Abstract: The process of tofu manufacturing produces solid (slurry) and liquid wastes with high protein content. Tofu-processing Wastewater can be used as the primary material for liquid NPK fertilizer production. The process of converting tofu-processing wastewater into liquid fertilizer was simple and requires a short fermentation time. The fermentation process was carried out by mixing of EM 4 (starter for fermentation liquid), alcohol as solvent and organics matter. The selection of organic matter that is used as the primary ingredient of liquid fertilizer would affect the content of N, P and K substances in the product. Banana peel and cabbage are organic matter with a high calcium and phosphorus content. This research was conducted to determine the effect of the addition ratio of cabbage and banana peel to time duration of fermentation on the tofu- wastewater processing into liquid fertilizer. The results showed that increasing the ratio of cabbage to the starter increased the levels of N and P along with the length of fermentation time. However, increasing the cabbage ratio in the starter causes a decrease of K in liquid fertilizer.

Abstract: Banggai Islands waters are mixing area between Banda Sea and Makassar Sea, thus resulting in the existence of many unique marine ecosystems. This conditon might also lead to the occurrence of unique and specific plankton community in the oceanic ecosystem of Banggai Islands. This research was conducted in 26 June to 8 July using Baruna VIII research vessel. Phytoplankton and zooplankton samples were collected in 14 stations using Kitahara and NORPAC plankton net. The plankton data in this research was analyzed with Bray-Curtis Clustering Analysis (Single Link), linear regression and Pearson correlation matrix. The results showed that zooplankton abundance was highest at the strait between Liang and Labobo Island, while phytoplankton was found abundant at eastern Tinangkung Island. On the other hand, Mesamat Bay was found having very low abundance of zooplankton and phytoplankton, which probably related to low nutrient availability in the water column. Calanoids, cyclopoids, and oikopleurans were dominant taxa with widest spatial distribution and highest importance value in zooplankton community of Banggai Islands. Meanwhile Chaetoceros, Rhizosolenia and Thalassiothrix were the dominant genus with widest spatial distribution and highest importance value in phytoplankton community. The result of clustering analysis showed that there were three stations with unique plankton community, and was found very different from the planktonic community in other stations. It was interesting to note that bottom-up control by nutrient availabilty, and top-down control by predator-prey interaction, probably not the main factor responsible for the unique pattern of plankton community structure of Banggai Islands. Keywords: plankton community, Banggai islands waters, Bray-Curtis clustering analysis, biological indices.

Abstract: The Supreme Court as the executor of judicial power has made various efforts to prevent these problems, including by increasing the number of justices from academics and other legal practitioners besides career judges, revamping the organization internally, empowering the oversight function to enforcing one roof for all matters. financial, organizational and administrative under the Supreme Court itself, but these efforts have not yet shown significant results. This condition certainly cannot be allowed to occur because it can trigger vigilante actions and can cause chaos in society. The solution to this problem is to develop alternative dispute resolution outside the court through non-formal channels, one of which is through mediation. Bale Mediasi is an institution that facilitates dispute resolution outside of court based on local wisdom, so that it can resolve various legal issues faced by the community without having to end up in court. The establishment of this institution is a form of government acknowledgment in providing protection, respect and empowerment for the existence of local wisdom through customary institutions in carrying out mediation functions, preventing and reducing conflicts or disputes in the community earlier, and holding dispute resolution in the community through mediation in order to create peaceful, orderly and harmonious atmosphere.

Abstract: Harmful algal blooms (HABs) cause various problems, such as water quality degradation, fauna mass mortality and impairment of human health. Water quality monitoring in Lampung Bay has been conducted by Lampung Marine Aquaculture Office (BBL) of the Ministry of Marine Affairs and Fisheries since 1994. Occurrence of Pyrodinium bahamense var. compressum (Pbc), a causative organism of paralytic shellfish poisoning (PSP), has been recorded but threats caused by HABs have never been reported. A study aimed to know the level of public knowledge and awareness about HABs in Lampung Bay has been conducted. The components of group respondents consisted oflocal governments, academics and coastal communities. Awareness from each component was examined includinggeneral HAB knowledge, HAB impact to the community, HAB occurence and local knowledge of HAB. Data of HAB knowledge were collected through questionnaire and focus group  discussion. The result showed that 40.5% of respondents had knowledge of HABs phenomena and 51.3% respondents only know signs or indicators of HAB occurrence, while only 1.4% respondents had knowledge of local HAB occurences. The direct impact of HABs to the community was not commonly known by the respondents. Only a few cases of poisoning after eating seafood were reported. It can be concluded that there was lack of public knowledge and awareness on HABs in LampungBay. Intensive public awareness programs about HABs should be conducted in order to reduce risk towards HABs in Lampung Bay.

Abstract: Spatial regression is a model used to determine relationship between response variables and predictor variables that gets spatial influence. If there are spatial influences on both variables, the model that will be formed is Spatial Durbin Model. One reason for the inaccuracy of the spatial regression model in predicting is the existence of outlier observations. Removing outliers in spatial analysis can change the composition of spatial effects on data. One way to overcome of outliers in the spatial regression model is by using robust spatial regression. The application of M-estimator is carried out in estimating the spatial regression parameter coefficients that are robust against outliers. The aim of this research is obtaining model of number of life expectancy in Central Java Province in 2017 that contain outliers. The results by applying M-estimator to estimating robust spatial durbin model regression parameters can accommodate the existence of outliers in the spatial regression model. This is indicated by the change in the estimating coefficient value of the robust spatial durbin model regression parameter which can increase adjusted R2 value becomes 93,69% and decrease MSE value becomes 0,12551.Keywords: Outliers, M-estimator, Spatial Durbin Model, Number of Life Expectancy.

Abstract: Based on Central Java Regional Police data, traffic accidents from 2017 to 2018 increased from 17.522 to 19.016 or 8,54 percent. To reduce the number of traffic accidents in Central Java, the initial step was carried out by grouping districts/cities that had the same accident level characteristics based on vehicle type with cluster analysis. The ward and average linkage method is a hierarchical cluster analysis method. ward method can maximize cluster homogeneity. While the average linkage method can generate clusters with small cluster variants. In this study using a measure of squared euclidean distance to measure the similarity between pairs of objects. To determine the quality of clustering results, the validation dunn index and cophenetic coefficients corelation are used. Based on the results of the clustering, the optimal number of clusters is obtained at q = 5 for the average linkage method with the results of validation dunn index = 0,08571196 and the rcoph = 0,687458. Keywords: Accidents, Cluster Analysis, Ward Method, Average linkage, Squared Euclidean Distance, Dunn Index, Cophenetic Correlation Coefficient
