    Abstract: The unwillingness of the health care system of different countries to counteract the spread of the COVID-19 virus in 2020 caused the introduction of quarantine restrictions by many countries, which had both positive and negative socioeconomic consequences. The economic consequences include the decrease in production and income of enterprises of almost all types of economic activity, increase in the number of unprofitable enterprises, closure and temporary suspension of small and medium-sized businesses, decline in real GDP. The economic consequences have led to the increase in intensity and manifestation of negative social consequences, including the increase in unemployment and social insecurity, scale and level of citizen poverty, decline in incomes and loss of working time. Influenced by the social and economic negative factors hindering sustainable development, caused by the COVID-19 pandemic, socioeconomic risks in the social and labor sphere have intensified. The article suggests the methodological support for assessing the change of socioeconomic risks in the system of social and labor relations in Ukraine and the EU countries using quantitative assessment methods. The comparison of risks in the social and labor sphere of different countries allows to choose the prioritized directions of influence and effective tools to control and counteract the manifestation of risks, taking into account the experience of other countries.

    Abstract: This article systematizes main factors of socio-economic insecurity aggravation for employees during structural transformations, which take place on the modern labor market. These factors are related to inefficient employment and low level of labor productivity, regressive mobility of the employed population, loss of educational and labor potential of the country, low competitiveness of its labor force both in domestic and foreign labor markets, increase of unemployment among able-bodied people and informal employment, especially among young people and higher-level professionals, widening the gender gap in the employment structure to the benefit of older age groups. A methodological implementation of the assessments of social and economic insecurity risks for employees has been developed and verified in the study. It is based on comparing performance levels in particular components in specific time intervals. It is substantiated that, due to changes in the structure of the labor market and in the system of social and labor relations, the main factors of increasing the vulnerability of employees are related to the deindustrialization of the national economy, which is accompanied by formation of a regressive educational and professional structure of employed, as well as by the loss of motivation for productive work and increase in the professional level, reduction of social protection of employees, the growth of informal employment among young people and highly qualified specialists. High scale of labor migration and low demand for specialists in the internal labor market, low wages lead to loss of labor and educational potential and narrow the conditions for the development and realization of the country’s human capital.

    Abstract: The article proposes a methodology for assessing socio-economic risks and analysing perils in the context of the COVID-19 pandemic and emergencies, and presents the results of its testing. The methodology allows assessing changes in labour risks by possible values of internal indicators. This makes it possible to develop scenario approaches in case of a change in quarantine restrictions or their lifting. Testing of the developed methodology for assessing socio-economic risks and analysing perils caused by the impact of the COVID-19 pandemic on the domestic labour market and employment is based on determining changes in economic conditions of risk emergence and occurrence, direct employment risks, and assessment of socio-economic consequences of risks in case of strict quarantine measures during the 2nd quarter of 2020. A feature of the proposed scientific and methodological support for assessing socio-economic risks and analysing perils in the context of the COVID-19 pandemic is taking into account the basic principles of the European system of social indicators using quantitative methods of assessing social risks in the workplace. The practical significance of the obtained results is that the introduction of the developed scientific and methodological support, and practical recommendations will promote the development of preventive measures to deal with socio-economic risks and perils in the domestic labor market and employment, to improve social protection during the COVID-19 pandemic, and to prioritise the government measures based on the risk ranking according to the occurrence, and the impact probability.

    Abstract: The article studies the trends of quantitative changes in social class in Ukraine as an important factor of sustainable socio-economic development. The use of a complex criterion for determining the core of the middle class in the population structure is substantiated. It takes into account the level of income, self-identification, and qualitative characteristics. The article proves the hypothesis of conformity of the distribution of households by average per capita equivalent income to the theoretical log-normal distribution. The paper provides the quantitative characteristics of the impact of digitalization on the size of the middle class, determines the consequences of distribution of information technology for its existence. The main directions and tools for influence are proposed to ensure the conditions for the formation, development, and growth of the middle class in modern society, and to achieve a high level of economic development and welfare of the population.

    Abstract: Theoretical and scientific-methodical approaches to the definition and quantitative risk assessment were systematized. The main advantages and disadvantages of using mathematical and statistical methods of modeling and risk forecasting were analyzed. The advantages of using recursive models of Path-analysis were justified and the results of their approbation for estimation and forecasting of social risks of labor sphere according to the inertial scenario of development of national economy are introduced. The influence of digital transformations on the formation of risks was determined. The concept of the European System of Social Indicators (ESSI) was taken into account in the development of a methodology for identification of indices of the socio-economic vulnerability of the entire population and the employed one. The peculiarities of indirect assessment of the manifestation of social risks were disclosed.

    Abstract: It is substantiated that for economic growth it is very important to determine the reserves for increasing social and labor potentials, as well as for activating the subjects of social and labor relations to mobilize existing reserves. The authors propose to evaluate the growth reserves and the level of development of social and labor potentials through their integral indicator. It is shown that its calculation is carried out using a system of scorecards and measurement indicators by the following components: demographic, health and sanitary conditions of the population, material security, social and labor sphere, in particular, employment and social and labor relations, education, culture, information and communication services, social cohesion and unity, social risks and social exclusion, social infrastructure. The authors reveal that the use of factor analysis allowed estimating the quantitative influence of all the constituent elements on the integral indicator of social and labor potentials. Growth reserves are calculated for factors that hinder their development. It is shown that the total reserves can be about half the integral index of social and labor potential. It is found that the most significant reserves are concentrated in the “Social Infrastructure”, “Social cohesion and unity” and “Employment” subsystems. For each component, the factors that largely determine the reserves, provided they are activated and mobilized, are detailed. It is disclosed that the implementation of measures to utilize the reserves for increasing social potential is related to the improvement of the socio-economic situation, ensuring the political freedom, and formation of political and social activity among the population. It is proved that the reserves of labor potential development are provided through the improvement of the quality of the workforce, which is directly related to: education, increased spending on education from all sources of funding, raising the level of pensions and reducing crime, reducing the level of disability and aging of the population, reducing the load on one job, ensuring higher levels of employment, reducing employment in the informal sector, part-time employment, reducing the severity occupational injuries.
