    Abstract: When Xi Jinping had just come to power in 2012, the world expected that he would continue the development trajectory of economic liberalization and political institutionalization set in motion by Deng Xiaoping. However, when the National People’s Congress abolished the presidential term limit in the Chinese Constitution in March of 2018, it suddenly became clear that Xi had chosen to “roll back” from Deng’s policy line in nearly every aspect of the Chinese Party-state system. How does one explain Xi’s sudden departure from Deng’s policy line? In comparison with the resurgence of other authoritarian regimes of the 1960s and 1970s in Latin America and East Asia, this paper argues that the cause of Xi’s political rollback lies in the exhaustion of the previous development model. More specifically, the exhaustion of export-led growth in the mid-2000s had made the existing distributive coalition unsustainable. The power struggle within the political coalition therefore intensified and finally led to Xi’s monopoly over political power. The argument of this paper will proceed through four parts. It will begin with a literature review of comparative authoritarianism with a particular focus on the impact of a development crisis on the survival of political coalitions. It is followed by an analysis of the contributions of China’s export-led growth to the sustainability of the political coalition during the eras of Jiang Zemin and Hu Jintao. Then, it will explain how the exhaustion of export-led growth led to a power struggle within the political coalition and how through a re-orientation of the development model, Xi has gradually concentrated power into his own hands. Finally, it will discuss the theoretical implications of China’s case.

    Abstract: This article investigates the existence of the collective action problem among the Arab countries neighboring Israel. The central issue is the time-series pattern of their military expenditures. The collective action framework (Olson, 1971) provides a theoretical guidance for hypothesis testing. The empirical analysis using the cointegration approach has yielded highly consistent evidence that, up to the late 1970s, Egypt was involved in a fierce arms race with Israel, and little evidence that such intensive competition ever existed for Jordan, Lebanon, or Syria alone. The existence of long-run equilibrium relationships and a strong reciprocal impact in such relationships have been established for Egypt and Israel; in regard to minor Front-line Countries (FLCs), long-run relationships with the Israeli expenditure generally exist but the Arab response in the relationships is relatively weak. After the size of the economy is controlled, it is found that Jordan and Lebanon, however, did not take the opportunity to have a complete free-ride of contributing nothing at all, while Syria was least responsive to the increase in the Israeli military spending. Collectively, the minor FLCs added to the equilibrium of the arms races between Israel and the FLCs as a group, especially after the size of the economy for the FLCs as a group and that for Israel are controlled. The empirical findings and conclusion in the article indicate that Olson's original analysis of collective action may be valid in the case of the FLCs.

    Abstract: A formal dynamic theory of the transition from a developing autocracy to democracy is presented in the context of a heterogeneous agent general equilibrium growth model. The theory shows that the primary determinants affecting the timing of democratic transitions are per capita income, the distribution of wealth, educational levels, and the strength of preferences for political rights and civil liberties. The implications of the theory are tested by estimating a proportional hazard function to determine the probability of a democratic transition at a particular point in time. The empirics demonstrate strong support for the model in an estimation of 75 countries during the postwar period.

    Abstract: There exists a conventional stereotype about native Taiwanese elders that were born in and lived through the Japanese rule before 1945. On the one hand, some politicians and political commentators derogatorily call them the “Kominka generation,” reinforcing the image of this group of having strong affection for and even intense loyalty to the previous Japanese regime. On the other hand, although many researchers have pointed out this cohorts’ strong cultural ties to Han ethnicity — some even possessed nostalgic feelings toward China — in the colonial period, the researchers also emphasized the emergence of their strong sense of being Taiwanese when they suffered various political and cultural discrimination from the new Chinese dominant class after 1945. Therefore, both perspectives falsely imagine this cohort to be definitely identifying themselves as Taiwanese, rejecting Chinese identity, opposing the Kuomintang (KMT), and supporting the Democratic Progressive Party (DPP). This paper aims to challenge these stereotypes. By adopting the techniques of grounded theory, the paper shows rich diversity not only in this cohort’s perceptions toward the political parties but also in their identity patterns. Furthermore three themes are identified in these participants’ explanation for their political orientations: economic development, social stability and security, and the cultural hierarchy that gives the KMT elites higher symbolic values than native political elites.
