Abstract:
The debate over control of cyberspace is as much about how a society deals with the new digital world as it is about safeguarding the young from pornography on the internet. For the news industry, in the midst of its own debate over the role of 'new media' in its future, the stakes are high. This study uses Q methodology to illuminate two divergent views on the internet, one emphasising the First Amendment and the other stressing parental control. A Q study yielded two types: the 'Cyber-Jeuersonian', who firmly believes the government should not restrict cyberspace; and the 'Pragmatic Guardian', who has a greater interest in protecting children and less faith in the marketplace of ideas, and who believes some control is necessary. Recent polls and an apparent reinvigoration of the mass society theory indicate the Pragmatic Guardian's views are likely to be accommodated as legislation is crafted, industry response negotiated and parental action demanded.
