    Abstract: The rapid spread of digitalization affects the development of countries and humanity, the fate of a particular person. The modern digital divide, which is researched in the article, strengthens the social stratification of the world economy and makes it difficult to achieve the Sustainable Development Goals 2030. Inequality (social and technological) limits access to technologies, the possibilities of their use, and obtaining utility for the average person, it inhibits socio-economic development and deepens the digital divide for humanity. On the other hand, the latest digital technologies create fundamentally new opportunities for progressive development. Addressing the root causes of the digital divide expands the benefits of digital technologies, which requires the implementation of digital measures in the relevant policies of sustainable recovery, coordinated joint actions of all actors in the digital ecosystem, involvement in international partnerships, application of international aid, etc. Accordingly, in modern conditions of the generation, distribution and influence of the digital technologies a difficult dilemma arises – on the one hand, to minimize the threats of digital inequality, and on the other hand, to prevent the limitation and inhibition of innovative development in order to maximize the use of the advantages of digital technologies. The article provides a comprehensive assessment of the digital development asymmetry in the regions of the world using integral indicators since the level of inequality differs significantly when compared according to various single indicators of digital development. The main aims of the study are the systematization of digital development indicators, their analysis in terms of patterns of change, irregularity and differentiation, the calculation of integral indices of digital development of regions and their ranking, and the calculation of general assessments of irregularity and divide. According to the integrated level of digital development, the European region remains the leader among other regions of the world with the highest level of digital development (82%), the Asia-Pacific region is ahead of the American region with 74.56% and 67.67%, respectively. The average world index of digital development is 64.21%. The digital divide remains very high (370.3 times) since the countries in the African region are still behind in access and use of digital technologies.

    Abstract: Sorting, as one of the basic algorithms, has a wide range of applications in software development. As the amount of processed data grows, the need for fast and efficient data sorting increases significantly. There are many sorting algorithms and their extensions. However, choosing the best and most versatile among them is impossible. All these algorithms have their specifics, which determine the scope of their effective use. Therefore, the problem of deciding the optimal algorithm for certain specific conditions is relevant. This choice is often a non-trivial task, and an unsuccessful choice of algorithm can cause difficulties with data processing performance. To determine which algorithm will be the best in a particular situation, you need to analyse all the factors that affect the operation of algorithms: the size and structure of the data set, the range of element values, the form of access (random or sequential), the orderliness, the amount of additional memory required to execute the algorithm, etc. In addition, different algorithms have different performance in different programming languages. The study analyses the advantages and disadvantages of nine popular sorting algorithms (Bubble, Insertion, Selection, Shell, Merge, Quick, Counting, Radix, and Heap) due to their specifics and limitations on their possible use. The performance of these algorithms implemented in four popular programming languages (C++, C#, Java and JavaScript) is tested. We experimentally discovered that the performance of sorting algorithms differs depending on the programming language. The applied aspect of the study is that its conclusions and results will allow developers to choose the best algorithm for a particular programming language, depending on the size, range, structure, etc. of the data set to be sorted. Considering this is significant when we have to sort large amounts of data in search engines, scientific and engineering applications. After all, the sorting algorithm's efficiency significantly affects the system's overall performance.

    Abstract: In the European Union, in the first half of 2018, the General Data Protection Regulation came into force, which established the new rules for processing users’ personal data for IT companies. The operating systems (OS) are the dominant software that is responsible for collecting and processing data in computer systems. The most common OS is the Windows OS family. The authors identified Windows 10 operating systems, that collect and accumulate user's personal data; developed and tested practically an algorithm, the application of which localizes and blocks the transfer of user's personal data to official servers of the Microsoft company.

    Abstract: The purpose of this paper is to determine the impact of the foreign trade component on the formation of national economic security. Transformations occurring in the world’s economic development, the deterioration of the global financial environment, and increasing geopolitical tensions have intensified the main risks to the development of the global economy in today’s conditions. Therefore, national governments are actively using a wide range of tools to ensure economic growth and the appropriate level of competitiveness of their respective economies while ensuring national security, which is relevant for the study of the external component of national economic security. To achieve the aim, general scientific and specific research methods are used, such as methods of analysis, abstraction and synthesis (in the study of protectionism as a policy and practice, instruments of neo-protectionism); methods of classification and systematic generalization (to systematize the forms of protectionism and neo-protectionism); economic and statistical methods (to assess the impact of foreign trade on the development of national economic security). It is demonstrated that the intensification of the risks to the development of the global economy has led to the transformation of trade policies, changes in the use of foreign trade regulation instruments, which affects the economic security of various countries as a major component of their national security. The modern trade and economic policy toolbox used by various countries to ensure national security is analyzed. A comparative analysis of the development of foreign trade of the EU and Ukraine has been carried out, and the features of the influence of the foreign trade component on the formation of economic security have been determined. It is demonstrated that, in the conditions of a global economic crisis, hidden forms of protectionism implemented at various levels of economic policy (global, regional, national), have spread. A classification of specific features and forms of neo-protectionism, that distinguish it from protectionism, is proposed. It is substantiated that global processes encourage national governments to implement deregulatory measures and improve the quality of institutions, while regulated economies contribute to the spread of corruption and grey areas in national economies.

    Abstract: За умов суворого карантину через пандемію COVID-19, завдяки можливостям сучасних інформаційно-телекомунікаційних систем, значна частина медичних послуг трансформувала у цифрове середовище в режим онлайн. Позитивний ефект цього полягає насамперед у знищенні цифрового розриву та реалізації прав громадян на рівноправне отримання медичної допомоги в електронному форматі. Проте цей процес зумовив потенційні небезпеки витоків конфіденційної інформації з подачі кіберзлочинців. Наразі питання кібербезпеки медичних комп’ютерних систем є вельми актуальними та потребують комплексного і виваженого підходу до вирішення. Важливою складовою при цьому є нормативно-правовий захист конфіденційної інформації, що циркулює в медичних комп’ютерних системах. Аналіз цифрових технологій та комп’ютерних систем з надання медичних онлайн послуг показав, що гостро постають питання анонімізації медичних даних пацієнтів, захисту медичних пристроїв, долучених до мережі Інтернет, від витоку конфіденційної медичної інформації. Тому при розробленні відповідного програмного забезпечення мають бути дотримані суворі правила щодо забезпечення конфіденційності даних, які обробляються в медичних інформаційних системах. Питання захищеності інфраструктури збору, зберігання і передачі медичних даних насамперед полягає в обмеженні доступу та створенні надійної електронної бази медичної інформації. З’ясовано певні проблеми безпеки хмарних середовищ, які використовують як платформи для зберігання даних при наданні послуг у галузі охорони здоров’я, щодо їх вразливості до можливих кібератак. Для підвищення довіри і забезпечення надійного захисту конфіденційної медичної інформації, яка обробляється у таких сервісах, варто враховувати всі програмні, апаратні та організаційні аспекти. Аналіз питань кібербезпеки медичних комп’ютерних систем дозволив виявити низку проблем захисту даних, важливість багатофакторної автентифікації користувачів, контролю доступу, застосування ефективних криптографічних схем шифрування для ефективного захисту інформаційних ресурсів екосистем охорони здоров’я в інтернеті та визначити напрями подальших досліджень з надання якісних захищених медичних онлайн послуг.

    Abstract: The article is devoted to the analysis of leading practices of introduction of mechanisms of ecological progress of national economy. It is established that ecological progress is carried out by reducing the level of greenhouse gas emissions, the introduction of programs to preserve the environment and the viability of ecosystems, increase the consumption of renewable energy. As the main sources of greenhouse gas emissions in Ukraine are industry, energy and transport, it is important to implement mechanisms for ecological progress of the national economy, taking into account the successful world experience, which will allow to adapt effective mechanisms in Ukraine. The purpose of the article is to determine the effective mechanisms of ecological progress of the national economy and the formation of recommendations for its provision, taking into account the experience of leading countries. To achieve this goal, the following tasks were set: to identify indicators of environmental progress, to analyze indicators of indicators of environmental progress in Ukraine and leading countries, to explore effective measures to ensure environmental progress of leading national economies. The main methods used in the study - systematization, comparison, analysis, synthesis, generalization. To compare the ecological progress of national economies around the world, we chose the main indicators that provide an opportunity to assess the ecological progress of the national economy, namely: the index of environmental efficiency, total greenhouse gas emissions per $ 1,000. GDP, Environmental Index, Ecosystem Viability Index, Share of Renewable Energy Consumption, Existing Environmental Agreements. According to the results of the study of state policy of the leading countries of the world, the main measures of the state authorities of Ukraine and the leading countries of the world in the direction of ecological progress have been determined. According to the results of the study of measures on ecological breakthrough in the leading countries, a number of recommendations have been formed for Ukraine on the formation (formation) of components of ecological progress in the economy, taking into account the functions and responsibilities of public authorities. These recommendations should be used in the process of forming state policy to ensure sustainable development, stimulate and support the introduction of innovative environmental technologies in the economy.

    Abstract: The article is devoted to the study of the youth segment of the labor market on the basis of the eighth goal of sustainable development in Industry 4.0, analysis of the basic principles of functioning and regulation of the youth segment of the labor market - part of the labor market, which is a complex of socio-economic relations. in employment at the age of 14 to 35 years. The state and dynamics of the main indicators of the youth segment of the labor market are analyzed. It is determined that the number of young people aged 25-29 and 30-34 has decreased, which is a negative trend and may indicate migration processes and problems with youth employment in Ukraine. The decrease in the number of young people was proportional to the decrease in the total population of the country. In general, the number of 20-24-year-olds has recently decreased and in the category of 25-29 years, while the number of 30-34-year-olds has increased very slowly until 2018. The dynamics of the average number of full-time employees, the coefficients of labor turnover on hiring and firing are studied. It is determined that the admission rate increased from 2014 to 2017, from 2017 to 2019 there was a decrease in admission. Also, if we consider together the dynamics of the turnover ratio on dismissal and the turnover ratio on admission, we can conclude that there is a high turnover. At the same time, the average number of full-time employees was constantly declining, and in the period from 2015 to 2019 the decline was slow. The basic principles of labor market regulation at three levels of government - national, regional and local - were analyzed. The experience of leading countries in youth employment and factors that stimulate employment were studied. Based on the study, the main recommendations were identified.

    Abstract: The object of research was to identify the field of renewable energy for ensuring the process of gradual transition from traditional energy to carbon-free technologies. The article compares the opportunities for energy development, taking into account current trends in sustainable development. The conducted analysis of energy resources in the section of renewable energy is based on the processing of available sources of analytical and statistical information. The study investigates the structure and features of the functioning of the energy sector of Ukraine and Turkey. There have been revealed several common problems of functioning of energy spheres in Ukraine and Turkey. The article investigates the possibilities of using technological solutions and principles of Industry 4.0 in ensuring energy security through the development of the electric car market. The analysis consists of calculations of the efficient functioning of solar and wind energy for Ukraine and Turkey. The article provides recommendations for the development of possible mutually beneficial cooperation between Ukraine and Turkey in the field of renewable energy.

    Abstract: В межах оновлення державних концепцій для досягнення Глобальних цілей сталого розвитку та формування засад для розповсюдження проривних технологій в умовах становлення Четвертої промислової революції, в різних країнах впроваджуються оновлені стратегії та програми для досягнення цих завдань як комплексно, так і окремо. У статті досліджено низку глобальних ініціатив для забезпечення енергетичного переходу в напрямі сталого розвитку, що передбачає інноваційний розвиток енергетики для досягнення кліматичної нейтральності. Визначені основні програми та заходи для забезпечення функціонування механізмів розвитку енергетичних інновацій, що дозволить зміцнити промислово-технологічний розвиток держави. Структуровано світові ініціативи для забезпечення інноваційного розвитку економіки та енергетики. Досліджено програми та заходи як для забезпечення розвитку Індустрії 4.0, так і для інноваційного розвитку енергетики. Визначені основні підходи для забезпечення інноваційного розвитку енергетики на засадах принципу комплексності. Запропоновано реалізувати такі ключові етапи в межах державного регулювання для ефективного забезпечення розвитку енергетичних інновацій як 1) моніторинг сучасних програм та ініціатив країн з різною структурою промислового розвитку 2) визначення спільних ознак та ідентифікація унікальних характеристик та заходів; 3) співставлення світових програм з українськими та визначення можливості їх реалізації; 4) узагальнення кращих світових практик та особливостей їх впровадження; 5) імплементація світових практик в Україні з врахуванням існуючого потенціалу та поставлених цілей сталого розвитку. Ідентифіковано основні проблеми України на шляху до інноваційного розвитку енергетичного сектору та надано основні рекомендації щодо їх вирішення.
