Abstract: Humbang Hasundutan District is the 9th rice producer in North Sumatra and has the opportunity to increase rice productivity from the 2019 harvest area of 16.3 thousand hectares, which can contribute to 68.2 thousand tons. This potential can still be increased if there is a significant change in attitude and technology adoption. Based on the results of interviews with several farmers who have ≥ 10 years of experience in rice farming in the Humbang Hasundutan District, the problems of rice farmers are still using local varieties that are not qualified and certified; productivity is still low (4.17 t/ha), conventional technique, low human resource capacity, and unavailability of professional farmer institutions. The technology packages introduced in this activity were 7 packages, 3 packages using the Inpari 28 (T1 = NPK, T2 = NPK + Org, T3 = NPK-low P), and 4 packages of local varieties (T4 = NPK, T5 = NPK + Org, T6 = NPK-low P, T7 = farmer) with 4 replications. The study aims to obtain an effective and efficient technology package for increasing rice production in high-elevation irrigated rice. The results showed that the recommendations are packages Inpari 28 with application NPK with low P (T3) and NPK (T4) can increase rice production by 273% and 215% with B/C ratio of 1.72 and 1.23, respectively, compared to the farmers. To support the results, farmers should return 100% of the straw after harvest, plant population 〉 200,000, young seedlings 〈 20 days after seedling (DAS), proper pest control, and market orientation.

Abstract: Current technological developments make it easier for users to access the information needed in handling their farming. The study’s objectives are to determine the performance of the agricultural information system (AIS) service for rice commodities and the relationship of these service indicators to each other in increasing farmer capacity and rice production in Indonesia. The research was conducted in three rice center provinces, North Sumatra, South Sumatra, and Yogyakarta, from October to December 2021. The number of respondent farmers is 473 people who have obtained or applied for AIS for at least two years. Survey techniques using purposive sampling with a non-probability method with the criteria used are farmers or officials who have received information about AIS. Partial least square structural equation modeling (PLS-SEM) analysis with the help of SmartPLS v.3.2.9 software was performed to see multivariate relationships and continued by using importance performance analysis (IPA) to evaluate the performance of information system attributes. The results showed that the productive age, education level, and experience in rice farming were more than 10 years, enabling the application of AIS in Indonesia by strengthening the internet network and improving the attributes of security services, ease of application, accuracy, suitability, output interpretation, and accuracy, which will increase user loyalty.

Abstract: Stapple food subsector is the second largest contributor after plantations subsector to Indonesian gross domestic product (GDP). However, since 2015, the productivity has been declining, though still provides a positive value. To anticipate the simultaniously decline of the productivity, the government has socialized the Seed Self Sufficiency Village (3SV) Programe with paddy. One of the provinces that has has been received the implementation of this 3SV programe is North Sumatra. Therefore, this study aims to analyze the economic performance of 3SV fostered village’s rice seed growers such as: production costs, profitability and business efficiency as well as the factors that affect the fostered paddy seed’s growers. This research was conducted using a survey method from August to November 2019. Data was collected through interviews with 30 fostered paddy seed’s growers in the districts of Deli Serdang, Batu Bara, Langkat, Serdang Bedagai, Simalungun, and South Nias. The location was chosen deliberately while the respondent farmers were chosen by judgmental method. The level of profitability is calculated using Gross Profit Ratio (GPR) while technical efficiency is analyzed using the Stochastic Frontier Production Function. The results showed that the rice seedling business in the observed area was strongly influenced by area of land, the amount of use of seeds and additional fertilizers. Meanwhile, increasing the use of labor, basic fertilizers, Growth Regulator (GR), and pesticides will reduce the performance of the rice seedling business. The availability of irrigation water and farmer groups has a big influence in reducing technical inefficiencies.

Abstract: Rice is the staple food and its cultivation requires a specific land condition. The population growth, urbanization, and plantation expansion together with socio-economic development are the driving factors of the riceland decline in Deli Serdang Regency of North Sumatera, Indonesia. As a consequence, likely availability and sustainability of rice production are threatened. Hence, it is important to understand how the future landuse and population change will affect the riceland area and production. In the lack of spatially simulated information for the future which could be useful in planning the riceland areas, the study objectives were to project the landuse change by 2040 under three scenarios, Business as Usual (BAU), Potential Riceland Protection (PRP) and Conservation Oriented (CO), and to investigate the impact of consumption demand on the sustainability of rice production. Landsat satellite data of 2009 and 2018, several spatial GIS data, and survey data were analyzed in ArcGIS, Dyna-CLUE, and SPSS software to generate the landuse classification and to simulate the future landuses; while the population projection by 2040 was derived from a Geometric Model. The results showed that forest and riceland areas will decrease with the continuous increase of plantation and urban areas under BAU scenario, but could be protected and increased under PRP scenario. The sustainability of rice production depends not only on the total riceland area, but also the productivity, the population growth, the consumption rate, and the policy. The simulated results of three scenarios serve as an important input to planning for protecting the riceland areas and thus sustained rice production in Deli Serdang Regency.

Abstract: The cropping index of rice is one of determining factors to increase rice production. In certain areas of Deli Serdang Regency, the rice crop has high possibility of being sowed three times annually. Unfortunately, some parts of this regency still have a low cropping index, then affecting the stagnant production. Hence, this study was conducted to identify the determinant variables and explain their relationship with rice cropping index and also to construct the strategic actions to increase the rice cropping index. This study was conducted in six districts with 180 total respondents, using household-based survey method. The descriptive statistics analysis and Pearson correlation analysis were performed using the SPSS tool to achieve the objectives. The result shows that frequency of flood occurrence on riceland, productivity, total income from agricultural sector, number of household member, age, education level, distance of irrigation channel to the riceland and the irrigation status are the significant determinants of rice cropping index. In addition, some strategic actions that have to introduced to the local government and the farmers are sowing the adaptive varieties which is tolerant on flooding condition; using the precise planting calendar to find the exact schedule for planting time; planting the certified variety that gives high productivity; increasing the capacity building, especially the cultivation skill, through following the technical guidance; cconstructing the irrigation system and repairing/maintaining the irrigation infrastructures; and harvesting the water to support the sustainable water for riceland.

Abstract: Accelerating the introduction of a new technological package is needed to increase the productivity of high elevation puddled rice in Humbang Hasundutan. The objectives of the study are to find out the perception of the existence of technological packages and farmers' preference for a new technological package. The study used a survey method with primary data gathered using questionnaires. The criteria of locations and respondents were used to obtain relevant respondents and data concerning their knowledge of high elevation puddled rice cultivation.  The collected data were processed by using Importance Performance Analysis in order to find out the level of Importance and Satisfaction of the indicators and the valued aspects in the technological package components. The results of the study showed that the socio-economic aspects had to be heeded in organizing the technological package. Indicators having a high level of importance and a low level of satisfaction consisted of production cost, quality of seeds, farmer groups empowerment, technology information institution, capital cost, agricultural tools and machines, pest control, sales price, irrigation canals, and farm roads. On the other hand, introducing new superior seeds, productivity attribute and planting age were important indicators for local farmers as to improve the quality of existing seeds. Farmers group expected that the technological package had a high level of productivity, better access to input, low cost, and good user-friendliness in its application.
