    Abstract: The occasional “strike hard” campaigns against crime launched by the Chinese government provide an opportunity to isolate the separate effects of severity and certainty of punishment on the crime rate. The “strike hard” campaigns increase the severity of the punishment but keep the certainty of the punishment unchanged. We use provincial panel data from 1988 to 2015 to examine the impacts of the two strategies on the crime rate with pooled mean group models. The empirical results show that a significant decrease in crime rates is associated with greater certainty of detection, but greater severity has no significant effect. A 1% increase in the detection rate (a measurement of certainty) predicts about 2.7% lower crime rate. The results are robust even after considering the endogenous nature of punishment policies and controlling for the measurement error in the officially reported data.

    Abstract: At the Second Belt and Road Forum for International Cooperation in April 2019, China began to directly address some of the criticisms of the Belt and Road Initiative (BRI) practices, and started to emphasize the needs of local communities, economic and environmental sustainability, and mutual understanding among all parties and people involved in BRI projects. China also began to stress the importance of international law principles and common practices, and a multilateral approach to the implementation of BRI. Together with its pledge, made in September 2018, to waive debts for selected least developed African countries, there is now talk of a ‘BRI 2.0’. However, is this BRI 2.0 fundamentally different from its original version? This article starts with a brief examination of the notion of BRI and its development in the last six years. It then reviews the various criticisms levelled against the BRI and its practices. This is followed by an analysis of recent responses from China to various concerns and misgivings. In its analysis, this article examines the BRI in a geopolitical context and argues that much more fundamental changes are needed for the ‘BRI 2.0’ to gain genuine support from Western developed nations.     Abstract: In order to prevent and fight terrorism, a new research area has developed called terrorist financing. An important aspect is the financing of terrorism by Non-Profit Organization (NPO), through transfer funds, terrorist alliances, abuse of NPOs, terrorist recruitment, and false NPOs and agents. Therefore, the NPO counter-terrorist financing strategy was established, considering four major aspects: warning information indicators, internal management mechanisms, international cooperation and information sharing, and counter-terrorist Financing legislation. This paper provides a new way to supervise the terrorist financing of NPOs. First, actual cases should be collected, and viable warning indicators for regulatory agencies and NPOs should be established. Second, internal management mechanisms should be strengthened to actively prevent terrorist activities within NPOs. Third, given the global activity of NPOs and terrorist organizations, information-led international cooperation must be emphasized. Fourth, from the angle of independent counter-terrorist Financing legislation, the gap should be filled in NPO counter-terrorist Financing legislation.

    Abstract: The purpose of this study was to examine parents’ perceived social change and its relations with adolescents’ reports of childrearing attitudes in urban and rural China. The participants were high school students and their parents in a Northern region of China. Parents completed a measure of perceived social change, and the adolescents completed a measure of childrearing attitudes including parental warmth, control, and encouragement of independence. The results indicated that urban parents had higher scores than rural parents on major dimensions of perceived social change including work-related opportunities, self-improvement in work, and high-tech experiences. Urban adolescents reported lower parental control and higher parental encouragement of independence than rural adolescents. In addition, parents’ reports of opportunities and prospects were positively associated with adolescents’ reports of parental warmth and encouragement of independence in childrearing across the urban and rural groups, suggesting that parents who perceived more challenges and opportunities to pursue self-advancement and personal career goals were more likely to support the use of warm and sensitive parenting and to encourage their children to develop independent behaviors. The results indicated the implications of social change for socialization and adolescent development in Chinese context.

    Abstract: Three experiments are conducted with German and Chinese student subjects to investigate short-term memory performance with regard to different kinds of stimulus material. Experiment 1 demonstrates that the Chinese subjects’ superior memory span performance cannot be traced back to existing differences in intelligence (assessed with Raven’s Advanced Progressive Matrices Test). In Experiment 2 a high correlation is found between the oral reproduction time of test items in the two languages and the resulting memory span of subjects. The results of Experiment 3 show that the Chinese subjects’ superiority in performance decreases and disappears completely where it is difficult to find verbal descriptions for the items to be memorized. These findings are discussed within the framework of Baddeley’s (1990) working memory model and cross-cultural intelligence research.

    Abstract: The New Public Management (NPM) has achieved many successes in public service delivery, but practitioners frequently observed failures in developing and transitional economies. For instance, China's public–private partnerships (PPP) since 2014 have failed to transfer risks to the private sector, to involve private skills and expertise, and to reduce local government's debt. This article claims that PPP failures in China are associated with the contractual type of nonconcessions and the contractual choice is influenced by both political opportunism and transaction costs. Utilizing data of PPP projects in China during 2014–2016, we find that more opportunistic bureaucrats seek to increase projects of nonconcessions, but transaction costs caused by product complexities hinder governments' reliance on nonconcessions. This research extends the core analysis of PPPs in the literature from transaction costs to political opportunism, which widely exists in developing and transitional economies. Thus, our findings partially explain the failure of their NPM practices. 新公共管理运动在公共服务供给领域取得了瞩目的成就,但在发展中国家与转型经济体中也经历过挫折。例如,自2014年以来,中国推行的政府与社会资本合作(PPP)模式就未能实现将风险转移到私营部门、引入私营部门的技术和经验及减轻地方政府的债务负担的初衷。正鉴于此,在2017年时,中国财政部对PPP项目进行了大范围的整改。针对这一现象,本文理论分析认为,其主要原因在于地方政府采用了大量非特许经营合同,而该类合同具有低风险、弱运营及政府付费的特征。政府之所以选择此类合同,则基于政治机会主义与交易成本两个方面的考量。进一步,本文基于中国2014–2016年PPP项目的数据,通过实证研究发现:地方主政官员晋升压力越大,其短期拉动GDP增长的动机越强,从而通过非特许经营合同上马的基建项目就越多;但是,项目自身的复杂性会导致非特许经营合同在长期产生高昂的交易成本,从而抑制地方政府上马此类项目。本研究将PPP的研究视角从交易成本拓展到政治机会主义,从而更为全面地阐述了新公共管理运动在转型国家更易遭遇挫折的原因。

    Abstract: To better understand citizen satisfaction with public services, public administration research has adopted the expectancy‐disconfirmation model in recent years. This model proposes that satisfaction is a function of perceived performance and expectations. Recent quantitative and experimental studies of the expectancy‐disconfirmation model have supported the framework. However, few replications have been conducted and none outside western contexts. We conducted two narrow, robust experimental replications of Van Ryzin (2013, Journal of Policy Analysis and Management , 32(3), pp. 597–614) in the Chinese cities of Hong Kong (in 2017) and Shenzhen (in 2021). We found support for the findings reported in Van Ryzin (2013) and concluded that the expectancy‐disconfirmation model holds promise in a variety of settings as a framework for measuring citizen satisfaction with public services.

    Abstract: Abstract: This article explores whether the legal landscape will be fundamentally changed in view of the emergence of smart contracts in China. Beyond the phenomenon of bitcoin supported by blockchain technology, we examine the development of smart contracts on blockchain with a close scrutiny of their merits and limits, and the intrinsic legal uncertainties in their application. The main argument is that while the gaps between the regulatory framework and the business practice can be identified, for most parts, the current legal framework can accommodate or mitigate the legal risks brought about by smart contracts. Résumé: Cet article pose la question si le paysage juridique sera fondamentalement changé par l’émergence des contrats intelligents en Chine. À part du phénomène du Bitcoin qui s’appuie sur la technologie Blockchain, nous examinons le développement des contrats intelligents en Blockchain avec une étude approfondie de leurs mérites et limites ainsi que les incertitudes légales qui sont intrinsèques à leur application. L’argument principal est que, bien qu’on puisse identifier des différences entre le cadre réglementaire et la pratique d’affaires, le cadre juridique contemporain peut, pour la plupart, accommoder ou mitiger les risques légaux causés par les contrats intelligents.
