    Abstract: Maßnahmen zur Personalentwicklung sichern im globalen Wettbewerb die Innovations- und Zukunftsfähigkeit von Unternehmen. Sie helfen, den Arbeitnehmer/-innen ihre Beschäftigungsfähigkeit zu erhalten und dienen vielen Psychologinnen und Psychologen als Erwerbsgrundlage. Für die strategische Ausrichtung aller Beteiligten ist die Kenntnis von besonderer Bedeutung, wie sich die Personalentwicklung perspektivisch entwickeln wird. Dieser Fragestellung wurde mit einer Delphi-Studie nachgegangen, um eine wissenschaftlich fundierte Bestandsaufnahme wahrscheinlich zu erwartender Entwicklungen der Personalentwicklung in Deutschland zu erreichen. Nach einer ersten qualitativen Delphirunde mit 15 Praxisexperten wurden verschiedene Szenarien bezüglich der Zukunft der Personalentwicklung entwickelt. Diese wurden in zwei quantitativen Runden von 217 bzw. 195 Praxisexperten hinsichtlich des Ist-Zustands, des zukünftigen Zustands sowie des Erwünschtheitsgrads eingeschätzt. Die Praxisexperten prognostizieren u. a. eine stärkere Evaluation von Personalentwicklungsmaßnahmen sowie eine intensivere Verzahnung der Personalentwicklung mit der Eignungsdiagnostik und der Organisationsentwicklung; weiterhin eine stärkere Fokussierung auf das Wissensmanagement sowie die Entwicklung älterer Beschäftigter.

    The Impact of the German Minimum Wage on Individual Wages and Monthly Earnings

    Abstract: This paper evaluates the short-run impact of the introduction of a statutory minimum wage in Germany on the hourly wages and monthly earnings of workers targeted by the reform. We first provide detailed descriptive evidence of changes to the wage structure in particular at the bottom of the distribution and distinguish between trends for regularly employed and marginally employed workers. In the causal analysis, we then employ a differential trend adjusted difference-in-differences (DTADD) strategy to identify the extent to which these changes in wages and earnings can be attributed to the minimum wage introduction. We find that the minimum wage introduction can account for hourly wage growth in the order of roughly 6.5 % or € \euro 0.45/hour and an increase in monthly earnings of 6.6 % or € \euro 53/month. Despite finding wage growth at the bottom of the distribution, the paper documents widespread non-compliance with the mandated wage floor of € \euro 8.50/hour.

    Poverty in Germany – Statistical Inference and Decomposition

    Abstract: Based on six harmonized cross-sections of the German Sample Survey of Income and Expenditure, we study inter-temporal changes in poverty from year 1978 to 2003. Results are decomposed by region and household types, and the bootstrap method is applied to test for the statistical significance of all our findings. Across household types, single parents with children have the highest poverty risk.Most striking is a huge regional divide in poverty which only narrows slightly over the period under investigation: the incidence and the intensity of poverty are substantially higher in the New states. A nonlinear Oaxaca-Blinder decomposition is conducted to quantify the separate contribution of regional differences in households’ characteristics to the likelhood of being poor. Estimates from the decomposition indicate that differences in the distributions of socioeconomic characteristics play a negligible role for the 1993 poverty divide. Already in year 2003, however, differences in the distributions of characteristics explain more than fifty percent of the poverty divide, indicating that the poverty divide is likely to become a persistent phenomenon.

    The Causal Effects of the Minimum Wage Introduction in Germany – An Overview

    Abstract: In 2015, Germany introduced a statutory hourly minimum wage that was not only universally binding but also set at a relatively high level. We discuss the shortrun effects of this new minimum wage on a wide set of socioeconomic outcomes, such as employment and working hours, earnings and wage inequality, dependent and selfemployment, as well as reservation wages and satisfaction. We also discuss difficulties in the implementation of the minimum wage and the measurement of its effects related to non-compliance and suitability of data sources. Two years after the minimum wage introduction, the following conclusions can be drawn: while hourly wages increased for low-wage earners, some small negative employment effects are also identifiable. The effects on aspired goals, such as poverty and inequality reduction, have not materialised in the short run. Instead, a tendency to reduce working hours is found, which alleviates the desired positive impact on monthly income. Additionally, the level of noncompliance was substantial in the short run, thus drawing attention to problems when implementing such a wide reaching policy.

    Abstract: Immobilien haben an Bedeutung für die Einkommensungleichheit in Deutschland gewonnen. Der Anteil von Haushalten mit Einkommen aus Vermietung und Verpachtung hat zwischen 2002 und 2017 zugenommen. Mieteinkommen erklären einen wachsenden Anteil der Einkommensungleichheit in Deutschland. Veränderungen der Vermögensungleichheit werden hauptsächlich durch Kapitalgewinne aus Wohnungs- und Aktienkursen sowie durch unterschiedliche Sparquoten verursacht. Steigende Hauspreise verringern tendenziell die Vermögensungleichheit, während steigende Aktienpreise die Vermögensungleichheit vergrößern. In den 2010er Jahren hat der Anteil des Wohneigentums in den deutschen Bundesländern und über die verschiedenen Regionen hinweg zugenommen, insbesondere in städtischen Gebieten und größeren Kommunen. Somit profitierte ein steigender Anteil der deutschen Haushalte von steigenden Hauspreisen, und die Vermögensungleichheit hat sich zwischen 2002 und 2017 nicht wesentlich verändert. Wir dokumentieren erhebliche Unterschiede in Wohneigentum und -vermögen zwischen Ost- und Westdeutschland. Während in Westdeutschland 2017 etwa die Hälfte aller Haushalte in Immobilien investiert ist, liegt dieser Anteil in Ostdeutschland unter 40%. Im Jahr 2017 weisen die Haushalte in Bayern und Hamburg mit durchschnittlich mehr als 350.000 Euro das höchste Nettoimmobilienvermögen auf. In den ostdeutschen Bundesländern liegt das durchschnittliche Nettoimmobilienvermögen zwischen 100.000 und 150.000 Euro. Von 2012 bis 2017 ist das durchschnittliche Nettoimmobilienvermögen vor allem in großen Kommunen, Gemeinden und städtischen Regionen recht stark gestiegen. Das Betriebsvermögen erklärt mehr als die Hälfte der gesamten Nettovermögensungleichheit in Deutschland, gefolgt vom Nettoimmobilienvermögen.

    Abstract: The aim of the project SOEP-RV is to link data from participants in the German Socio-Economic Panel (SOEP) survey to their individual Deutsche Rentenversicherung (German Pension Insurance) records. For all SOEP respondents who give explicit consent to record linkage, SOEP-RV creates a linked dataset that combines the comprehensive multi-topic SOEP data with detailed cross-sectional and longitudinal data on social security pension records covering the individual’s entire insurance history. This article provides an overview of the record linkage project, highlights potentials for analysis of the linked data, compares key SOEP and pension insurance variables, and suggests a re-weighting procedure that corrects for selectivity. It concludes with details on the process of obtaining the data for scientific use.

    Abstract: The present paper analyzes how the statutory minimum wage introduced on January 1, 2015, has affected working hours in Germany up to 2016. The data used come from the Socio-Economic Panel (SOEP), which provides not only contractual working hours but also actual hours worked. Using a difference-in-differences estimation approach, we find a significant and robust reduction in contractual working hours among employees who are subject to social security contributions and earned less than the minimum wage before the introduction. The effect in 2015 is about −5 % and corresponds to a 1.7 hours reduction in average weekly working hours. The effect on actual hours is smaller and estimated less precisely. Extending the analysis until 2016 does not yield significant effects on contractual or actual working hours, while some specifications reject the common trend assumption.
