    Abstract: The rapid spread of digitalization affects the development of countries and humanity, the fate of a particular person. The modern digital divide, which is researched in the article, strengthens the social stratification of the world economy and makes it difficult to achieve the Sustainable Development Goals 2030. Inequality (social and technological) limits access to technologies, the possibilities of their use, and obtaining utility for the average person, it inhibits socio-economic development and deepens the digital divide for humanity. On the other hand, the latest digital technologies create fundamentally new opportunities for progressive development. Addressing the root causes of the digital divide expands the benefits of digital technologies, which requires the implementation of digital measures in the relevant policies of sustainable recovery, coordinated joint actions of all actors in the digital ecosystem, involvement in international partnerships, application of international aid, etc. Accordingly, in modern conditions of the generation, distribution and influence of the digital technologies a difficult dilemma arises – on the one hand, to minimize the threats of digital inequality, and on the other hand, to prevent the limitation and inhibition of innovative development in order to maximize the use of the advantages of digital technologies. The article provides a comprehensive assessment of the digital development asymmetry in the regions of the world using integral indicators since the level of inequality differs significantly when compared according to various single indicators of digital development. The main aims of the study are the systematization of digital development indicators, their analysis in terms of patterns of change, irregularity and differentiation, the calculation of integral indices of digital development of regions and their ranking, and the calculation of general assessments of irregularity and divide. According to the integrated level of digital development, the European region remains the leader among other regions of the world with the highest level of digital development (82%), the Asia-Pacific region is ahead of the American region with 74.56% and 67.67%, respectively. The average world index of digital development is 64.21%. The digital divide remains very high (370.3 times) since the countries in the African region are still behind in access and use of digital technologies.

    Abstract: У статті розглянуто сутність компетентнісного підходу, й ого значущість у системі професій но-орієнтованої̈підготовки студентів, специфіка застосування цього підходу до навчання дисципліни «Іноземна мова», проаналізовані різні точки зору на особливості формування й розвитку професій ної̈ складової̈ май бутнього випускника вузу. Вказаний підхід може бути реалізований лише в умовах особистісно-зорієнтованих педагогічних технологій навчання з урахуванням єдиного освітнього простору, у якому без перешкод май бутній спеціаліст може вивчати мову й літературу, історію різних народів, налагоджувати контакти, спілкуватися з іноземними колегами, реалізуючи свої̈ пріоритети та цінності, а також обмінюватись досвідом та інформацією, удосконалювати свій фаховий рівень упродовж усього життя, і далі здобувати освіту в будь-якому закордонному закладі вищої̈ освіти, або отримати відповідну кваліфікацію за кордоном на основі певного завершеного циклу освіти. Освітні пріоритети мають змінюватися залежно від необхідності досягнення студентами певного рівня сформованості компетентності в професій ній діяльності до готовності май бутніх фахівців реалізувати набутий набір компетенцій у навколишній дій сності, здатність до взаємодії̈, уміння поєднувати свої̈ зусилля в команді, конкурувати на ринку праці. Актуальність компетентнісного підходу в системі професій но-орієнтованої̈ підготовки студентів вузу обумовлена входженням вітчизняної̈ освіти в міжнародний освітній простір. Орієнтація на компетентність докорінно змінює суть системи професій ної̈ освіти, проектуючи принципово інший кінцевий ї̈ї̈ результат.Отже, компетентність  це особлива властивість особистості систематично, ефективно й надійно виконувати складну професійно-орієнтовану діяльність в умовах полікультурного простору.

    Abstract: The relevance of the issue of decreasing corruption in Ukraine causes the scientific interest in the study of such a political institution as lobbyism. An analysis of the global lobbying experience allows us to distinguish the lessons Ukraine can apply in this field. The article presents an analysis of the American lobbying model, since the United States was the first country to acknowledge and determine lobbying, as well as to develop the most advanced lobbying methods and technologies on the legislative level. The authors specify the main trends in the establishment and functioning of lobbying in the United States of America through studying the requirements of legislation in this field, imposed both on lobbyists and officials, considering ethical norms that lobbyists should be guided by in their work, subject-object determination of American lobbyism, and prevailing forms thereof in the state. As a result of the study carried out, it was found out that the legal framework for lobbying in the United States is based on the following: the principles of compulsory accountability and reporting of lobbyists and their clients, foreign clients, in particular; ethical standards of conduct for employees; restriction of lobbying for former civil servants; lobbying in all the branches of power; lobbying supervision and control by government agencies (these functions are entrusted to the Secretary of the Senate and Secretary of the House of Representatives) and the public, by lobbyists as well through establishing a Code of Lobbying Ethics, mediation between the client and the authorities.     Abstract: The aim of the study was to identify and compare the level of students’ basic competences. An objective assessment of the ways of development and trends in the development of basic competencies through interactive methods was carried out. The methods and techniques of acquiring the required basic competencies that have been used effectively in the educational process were developed as part of professional and personal development of future specialists. Methods: analytico-synthetic, testing, survey; method of situational modelling; qualitative and quantitative analysis; empirical statistical and mathematical interpretation; functional analysis of research results. Results. On the basis of a theoretical analysis of a scientific problem, an objective and subjective model for diagnosing the level of formation of basic competencies of students was developed. The importance of the author’s analytical considerations and generalizations on the application of objective diagnostic methods is confirmed. The first group of respondents had a sufficient level of basic competences (364.1 points), which is 73.8%. The intellectual and creative segment showed the highest rate in the structure of competencies — 75.1%. The second group of non-linguistic respondents showed a somewhat similar level of Basic Competences (369.9 points = 75.8%), however, showed a relative weakness of the socio-emotional segment (53.5%). Prospects. Further research can be directed towards identifying and developing research methods for many competencies, taking into account the age characteristics of students.

    Abstract: The present study deals with the novel dramatization in the context of the synthesis of the art in the literature of the 20th century. The changes in the literary text caused by introducing a new pictorial and expressive technique are given. The use of pictorial and theatrical ekphrasis in Maugham’s novels was analysed. W. S. Maugham’s novels are considered through the prism of his theatrical experience. The paper attempts to interpret his poetics of dramatization as a way out of the epic and the creation of a qualitatively new multi-plate and multifaceted phenomenon. At the narrative level, there is an interruption in the integrity of the story. Vertical layers add a horizontal plan for the development of the plot, and the subjective structure has changed at the level of inclusion of several storytellers. The study revealed that the connotations to paintings and plays increase the effect of descriptiveness and enrich expressive, emotional, and sensual perception. The method of “points of view” is used to overcome the plane of description and move to the sphere of the display. The clash of diverse “points of view” and their filtering by the dominant “point of view” of the narrator increases the dramatization influence.

    Abstract: This article discusses the problem of ensuring the protection of user data in information systems. It is shown that classic information systems are represented by stationary and mobile communication devices focused on data exchange with digital space. The fundamental principles of user data exchange in the digital space are considered. It has been established that leading technology IT corporations collect data from user communication devices. It is shown that the organization of data collection is carried out by redirecting the DNS traffic of the communication device to the DNS servers of IT corporations, followed by its encryption using the DoH protocol. This makes it impossible for authorized services and departments of national states to control the users’ DNS traffic and ensures the monopoly position of IT corporations in the global digital market for collecting and analyzing user data. It is shown that the collection of user data is carried out with the aim of further monetization and influencing decisions made by users. DNS traffic of devices for communication with the digital space of the Internet is fixed. An audit of the recorded DNS traffic was performed, and as a result, specialized Internet resources were identified to be responsible for collecting and processing user data. It has been proved that the identified specialized Internet resources belong to IT corporations. Methods of identification of communication devices in digital space were considered. It is shown that the identification of communication devices is based on the collection of a unique set of data from each communication device. Based on each unique data set, a digital fingerprint of the communication device is formed, which is used for its further identification in the digital space. These approaches allow organizing protection against user data collection in information systems. Software and hardware implementations for protection against data collection from communication devices are proposed. It has been experimentally established that the combined use of the proposed software and hardware models provides the most effective protection against data collection from communication devices and does not affect the functionality of information systems.

    Abstract: The weaknesses of the legal framework of social protection of internally displaced persons (IDPs) in Ukraine have been analyzed. Among them are legal conflicts between legal acts, absence of the mechanism of providing IDPs with free temporary housing and compensation for lodging destroyed. The following challenges arise under the exercise of rights of IDPs: the amount of targeted aid has not changed since October 1, 2014; limitation of the freedom of movement for IDPs; limited practice ability of granting the right for the easy terms of studying at University (may be met by additional grants, charge-free rooms at the dormitory, free books and manuals, free Internet access etc.);the collection of legal charge for filing a lawsuit in court seeking protection of the rights of IDPs; service troubles of Single IDP Data Base. The issues of the lack of money for living, employment, provision of medical and psychological aid, the lack of selection criteria for the provision of IDPs with social services depending on their welfare, social status etc. are also pressing.     Abstract: The article is dedicated to the study of the genre features of horror literature, its plot matrices and principles of artistic modeling of pictures of the world. The article describes the genre-creating elements that have become basis for systematization of the genre composition of horror literature. Special attention is paid to the typology of characters, the specifics of the arranging artistic time and space, as well as the features of the emotional impact on the reader as one of leading principles of genre classification of this type of fiction. After all, much of the text of the works of representatives of horror literature is devoted to the construction of artistic space and time, in order to introduce the recipient into a certain range of components of the emotional state during reading, to achieve the goal of horror literature. Namely, to scare the reader. Considerable attention is paid by the authors of this type of literature to the modeling of characters as a genre component. The article describes a set of standardized elements and attributes describing the appearance and character of the characters, which creates a "horizon of expectations" for the reader's perception. It also acts as an element of genre differentiation within the cluster of horror literature. The definition of genre varieties of this type of fiction reveals a clear conditionality of the specifics of the reception, the orientation of the author's intentions to create a certain psychological effect. Established artistic constants, which show a fairly high level of variability, serve as a figurative and plot matrix for the authors, which provides a "recognizability" of the genre addressed to a certain readership.

    Abstract: The article is devoted to the analysis of the literary time travel devices in the epic novel “The Dark Tower” by Stephen King, as an element of revealing the theme of apocalypse. Literary time travel devices and their use in the work are analysed, and parallels are drawn between the main motive of the work, the destruction of the world, and the temporal forms implemented in the work. In the horror genre, the Gothic chronotope underwent transformative and mutational changes, leaving behind only the generalized meaning of a certain continuum and the importance of the separation the space of the unfolding of the story from the general literary world of the work, in order to create a conditional vacuum. of Since its inception, the horror genre has been constantly undergoing transformations under the influence of the era in which it is changing. According to J. F. Lyotard, the transition from modernism to postmodernism begins at the end of the 50s of the 20th century, asserting that there is a reorientation in human consciousness from materialism to informatization. Postmodernism creates in the worldview of a person an orientation associated with such units as anxiety, irrationality and powerlessness. This is primarily related to the loss of faith in the urgent values of the era of modernism, the idea of reason, progress, and the emancipation of the individual. In horror literature, there is a modification phenomenon of merging two genres from different types of literature, in particular horror and fantasy. The hyperreality, that we outline, is a symbiotic metagenre technique that develops by combining elements of the horror genre and the dark fantasy metagenre. For example, most of S. King’s works have common citations, mentions of characters, events, locations, mentions, etc., as an element of creating a general “superchronotope” of the author’s literary world, thus creating for the reader a massive literary world as close as possible to the real one, but with idiosyncratic, genre elements. In this way, the motif of relentless apocalypse develops in the canvas of S. King’s works, which is most powerfully concentrated in the epic novel “The Dark Tower”. The results of this research may in the future constitute a component of intelligence on mass literature.

    Abstract: El objetivo del estudio fue sistematizar la experiencia mundial de comprensión del proceso de formación de competencias en el aprendizaje de una lengua extranjera utilizando métodos interactivos. Para ello, se realizó una evaluación objetiva de las competencias básicas a través de métodos interactivos. Los métodos y técnicas de adquisición de las competencias básicas requeridas que se han utilizado eficazmente en el proceso educativo se elaboraron como parte del desarrollo profesional y personal de los futuros especialistas. Se utilizó el método analítico-sintético, por medio de una encuesta; asimismo, se utilizó un método de modelado situacional; análisis cualitativo y cuantitativo; interpretación empírica estadística y matemática; y un análisis funcional de los resultados de la investigación. A partir de un análisis teórico de un problema científico, se desarrolló un modelo objetivo y subjetivo para diagnosticar el nivel de formación de competencias básicas de los estudiantes. El primer grupo de encuestados tenía un nivel suficiente de competencias básicas (364,1 puntos), que es del 73,8%. El segmento intelectual y creativo mostró la tasa más alta en la estructura de competencias - 75,1%. El segundo grupo de encuestados no lingüísticos mostró un nivel algo similar de Competencias Básicas (369,9 puntos = 75,8%), sin embargo, mostró una debilidad relativa del segmento socioemocional (53,5%). Se pueden realizar más investigaciones para identificar y desarrollar métodos de investigación para muchas competencias, teniendo en cuenta las características de edad de los estudiantes.
