    Abstract: In today’s society, as the digital transformation has become widespread rapidly; information technologies also started to develop themselves quickly along with this prevalence. This rapid development and transformation bring about new and different requirements. Situations like reuse of the information, the ability to integrate the obtained information and sharing it, among others, have pushed Semantic Web to the forefront, especially scientifically. Semantic Web, which provides the communication of a machine with other machines, gets a great attention especially in today’s digital age. Probably because of this, significant works have been done on ontology development method and ontology based systems started to be advanced over the last decade. Ontology development methods or ontology based systems play a key role in the integrity, being shared and management of the data. Ontology development method, which is of vital importance in reusability and expandability of real time monitoring systems, is in a position to be accommodable to many architectural systems like Deep Learning architecture at the same time.

    Abstract: Günümüzde teknolojide meydana gelen değişme ve gelişmeler ile birlikte kavramlarda, kullanımlarda ve hatta günlük hayatta değişimler olmakta ve bu durumun hayatın her alanına nüfuz ettiği görülmektedir. Bu bağlamda birçok yeni teknoloji türleri ortaya çıkmaktadır. Blokzincir bu teknolojilerden biri olup, turizm sektöründe insanların hayatında yer alan uygulamalardan biridir. Dolayısıyla blokzincir üzerine geliştirilen teknolojiler ile gerçekleştirilen gerek yazılım gerekse donanımsal uygulamaların olası sonuçlarını algılamak ve turizm sektörü ile doğabilecek fırsatları anlamak için yapılan çalışmalara odaklanarak bu olguyu incelemek gerekmektedir. Bu araştırmada öncelikle turizm ve blokzincirin kesiştiği alanlara yönelik çalışmalar incelenmekte ve temel konaklama hizmetleri, turistik veriler, sağlık turizmi ve küresel uygulama alanları perspektifinden Avrupa ve ABD'de blokzincir kullanımının konu başlıkları belirlenerek bu başlıklar üzerinde kavramsal bir inceleme yapılmaktadır. Bu akademik çerçeve üzerine, Türkiye için bir uygulama önerisi de sunulmaktadır.

    Abstract: Teknoloji insan hayatının her alanında etkisini göstermiş ve kolaylık sağlamıştır. Eğitim sürecinde de etkisini gördüğümüz teknoloji; yüz yüze eğitimden ziyade günümüzde uzaktan eğitim modeli,hibrit eğitim modeli gibi yeni eğitim modelleri hayatımızın bir parçası olmuştur. Özellikle Kovid-19 pandemisiyle birlikte tüm Dünya’da ve Türkiye’de uzaktan eğitim sürecine hızlı bir şekilde adapte olunmuştur. Küreselliğin getirdiği örgütsel kültürün bir parçası olan sanal evrene bir geçiş aşaması olan uzaktan eğitim sürecinin de günümüzde öğrenciler açısından sorunların olduğu görülmektedir. Bu çalışmada uzaktan eğitim sürecinde Fatih ve EBA projeleri incelenmiş, gelecek Dünya’da sanal evren ve uzaktan eğitim süreci incelenmiş ve uzaktan eğitim sistemini kullanan öğretmen ve öğrencilere anket çalışması yapılarak GZFT analizleri çıkarılmıştır.

    Citizen Attitudes Towards E-Government Services : Comparison of Northern and Southern Nicosia Municipalities

    Abstract: This article presents the findings of a comparative study about citizen attitudes towards e-government services, which was conducted in the Northern and Southern Nicosia Municipalities in Cyprus. The study is important and valuable first due to the fact that Cyprus is a small island, a topic which received limited attention in e-government research. Second, Nicosia remains the world's last divided capital city, and e-government comparisons in divided capital cities are even rarer. The results show that both municipalities were rated poorly in terms of efficiency, transparency, and vision. The models also indicate that the development of e-government practices affect e-voting, perceived e-government benefits and organizational agility positively in both cases. Nepotism was found to negatively affect the development of e-government practices in the North, whereas human rights and social media have a positive effect. E-government practices affected the dissemination of democratic behaviour, and attitudes towards innovation and mobile government positively in Southern Nicosia.

    Abstract: In the current work, systems based on mini/micro PCs that can support the corporate learning management practices have been evaluated. As a learning management system, the Moodle platform was chosen. The evaluation was based on the end users' experience. For measurement, carried out in three dimensions, a questionnaire was distributed among students enrolled in the blended course, offered with online support. According to results of the study, the installation of Moodle on micro PC was evaluated as slow. However, students agree that given the price of the device, it can be used as an alternative for the existing version of LMS used in the university. Ease of use of the system, working on micro PC, was also evaluated lower compared to the one on the server. In addition, students evaluated the security on the Moodle version installed on the device higher compared to the one in use.

    Abstract: Çalışmanın amacı; dünyadaki mevcut kurumsal referans güvenlik mimarisi çalışmalarına dayalı olarak tespitte bulunmak ve çıkarımlar üzerinden öneriler sunmaktır. BT’ leri kullanımı ve internetin yaygınlaşması ile birlikte Türkiye’ de dijital dönüşüme bağlı olarak bilgi güvenliği araştırmalarına yönelik çalışmaların hız kazandığı görülmektedir. Bu çalışmada kurumsal mimari, güvenlik mimarisi, bilgi güvenliği ve farkındalığı üzerine değerlendirmede bulunmuştur. Kurumsal mimari ve güvenlik mimarisi etkileşimine ait stratejik öneme yönelik vurgu yapılmaktadır. Teknolojik ilerlemelerin temelinde, süreç ve insan, kurumsal bilgi güvenliğine yönelik değerlendirmeler yer almaktadır. Dünyadaki kurumsal güvenlik mimarisi modelleri, kamu kurum ve kuruşları çerçevesinden incelenmeye çalışılmıştır. Araştırma, nitel araştırma yönteminden faydalanılarak hazırlanmıştır. Çalışmaya dair veriler, güncel literatür taraması, ülkelere ait kurumsal web sayfası raporları ve akademik çalışmalar incelenerek derlenmeye çalışılmıştır. Kurumsal hizmet anlayışı alanında, bilgi güvenliğine yönelik risklerin strateji ve politikalarla güvence altına alınması gerektiği çıkarımı elde edilmiştir. Ayrıca kurumsal güvenlik mimarisi çerçeve uygulamaları, yetişmiş insan gücü, bireysel ve toplumsal eğitimlerle güvenlik farkındalığı yaratılarak tehditlerin önüne geçilebileceği sonuç tespitine ulaşılabilmektedir.

    The role of blockchain in reducing the impact of barriers to humanitarian supply chain management

    Abstract: The objective of this study is to investigate the role of blockchain in reducing the impact of barriers to humanitarian supply chain management (HSCM) using a list of blockchain benefits. Design/methodology/approach A decision aid was used to explore the suitability of blockchain in humanitarian supply chains. To achieve that, first, a list of barriers to HSCM was identified. Then, the intuitionistic fuzzy decision-making trial and evaluation laboratory (IF–DEMATEL) method was utilized to determine the relationships and the level of interdependencies among the criteria. Finally, the intuitionistic fuzzyanalytic network process (IF–ANP) technique was employed, as it successfully handles dependencies among the criteria. Findings The findings of this study suggest that interorganizational barriers are the most suitable ones, the impacts of which blockchain may alleviate. This study further suggests that trust turned out to be the most significant benefit criterion for the analysis. Research limitations/implications The readers should construe the findings of this study with caution since it was carried out using the data collected from the experts of a particular country. Moreover, the proposed decision aid contemplates a limited set of criteria to assess a possible role of blockchain in overcoming the barriers to HSCM. Practical implications The findings of this study can assist humanitarian supply chain managers to make more judicious assessments on whether they implement the blockchain in humanitarian supply chain operations. Specifically, this research may help decision makers to identify the certain barriers, the impact of which may be reduced by using the blockchain. The findings of this research will also help various decision makers make more rational decisions and allocate their resources more effectively. Originality/value To the best of authors’ knowledge, no single study exists to investigate the role of blockchain in reducing the impact of barriers to HSCM using an intuitionistic fuzzy multi-criteria decision-making approach.
