    Abstract: Incineration had been the only authorized method for polychlorinated biphenyl (PCB) decomposition in Japan. However, because of the objection of Japanese people to the construction of PCB incineration facilities, no progress was made in detoxifying PCBs for decades. In the late 1990s, the Japanese Ministry of Health and Welfare authorized several alternative methods to promote PCB detoxification. Most of the methods authorized are for liquid PCBs and PCB containers, while only a few are for the kind of PCB wastes resulting from an accidental PCB spill. Here the detoxification of PCB contaminated sludge and ballast is examined. Microbial treatment of PCB contaminated sludge removed 90 per cent of the PCBs in 60 days of treatment. However, neither microbial treatment nor solvent treatment effectively removed PCBs from ballast.
