of Sverdlovsk region as a whole, it is possible, for example, to carry out transactions for the sale and purchase of human organs and tissues with impunity, if such transactions are not related to causing harm to the life and health of the victim. These deals are illegal, but not punishable. As the analysis of the practice carried out in the framework of this study has shown, the inhabitants of Sverdlovsk region suffered from the imperfection of the norms of Russian legislation regulating relations in the field of transplantology. While the residents of Sverdlovsk region are suffering from illegal transplantation, one cannot speak of the sustainable development of this region. The authors of the study, in order to combat illegal transplantation in Sverdlovsk region, propose that the regional authorities strengthen measures to improve the general legal literacy of the population, introduce a register of citizens' opinions on the posthumous transplantation of their organs and tissues, and introduce mandatory registration of transactions made in Sverdlovsk region, a subject of which are human organs and tissues.

    Abstract: The article proposes the IVAOS index for assessing the attractiveness of the territory. it is an important factor in regional development and attractiveness of the territoryюThe development of the index is due to the fact that a modern city is a specific (in the economic and socio-cultural sense) formation: it, as a rule, combines objects from different eras, broadcasting different stylistic, ideological, aesthetic and functional modes. The polymorphism and spontaneity of space do not always make it possible to determine the correct directions of development that meet the specific needs of residents and contribute to an increase in the well-being of the territory. The development of cities and the image of the city of the future do not coincide in the minds of the modern inhabitants of the megalopolis. The modern city deprives its inhabitants.

    Abstract: This article is concerned with the features of the Russian national innovative system as the set of related various institutional structures in the context of the impact on the national sustainable development. The ability to quickly and efficiently master innovations, the speed of institutional changes and the openness of the economic system are analyzed as risks to the NIS development. It is shown that the low innovation susceptibility of society can become a serious obstacle on the way to the effective NIS.     Abstract: The strategy of the regional development must include the possible solutions of the poverty problem. On the basis of the statistical and content analysis the authors research the main trends and indicators of poverty in the regions of Russia and the labor market. The authors present the results of the research of activities of regional programs to reduce the proportion of the population with incomes below the subsistence level.Based on the study, the following conclusions can be drawn: working poor is a consequence of the existing economic system of the Russian Federation;the problem of reducing working poverty is long-term;the problem of reducing the poverty level of workers requires an integrated approach that combines economic and social policies.Addressing the problem of the working poor requires the active involvement of public authorities.

    Abstract: The article is devoted to the interpretation of parody, satire, and caricature within the framework of premodern, modern, and postmodern societies. Considering mainly Western European and Russian cases, the researchers conclude that system of regulations and conventions linked the addressee and the addresser. The article compares some of the strategies and reputational capabilities of the satirical weeklies "Charivari", "Punch", "Spark", "Alarm clock" and "Dragonfly", an attempt is made to rank these publications according to the degree of public consent and disturbance of the public peace. Finally, conclusions are drawn about taboos and topics prohibited by the legal or moral law, the appeal to which has a clearly conflicting potential.
