    Abstract: In the globalization context, Vietnamese higher education institutions need to fufill the functions of the third generation university as well as the challenges of the fourth industrial revolution. In this case, the innovation-driven smart university, namely SMARTI model, was proposed. By the approach of the university ecosystem, SMARTI model has been described with 5 core values: digital skills and entrepreneurship; flexibility and connectivity; research and innovation; internationalization; and promotion of social norms. The SMARTI can be governed and benchmarked through the criteria of the university performance metrics (UPM). Priminary implementations were employed for Vietnam's leading institutions. The results show that these universities have achieved a 5-star standard equivalent to excellent universities in the top 300 in Asia.

    Abstract: This paper studies the effects of nonlinear distortion of Low Noise Amplifier (LNA) for the multichannel direct-RF sampling receiver (DRF). The main focus of our work is to study and compare the effectiveness of the different adaptive compensation algorithms, including the inverse-based and subtract-based Least Mean Square (LMS) algorithm with a fixed and variable step size. The models for the compensation circuits have been analytically derived. As the major improvements, the effectiveness of the compensation circuits under the ADC quantization noise effect is evaluated. The bit-error-rates (BER) in dynamic signal-to-noise ratio (SNR) scenarios are calculated. We have proposed the use of variable step-size LMS (VLMS) to shorten the convergence time and to improve the compensation effect in general. To evaluate and compare different compensation methods, a complex Matlab model of the Ultra high frequency (UHF) DRF with 4-QPSK channels was implemented. The simulation results show that all compensation methods significantly improve the receiver performance, with the convergence time of the VLMS algorithm does not exceed 5.104 samples, the adjacent channel power ratios (ACPR) are reduced more than 30 dBc, and the BERs decrease by 2­–3 orders of magnitude, compared with the non-compensated results. The simulation results also indicate that the subtraction method in general has better performance than the inversion method.

    Abstract: The network of research universities - Universitas 21 (U21) has developed a global ranking which examines 24 measures of performance indicators across four areas: Resources, Environment, Connectivity, and Output (called U21 Ranking of National Higher Education Systems) to assess the national higher education systems. In which, Resources and Environment are input variables, Connectivity and Output are outcomes. This paper will study Vietnam's policy environment and resources, corresponding to two input measures of the ranking: Resources and Environment. The paper also reviews the experiences of some countries, the current situation of resources, and the impact of the policies on national higher education compared to Vietnam. The authors have proposed six solutions on Resource and Environment to improve the position of the Vietnamese higher education system with the expectation that the higher education system of Vietnam will create positive changes and be in the Top 50 best national higher education systems of U21 Ranking.

    Abstract: Combination drugs including antibiotics are frequently used for additional therapeutic effects. This fact raises the need for effective methods to simultaneously determine antibiotics of different classes. In this study, four antibiotics including vancomycin, cefoperazone, sulbactam, and ceftriaxone were determined simultaneously by capillary electrophoresis with capacitively coupled contactless conductivity detection (CE-C4D). The analytical conditions including effective length of silica capillary, background electrolyte solutions, separation voltages, and injection modes are investigated. The selected analytical conditions were: silica capillary (internal diameter 50 μm, total length 60 cm, effective length 30 cm); background electrolyte solution 10 Mm L-arginine/acetic acid (pH 9.2); separation voltage +17 kV; siphoning hydrodynamic sample injection at 10 cm height for 20 s. Limits of detection (LOD) of vancomycin, cefoperazone, sulbactam, and ceftriaxone were 2.0 ppm, 1.5 ppm, 1.0 ppm, and 2.0 ppm, respectively. Good linearity (R2 〉 0.999) was achieved for all the target compounds until concentrations as high as 100 ppm. Analytical results of blank-spike samples indicate acceptable recovery (97.5% - 100.4%) and repeatability (RSD: 0.99% - 3.04%). The validated method has been applied to determine these four antibiotics in several pharmaceutical samples. Good agreement between results of our method and the LC-MS/MS method, suggesting CE-C4D is a reliable and cost-effective method in pharmaceutical analysis.

    Abstract: Titanium dioxide (TiO2) is widely applied in the field of pollution treatment due to its good catalytic properties and being an environmentally friendly material. In this study, TiO2 nanotubes were prepared from commercial TiO2 particles. The effects of carboxymethyl cellulose (CMC) and liquid glass (sodium silicate) on catalyst activity and catalyst adhesion on quartz tubes were investigated. Transmission microscopy (TEM), scanning microscope (SEM), X-ray diffraction (XRD), X-ray energy dispersive spectroscopy, Fourier transform infrared spectroscopy (FT-IR) were used for the characterization of the catalyst. In this study, the ethanol degradation ability of the catalyst, which was added with 0; 0.5; 1, and 1.5% liquid glass and calcined at 400 and 500oC, was determined. TiO2 nanotubes after preparation have a uniform diameter from 10-12 nm and an average length of about 150nm, specific surface area increases markedly compared to commercial granules (nearly 15 times). The results showed that CMC plays an important role in the thickness and distribution of TiO2 on the quartz surface. Liquid glass significantly affects the ethanol degradation efficiency.

    Abstract: The article presents the results of research to assess the current situation of how science and technology activities and training activities have been integrated at Vietnamese universities in the context of the Industrial Revolution 4.0 (IR4.0). Aspects to be considered are: Perception of students, lecturers, managers about the impact of IR4.0 on learning and research activities; Model of scientific and technological activities (SRIC) at universities; The applying level of research results in training and teaching activities; and Policies and resources to ensure the connection between training and science and technology at universities. Survey data was conducted at 6 higher education institutions nationwide and with the obtained survey sample of 392 administrators, 1410 lecturers and 2311 students. The initial survey results show that the level of awareness about the impact of the industrial revolution 4.0 on the roles and professional activities of lecturers and students is not as high as expected; students' participation in scientific research activities in the learning process is not high; the coordination of universities with enterprises and research centers in training activities still has shortcomings; the link between research activities and training activities of each lecturer is still limited; and policies to encourage research, technology transfer and promote the integration of research and training have not been properly synchronized and effective. From the survey and analysis results, the paper proposes policy solutions to strengthen the integration of science and technology activities with training at universities, thereby improve the quality of research and training at research-oriented universities in Vietnam.

    Abstract: A prospective descriptive study was conducted from August 2021 to September 2021 to describe the clinical and subclinical characteristics of COVID-19 patients at the field hospital of Dong Thap Community College. The study collected epidemiological data of 240 subjects. The results indicated that the male/female ratio was 1.2/1; the mean age was 29.2±15.1 (1- 65 years old). The most typical clinical symptoms of the disease are cough (45.8%), fever (45%), stuffy nose (21.7%), anosmia (13.8%), ageusia (12.9%), and shortness of breath (4.6%). Most patients have mild symptoms and a high recovery rate. This study contributes to a general assessment of clinical, subclinical factors, treatment results of COVID-19 patients in general and COVID-19 subjects at the field hospital of Dong Thap Community College in particular, which is the basis for better disease prevention measures.     Abstract: The main objective of this research was to analyze the relationship between eduation levels of Vietnamse Youth and their puposes of life. We used the data from the School-to-Work Transition Survey-SWTS in 2012-2015. Both descriptive statistics and multinomial logit regression analyses were used for the study. We provide the first evidence that higher levels of education is closely linked with having purpose of non-monetary life purposes, namely contributing to society; a successful career or a happy family. In addtion, such effects tend to increase with higher levels of education. Thus, our research finding implies that better education not only offers economic benefits for educated individuals but also for their family, communities and society.

    Abstract: Abstract: We conducted this research to determine the NAT2 gene-phenotype characteristics and pharmacokinetics (PK) parameters of isoniazid among patients with non-MDR pulmonary tuberculosis. Data were collected from 132 patients diagnosed with newly acquired or relapsed tuberculosis and treated at 03 hospitals: Hanoi Lung Hospital, Central Lung Hospital, and National K74 Hospital. PK samples were collected one day from the 10th – 14th day after commencing treatment. The average age of the recruited patients was 45.43 ± 15.76 years; the majority were male (74.24%). The slow and medium acetylator types, as indicated by NAT2 phenotypes, were the two major types (37.88% and 35.6%, respectively). 61.12% of the patients had their Bayesian isoniazid-acetyl isoniazid population PK modeling - determined Cmax value within the therapeutic range of 3 – 6 µg/mL. Acelytator type showed a statistically significant correlation with Cmax. Keywords: Isoniazid, pharmacokinetics, Cmax, tuberculosis.

    Abstract: This research aims to examine the relationship among cultural intelligence (CQ), perceived value (PV) and students’ intention to study abroad. By using data gathered in 739 university students, along with statistical analysis, the carrying out results show that there is a positive correlation between CQ and the intention to study abroad through the mediating role of PV. In particular, CQ and PV have positive influence on students’ intention to study abroad and CQ is an antecedent of PV. This study focuses on the influence of specific factors on the intention to study abroad. Meanwhile, this research contributes to the educational field CQ, which is a totally new factor in Vietnam. With a view to helping students in deciding to participate in study abroad programs and improving the quality of education, advice is given to students and related educational organizations.
