Abstract:
The mental health system in Quebec is currently facing a major reorganization of its management and supply of services. This restructuring effort can be considered as the second phase of a reform initiated by Quebec’s mental health policy orientations (1989) made operational in health and social services regions by means of Regional Plans for the Organization of Services (PROS). Starting from a case study, this article describes the implementation process and the impact of the first restructuring attempt on the system through the PROS (1989-1997). The study focuses on facilitating and restricting conditions of PROS implementation. The interaction between the roles played by the management tools and the various contextual, structural and temporal factors in the transformation of the supply of mental health services illustrates the process of reform implementation. Finally, we outline the lessons that can be drawn from this experience for the continuity of mental health services transformation in accordance with current orientations.
