    Abstract: Resources are one of the essential indicators for the functioning of the health care system. Better health care provision is an essential prerequisite for the export of services. Traditionally a competitive health care system is linked to a number of factors (price, quality, reliability, products and services) largely determined by the new technologies, innovations and implementation the new methods. The authors of this article analyzed and collected data from the European Commission Eurostat and OECD data. Current situation in health care in Latvia is characterized by populations’ restricted access to health care services, high out-of-pocket payments and poor health outcomes of the population. More than 10% of Latvian population can’t afford medical care. The ratio of public funding for healthcare in Latvia is among the lowest in EU countries. Latvia spends 5.3% (USD PPP 1217) of GDP on health, lower than the OCED country average of 8.9% (USD PPP 3453). Latvia is facing a dramatic gap between the availability of hospital beds and long term care beds and the lowest prevalence of general medical practitioners among all Baltic States 321.6 per 100 000. These mentioned factors may hinder the development of health care in Latvia and reduce the ability to participate in international health service market.

    Abstract: Risk assessment to public health living in the environmental problems is of great importance for humans today. However, the main attention is paid to major industrial centers, while for cities not having developed industries such studies are rare. The study of the intensity and structure of chemical air pollution was conducted to determine the risk levels for human health from effects of the chemical air pollution in residential areas of Aktau city (West Kazakhstan). Method of retrospective analysis of emissions into the atmosphere was used, and damage to health was determined in accordance with the risk assessment procedure. We take into account the major pollutants, the city being in the air basin - sulfur dioxide, hydrogen sulfide, carbon monoxide, nitrogen oxides, ammonia and total hydrocarbons. The main threat to children's health is caused by common hydrocarbons (88%), nitrogen oxides (5%), and ammonia (3%). The estimated cancer risk is defined at the level of 10-3 - 10-4, it corresponds to the limits and requires regular monitoring.

    Abstract: Despite that there is an operating social support system for families, social workers are affected by factors that limit effectiveness of their activities in working with families whose children are taken into temporary custody. The article aims to uncover what hinders social worker to carry out effective work in providing social services for families whose children are in temporary custody. Qualitative research data shows that the research participants’ awareness of social work effectiveness is limited to its individual components. Putting together these components one can get a broad definition of effectivenessof social work though the research participants themselves donot use such a concept. The research data reveals that micro level factors influencing effectiveness of social workers’ activities working with families whose children are in temporary custody are as follows: absence of parental motivation to seek changes and unfavourable environment as well as negative community approach to social risk families. Macro level factors limiting social work effectiveness working with the families at social risk lie in the system of social services. Inadequate management of social work, limited social workers’ access to resources necessary to restore family functions; too high workload for social workers are essential factors limiting social work effectiveness.

    Abstract: Latvia from 2008 till 2013 experienced serious financial crisis. The results of the crisis were significant financial loss in banking area, plenty of foreclosures, plenty of corporate and private bankruptcy processes. One of issues Latvia faced in the foreclosure proceedings was the reaction of debtors – some of them used all possible means (including illegal) to obstruct foreclosure. One of such means is a conclusion of fictitious employmentcontracts on the mortgaged real estate maintenance and later obtaining a court judgment on a wage recovery. The aim of the paper is to research how fictitious employmentcontracts are used and to propose a solution for the fictitious labour agreements issue. Methods of qualitative research were employed in the paper – comparative method, analytic method, inductive method, and deductive method.

    Abstract: It is an assumed opinion that the family is the main unit of society. The society and the family are in reciprocal influence: the healthier the families are, the healthierthe society and vice versa. Subjective wellbeing and satisfaction with life are important factors in family stability. Feeling of happiness and the image of a happy family in contemporary Czech and Latvian society are the focus of the research. In the research the data from an international survey on the lifestyle of contemporary families that have been collected during 2013 – 2014 in the Czech Republic and Latvia were used. A self-administered questionnaire data were collected in both countries as well. A mixed approach with emphasis on the quantitative approach to research was used in data analysis. The results showed a significant similarity, although the ‘feeling of happiness’ differed and varied in each specific family. So it was possible to use the same categories of „a happy family“ that had been found in both samples of data (Czech and Latvian)material, and they were: financial prosperity, good relationships and success in the family, cohesion within the family, doing things and spending leisure time together and a healthy family. The research results allow us to conclude that the family has a high value in people’s minds despite the rapid changes in the family structure and de facto high rate of divorce in both countries.

    Abstract: Introduction – socio-political and socio-economic changes in society largely define a developing personality. Goal – to conduct a psycho-diagnostic evaluation of the changes in basic personal characteristics of young students in the context of Russian society development. Results: the comparison of two groups of medical student (both groups are identical: the second course, the department of general medicine, Yaroslavl State Medical University). Testing of 1992 ( n = 243) and 2016 ( n = 197) using the 16-PF Questionnaire and the POI reveals two main tendencies. The first tendency is the increase of the general level of tension (the 16-PF scales: C, I, O, Q4 – all the quantitative indices have increased, p   〈  0.01, Student's t -test). The second tendency is a significant growth of the efficiency of personal characteristics providing self-regulation and voluntary behaviour (the 16-PF scales: E, G, H, Q3 are analogous to the first tendency; the SAV scale of the POI also reports a growth with high statistical values). Discussion: the respondents from the first group were born in 1972–1973. Prenatal maturation, babyhood, junior school, and early adolescent age took place in the epoch of a high degree of stability and succession in the development of society. The respondents from the second group were born in 1998–1999. The samples are separated by a generation. The second group (2016 testing) reports a high level of neuro-psychic tension during socio-psychological adaptation and, consequently, the growth of efforts in developing voluntary regulation of social behavior. Evidently, there is value of self-actualization in the new reality.

    Abstract: The aim of the current article is to analyse the criminological aspect of sexual violence. Nowadays sexual assault has become a major social issue in many contemporary cultures. Sexual violence is a complex interdisciplinary issue, which includes several aspects psychological, judicial, medical, and other aspects. Sexual crime is an urgent problem with a high level of latency, most part of such crimes are not reported in crime statistics. Particularly, sexual violence against children is a serious problem for Latvia and the world. At present, there is a sharp increase in such crimes as a human trafficking or commercial sexual exploitation; as well as the number of sexual crimes against boys is rising. Expansion of criminal activity in the cyberspace has also increased.

    Abstract: Proportion of health care workers of those who believe that the work in progress threatens their health and safety is higher than the average in other sectors. Workers in health care facilities are especially exposed to violence in the workplace [1]. The aim of the study was the evaluation of the presence of violence at work and determination of its effect on the working ability of health care sector workers. The study included the survey of 132 emergency department employees (doctors, physician assistants, nurses) from Kurzeme Region hospitals (Latvia). Questionnaire of violence in the workplace of the health care sector workers and the work ability index assessment questionnaire were used for the data collection. It was found that medical staff of health care establishments experience mostly verbal abuse (97%), less from physical attacks (36%), and intimidation/bullying (30%). The study found that medical personnel are aware of the changes implemented in the workplace (29%), there has been no change (33%), while the impact of changes implemented by medical staff at the workplace has not been experienced (47%). For personnel who have suffered from violence in the workplace, working capacity is generally lower than for the personnel that has not experienced violence in the workplace.
