    Abstract: The need to improve public administration of import dependency was characterized (in the example of Ukraine) and the signs of its influence and interconnection with ensuring the state’s economic security are characterized. The methodological sequence of import dependency evaluation is substantiated. Using Hotelling’s method of transformation (the method of principal components), the multiplicative form is presented and the integral index of import dependency of the country’s economy is calculated. Harrington’s interval scale is used to summarize the results of the integral evaluation of import dependency. The results of the evaluation have confirmed the high level of import dependency of the Ukrainian economy and clear tendencies for its strengthening, which is critically threatening to the country’s economic security. Using the tool of multivariate dynamic regression modeling, a statistically significant correlation between the level of import dependency and the country’s economic security is established. The economic and mathematical descriptive model of state management of the state’s economic security is formed, which is embedded in a methodical approach to strategizing the state policy of import substitution. The purpose of the state management of import substitution, the parameters of ensuring the country’s economic security agreed with it, the strategic priorities of the state policy of import substitution and the indicators of their implementation are determined.

    Abstract: Мета. Метою статті є ідентифікація та аналіз негативних тенденцій, обґрунтування практичних рекомендацій щодо удосконалення регіональної політики забезпечення збереження людського ресурсу засобами регулювання зовнішньої міграції молоді сільських територій Карпатського регіону України. Методологія / методика / підхід. Методологічною основою дослідження стали загальнонаукові (графічний, структурний аналіз) та спеціальні (соціологічний, інтегральне оцінювання, кореляційний аналіз) методи наукового пізнання. Соціологічне дослідження проведено ДУ “Інститут регіональних досліджень імені М. І. Долішнього НАН України”) у вересні-жовтні 2019 р. Об’єкт дослідження – студенти випускних курсів закладів вищої освіти, закладів загальної професійно-технічної освіти та учні випускних класів закладів загальної середньої освіти Карпатського регіону (1200 осіб). Авторський підхід до побудови інтегрального індексу середовища міграційної активності населення передбачав реалізацію алгоритму, базисом якого виступало нормування показників (стимуляторів і дестимуляторів), визначення ваг показників і груп показників за допомогою побудови матриці кореляційних порівнянь, розрахунок багатовимірних величин у формі зважених групових індексів. Результати. У статті із застосуванням соціологічного дослідження виявлено характеристики зовнішньої міграційної активності молоді сільських територій Карпатського регіону України. Зроблено висновки щодо проблемних аспектів міграції молоді та її впливу на розвиток сільських територій. Розраховано інтегральні індекси “виштовхування” населення України та Львівської області, що дозволило констатувати вищий рівень «агресивності» середовища для міграції населення в Карпатському регіоні в порівнянні із середнім у країні. Обґрунтовано рекомендації щодо інструментів регулювання міграції молоді на сільських територіях для збереження людського потенціалу їхнього розвитку. Оригінальність / наукова новизна. Розроблено нову методику розрахунку інтегрального індекса середовища міграційної активності населення (за п’ятьма групами показників: демографічна стабільність і стан здоров’я населення; охоплення населення освітніми послугами; стан ринку праці та зайнятості; рівень життя населення; економічний розвиток країни), а також удосконалено підхід до оцінки взаємозв’язку середовища “виштовхування” та міграційної активності населення. Практична цінність / значущість. Обґрунтовано інструменти регіональної політики забезпечення збереження людського ресурсу засобами регулювання зовнішньої міграції молоді сільських територій (за групами: організаційні, економічні, інституційні) для їх впровадження регіональними органами влади.

    Abstract: The article substantiates the relevance and necessity of involving creativity, information and knowledge-based capital while forming and implementing the smart specialization policy of the EU regions. The scientific views on the relationship between the processes of economic growth, the use of creative, information and knowledge approaches, smart-oriented spatial and territorial planning are generalized. A new approach for assessing the creative, information and knowledge determinants of the EU regions’ economy transformations with the use of the multivariate regression analysis, a composite method, and strategic structural and functional design is developed. The scores of the sub-indices of the Global Innovation Index, the Global Talent Competitiveness Index and the World Digital Competitiveness Ranking are selected as the initial parameters of regression analysis. The relationships between these factors and the change in the GDP volume per capita, the share of GDP used for gross investment, high-tech exports, and the Global Quality of Life Index are revealed. The composite indicators of the concentration of creative and digital (ICT) industries in the EU regions are calculated (based on the level of enterprise concentration in an industry, the share of the employed in the field and the share of an industry in the regional economy in terms of wages). The priorities of smart specialization strategies of the EU’s individual regions, which are related to creative, information and knowledge factors, are identified. The calculations have confirmed sufficient closeness of the relationship between the use of creative, information and knowledge factors and the fulfillment of the tasks of smart specialization strategies in the EU regions. The sequence of the formation of tools and means for the implementation of the strategy of the regions’ smart specialization in the context of attraction and effective use of the determinants grouped by three directions (creativitization, digitalization and new knowledge) is presented.

    Abstract: The socio-economic situation in Ukraine suggests that there is insufficient research into the applicability of the model of economic development in forecasting the economic environment in which trade enterprises function. Researchers into issues relating to the efficiency of enterprises’ functioning focus their interest on comprehensively describing efficiency indicators and determining the factors influencing it. There continues to be insufficient work on measuring efficiency and the extent to which it is limited by types of economic growth (development), based on the theory of marginal product of George Clark and the results of multiple models of production and trade functions (P. Douglas, R. Solow, E. Denison, Harrod, Samuelson-Hicks, Domar and others). Therefore, this study focuses on the process of assessing the effectiveness of trading enterprises in the trade sector in 2010–18 in conditions of economic growth and an economic downturn. This article aims to examine the models of efficient functioning of trading enterprises in conditions of economic growth. It is evidenced that the criterion for measuring efficiency is the evaluation of static and dynamic efficiency of trade activities, which allows changes in the used assets to be taken into account and testifies to the integration of diminishing returns and economic fluctuations in macro and microsystems. The article shows that in order to qualitatively and completely evaluate the efficiency of the functioning of trading enterprises, it is necessary to consider all possible factors. According to Clark's law, the authors substantiate an approach to evaluating performance based on simple one-factor models; the approach evidences that future studies seeking ways to improve efficiency, but that focus on changes in resources, will be erroneous, unjustified, and will most likely reduce the effectiveness of the resource under study. This model will help: determine and forecast the efficiency of enterprises at any point in the economic cycle; provide the necessary information on the required amount of investment, on depreciation rates, and on the optimal amount of labour potential of an enterprise; and define the volume of expected income during economic crisis or recovery. Some applied recommendations in terms of managing the efficiency of trading enterprises are aimed at solving the methodological problem of constructing isoquant maps for a particular product line group and at selecting the optimal predictor for forecasting trade processes. The practical value of the proposed model also lies in improving the parameters of positioning of the enterprise's goods in target market segments, reducing operating costs, accelerating the turnover of inventories and withdrawing illiquid current assets, and increasing the efficiency of retail areas.

    Abstract: This study is relevant due to the multidimensionality and interdependence of industrial development and the indicators of innovation and technological activities and marketing efficiency. The use of economic and mathematical modelling of dependencies between key macroeconomic parameters of the national economy development made it possible to qualitatively analyse the impact of the indicators of marketing efficiency, innovation and technological activities on the parameters of industrial development. The influence of the volume of financing for innovation activity, the introduction of new technological processes and the volume of production of innovative types of products on the change in the volume of sold industrial products is econometrically taken into account. The multidimensionality of the dependencies of choosing an effective model of the dependence of the volume of sold industrial products on the factors in innovation and technological activities was the reason for building a power model. The uniqueness of using an integrated model of the dependencies of innovation and technological activities and industrial development lies in taking into consideration latent factors that influence changes in industrial production, including funding for innovation in the country’s industrial sector, the number of new technological processes and the level of mastering the production of new innovative types of products. The effectiveness of the study is explained by the fact that the selected system of indicators and dependencies helped to identify a number of risks to Ukraines’ industrial development, for example, a critical decline in innovation and technological activities of industry.

    Abstract: The processes of globalization, manifestations of external military, political, economic aggression against Ukraine have led to the formation and strengthening of the destructive impact of hybrid threats, which led to the deployment of a negative chain reaction of aggravation of imbalances in the economic system. Under such conditions, the problem of developing strategic and tactical principles became relevant for the formation and implementation of public policy to combat hybrid threats to ensure the economic security of the state. The purpose of the study is to determine the strategic imperatives of the public policy to combat hybrid threats and ensure the economic security of Ukraine. Theoretical and methodological aspects of the spread of hybrid threats are generalized, its level and directions in the economy of Ukraine are determined, priority spheres, tasks and tools of the state policy of counteraction to hybrid threats and ensuring its economic security are substantiated. The directions of distribution and the set of hybrid threats to economic security at the present stage of socio-economic development of Ukraine are identified. The basic provisions of the Concept of counteraction to hybrid threats to the economic security of Ukraine are developed. It is concluded that the problem of hybrid threats became especially relevant for Ukraine after choosing the pro-European direction of development to which Russian Federation responded with the annexation of Crimea, military, and then political and economic aggression in the Donbas. Ukraine's economy continues to be significantly affected in the form of hybrid threats, which lead to the deployment of a negative reaction to the imbalance of political and socio-economic systems. Growing processes of global integration require the application of new approaches to the formation of high-quality and effective public policy to combat hybrid threats.

    Abstract: Introduction. To reduce tax payments, businesses are increasingly using dishonest tools, including offshore jurisdictions, which, due to preferential terms, effectively allow money laundering. To strengthen the financial security of the state, a policy should be implemented that will counteract such trends and stimulate the development of fair competition in the domestic financial market. The effectiveness of the relevant state policy is primarily due to the definition of a set of methods and tools on which the processes of its implementation and adjustment will be based. The purpose of the article is to scientifically substantiate the conceptual characteristics and practical recommendations for the development and implementation of anti-money laundering using offshore jurisdictions policy, ensuring the strengthening of financial security of the state. Results. The preconditions that determine the quality of money management in the state and the relative level of its financial security are described. The priority importance of the effectiveness of the state policy against money laundering with the use of offshore jurisdictions in the context of ensuring the financial security of the state is highlighted. The article substantiates the substantive characteristics of the formation of systemic preconditions for combating money laundering related to monetary policy, foreign trade relations, innovation-technological and institutional-investment development, ensuring the competitiveness and import independence of the state. The basic set of methods (institutional-legal, administrative-organizational, financial-investment, social-psycholo-gical) and according to them the tools that it is appropriate to implement first of all at the initial stages of realization of the state policy of anti-money laundering in the analyzed sphere is defined. Conclusions. The proposed composition of methods and tools of state policy to combat money laundering using offshore jurisdictions allows to determine the characteristics by which it is possible to reliably draw conclusions about the successful strengthening of financial security of the state.     Abstract: Purpose. The purpose of the article is to test the developed methodical approach to analyzing the relationship and impact of the population migration and socio-economic development of the state, as well as to identify migration factors that affect key parameters of the national economy and vice versa – social and economic indicators that determine the intensity of migration, the substantiation of conclusions on this basis for the state policy of the regulation of migration processes for the preservation and development of the human resources of Ukraine. Methodology / approach. The research methodology involves ten successive stages: (1) selection of indicators that characterize the socio-economic development of the state by 5 sub-indices: socio-demographic stability; social development; labor market and employment; quality of life of the population; sustainable economic development; (2) formation of a database under the values of indicators by the regions of Ukraine for the period 2010–2020; (3) division of indicators into stimulators and disincentives and their rationing; (4) formation of homogeneous time series; (5) determination of the dynamic weighing coefficients of indicators and their groups (sub-indices); (6) calculation of weighted coefficients of indicators; (7) construction of weighted coefficients of the sub-indices of socio-economic development; (8) calculation of the integral coefficient of the socio-economic development of Ukraine; (9) calculation of migration indicators (border crossing balance by Ukrainians and foreigners) of the population by regions and in Ukraine as a whole; (10) construction of time series of the integral indices of migration and socio-economic development by years and regions, assessment of the strength and direction of the relationships between migration indicators and the indicators of socio-economic development, as well as between the indicators of migration and arrival from other regions; from abroad (including per 10 thousand population), in urban settlements, in rural areas of Ukraine in 2010–2020. Results. The development and testing of a methodical approach to assessing the impact of migration processes on the socio-economic development of Ukraine and its regions allowed identifying the strength of the relationships between migration, social, and economic indicators, the impact of these processes on the human resources in Ukraine. The greatest interdependence between the socio-economic environment and stationary emigration is found in terms of the disposable income of the population, average monthly nominal wages, the unemployment rate, average state social assistance, housing and crime rates. Concerning immigration, close relationships are found with the economic indicators of regional development, small business performance, the unemployment rate, average monthly nominal wages, informal employment, the volumes of budget funding for social protection goals, and the disposable income of the population. One of the dominant factors of immigration is education, which confirms the untapped potential of attracting foreigners for employment. Originality / scientific novelty. The novelty of the research results is in the development of methodical approaches to analyzing the interaction of migration and socio-economic processes with the formation of an algorithm of integral assessment by the components of socio-demographic stability, social development, employment, quality of life, sustainable economic development. The author’s methodical approach to assessment is offered, which allows carrying out empirical modeling and the assessment of the impact of socio-economic development on the intensity of migration processes, substantiating priority areas of the state regulation of migration potential (including wages, personal and state security). Practical value / implications. The practical significance of the research results is in the considerable improvement of the information and analytical basis for the formation of an effective state policy for the regulation of migration processes in Ukraine. Using migration, the bodies of the State Migration Service of Ukraine and the State Statistics Service of Ukraine can analyze the impact (including potential, forecast) of different types (external / internal, stationary / labor, urban / rural settlements, etc.) of migration on the social-economic development of the state and its territories, as well as model the direction and intensity of migration, its structure depending on changes in the values of certain parameters of the socio-economic development of the country and its regions.

    Abstract: This article introduces a step-by-step methodology for evaluating an enterprise’s investment attractiveness in the context of economic development, using appropriate valuation parameters at macro, meso and micro levels. A system of indicators of macro-level investment attractiveness has been formed based on the criteria of socio-economic and legal attractiveness and investment risks. The indicators for assessing investment attractiveness of the industry have been grouped by the criteria of: prospects of the industry, positioning of the enterprise in the industry market, and sectoral investment risks. The indicators of investment attractiveness have been systematised with the use of three-dimensional current and operational analysis, as well as the method of risk assessment, which helped to determine the area of reaction to risk zones of the enterprise’s investment potential. The research allowed us to assess the position of a company in the market and to predict the risks of investing in the chemical industry.
