    Kurzfassung: A generalization of the notion of intuitionistic multiplicative set (IMS) is given in this paper, which is called interval-valued intuitionistic multiplicative set (IVIMS). The IVIMS uses an unsymmetrical scale (Saaty's 1-9 scale) instead of the ordinary symmetrical scale in an intuitionistic fuzzy set or an interval-valued intuitionistic fuzzy set. IVIMSs can reflect our intuition more objectively in some special situations. The basic component of an IVIMS is interval-valued intuitionistic multiplicative number (IVIMN). To rank IVIMNs, the comparison laws are developed. Based on the pseudo-multiplication, we explore some interval-valued intuitionistic multiplicative operations and obtain several specific results when some specific forms are assigned. In addition, some distance measures and weighted distance measures between IVIMSs are developed to describe the difference of any two IVIMSs. By analyzing the range of the uncertain degree, a generalized interval-valued intuitionistic multiplicative set is presented, which is a generalization of the notions of IMS and IVIMS. Finally, a numerical example is given to illustrate our results.

    Kurzfassung: In the process of group decision making (GDM), preference relations (e.g. fuzzy preference relation and multiplicative preference relation) are very popular tools to express decision makers' preferences, especially when a set of alternatives (or criteria) are compared. However, most of the existing preference relations don't consider the hesitancy information, which allows the decision makers to provide all the possible values when comparing two alternatives (or criteria), and is a common situation in daily life. In this paper, we first define the concept of hesitant fuzzy preference relation and study its properties, based on which we give an approach to GDM. Motivated by the multiplicative preference relation and the hesitant fuzzy set, we introduce the hesitant multiplicative set and develop a series of hesitant multiplicative aggregation operators. Hesitant multiplicative preference relation is also defined to provide decision makers a very useful tool to express their hesitant preferences over alternatives, and then is applied to GDM. Additionally, an example is given to illustrate our results.

    Kurzfassung: Multiple Criteria Decision Making (MCDM) aims at giving people a knowledge recommendation concerning a set of objects evaluated from multiple preference-ordered attributes. The Superiority and Inferiority Ranking (SIR) is a generation of the well-known outranking approach-PROMETHEE, which is an efficient approach for MCDM. As the traditional MCDM approach, however, it faces the obstacle in handling uncertainties of real world. We are concerned about the issue on how to extend the traditional MCDM approach for applications in uncertain environments. This paper proposes a new Intuitionistic Fuzzy SIR (IF-SIR for short) approach and focuses on its application to supplier selection which is the important activity in supply chain management. Toward practical applications, two factors are considered here: (1) multiple decision makers and (2) decision information in the form of linguistic terms. We firstly identify these terms via Intuitionistic Fuzzy Set (IFS) which is proven to be a powerful mathematical tool in modeling uncertain information. Then, we provide the IF-SIR approach for group aggregation and decision analysis. Hereinto, a rule-based method is developed for ranking and selection of suppliers. Finally, an illustrative example is used for illustration of the proposed approach.

    Kurzfassung: In this paper, we introduce some operational laws of linguistic variables and define some linguistic preference relations such as incomplete linguistic preference relation and improved linguistic preference relation, etc. We then utilize the extended arithmetic averaging (EAA) operator and the extended weighted arithmetic averaging (EWAA) operator to develop an approach to group decision making based on incomplete linguistic preference relations. Finally, we give an illustrative example to verify the developed approach.

    Kurzfassung: The pure linguistic multiple attribute decision making problems are studied, in which the information about the attribute weights are expressed in the form of linguistic variables or uncertain linguistic variables, and the attribute values take the form of uncertain linguistic variables. The operational laws of uncertain linguistic variables are introduced, and two uncertain linguistic aggregation operators called linguistic weighted aggregation operator and uncertain linguistic weighted aggregation operator are developed based on uncertain linguistic variables and their operational laws. An approach based on the developed operators for pure linguistic multiple attribute decision making under uncertainty is proposed. The prominent characteristic of the proposed approach is that it can compute with uncertain linguistic information directly. Furthermore, the approach is straightforward and does not produce any loss of information. Finally, an illustrative example is given.

    Kurzfassung: The strategy production in intuitionistic fuzzy multi-attribute decision-making is influenced by various factors. More realistic data representations are needed to portray ambiguity under increasingly complex decision-making contexts. Firstly, this study proposes a new approach for ranking independent trapezoidal intuitionistic fuzzy numbers based on the risk attitudes of decision-makers. The proposed ranking approach incorporates the decision-makers’ risk preferences and considers all possible values in the feasible domain. After that, a novel similarity measure between two independent trapezoidal intuitionistic fuzzy numbers is presented based on the three-segment projection. The constructed similarity measure uses the image structure of the data to reflect the variation of vagueness and then also combines deviation to achieve optimization. Moreover, this study improves the VIKOR method under the independent trapezoidal intuitionistic fuzzy environment (V-ITIFE) to solve the multi-attribute decision-making problems. Finally, a numerical example is presented to illustrate the applicability and efficiency of the V-ITIFE method.

    Kurzfassung: In many decision-making problems, different methods usually yield different results. In this paper, we study all possible rankings of alternatives produced by applying a set of aggregation functions on a decision matrix. Those possible rankings depend on the aggregation functions that we use and the structures of the decision matrix. The aim of this paper is to investigate structures and properties of decision matrices and aggregation function spaces and give a new view point to understand aggregation spaces and decision matrices.

    Kurzfassung: The aim of this paper is to investigate the intuitionistic fuzzy multiple attribute decision-making problems where the attribute values are expressed in intuitionistic fuzzy numbers or interval-valued intuitionistic fuzzy numbers. We introduce some notions, such as intuitionistic fuzzy ideal point, interval-valued intuitionistic fuzzy ideal point, the modules of intuitionistic fuzzy numbers, and interval-valued intuitionistic fuzzy numbers. We also introduce the cosine of the included angle between the attribute value vectors of each alternative and the intuitionistic fuzzy ideal point, and the cosine of the included angle between the attribute value vectors of each alternative and the interval-valued intuitionistic fuzzy ideal point. Then we establish two projection models to measure the similarity degrees between each alternative and the intuitionistic fuzzy ideal point, and between each alternative and the interval-valued intuitionistic fuzzy ideal point. Based on the projection models, we can rank the given alternatives and then select the most desirable one. Finally, we illustrate the developed projection models with a numerical example.

    Kurzfassung: Numerous earthquakes occur throughout the world, and thus, earthquake emergency plan is a significant issue that concerns everyone in the affected areas. However, the absence of an effective, scientific assessments system may lead to a lack of awareness about the effectiveness and comprehensiveness of earthquake emergency plan implementation. This delays the construction of emergency plan and leads to low operational efficiency. In order to improve this situation, this paper aims to efficiently assess the earthquake emergency plan implementation to accelerate the replenishment and the amendment of the earthquake emergency plan. Firstly, we review the existing researches on the earthquake emergency system and some guidelines and plans of earthquake emergency. Secondly, we carefully conduct 30 indicators to assess the effectiveness of earthquake emergency plan implementation in terms of operational mechanism, emergency response, and emergency safeguards. Thirdly, according to the characteristic information obtained from the effectiveness assessments of earthquake emergency plan implementation, and based on the advantages of hesitant fuzzy elements for expressing information, we develop a method for the effectiveness assessments of earthquake emergency plan implementation using hesitant analytic hierarchy process (HAHP). Furthermore, we apply the method to assess the Wenchuan, Yushu and Lushan earthquakes, and also compare our method with the analytic hierarchy process. Based on our analysis, we conclude that the HAHP is highly suitable for assessments of earthquake emergency plan implementation’s effectiveness.

    Kurzfassung: Hesitant fuzzy set (HFS), which allows the membership degree of an element to a set represented by several possible values, is considered as a powerful tool to express uncertain information in the process of multi-criteria decision making (MCDM) problems. In this paper, we develop a hesitant fuzzy ELECTRE I (HF-ELECTRE I) method and apply it to solve the MCDM problem under hesitant fuzzy environments. The new method is formulated using the concepts of hesitant fuzzy concordance and hesitant fuzzy discordance which are based on the given score function and deviation function, and employed to determine the preferable alternative. Numerical examples are provided to demonstrate the application of the proposed method, and the influence of different numbers of alternatives on outranking relations is analyzed based on a derived sensitive parameter interval in which a change in the parameters has no effects on the set of the nonoutranked alternatives. The randomly generated numerical cases are also investigated in the framework of the HF-ELECTRE I method. Furthermore, the outranking relations obtained in the HF-ELECTRE I method with those derived from the aggregation operator-based approach and the ELECTRE III and ELECTRE IV methods are discussed.
