    Abstract: Since the impacts of climate change will last for many years, adaptation to this phenomenon should be prioritized in urban management plans. Although Tehran, the capital of Iran, has been subject to a variety of climate change impacts in recent years, appropriate adaptation measures to address them are yet to be taken. This study primarily aims to categorize the barriers to climate change adaptation in Tehran and analyze the way they interact with each other. The study was done in three steps: first, the focus group discussion (FGD) method was used to identify the barriers; next, the survey and the structural equation modeling (SEM) were used to validate the barriers, identify their importance, and examine their possible inter-relationships; and finally, the interpretive structural modeling (ISM) was applied to categorize and visualize the relationships between the barriers. Results show that barriers related to the ‘structure and culture of research’, ‘laws and regulations’, and ‘planning’ belong to the cluster of independent barriers and are of greater significance. The ‘social’ barrier and barriers related to ‘resources and resource management’ are identified as dependent barriers and are of lesser importance. Barriers related to ‘governance’, ‘awareness’, ‘education and knowledge’, ‘communication and interaction’, and ‘economy’ are identified at the intermediate cluster. The findings of this study can provide planners and decision makers with invaluable insights as to how to develop strategies for climate change adaptation in Tehran. Despite the scope of the study being confined to Tehran, its implications go far beyond this metropolis.

    Abstract: The Local Climate Zone (LCZ) classification system is used in this study to analyze the impacts of urban morphology on a surface urban heat island (SUHI). Our study involved a comparative analysis of SUHI effects in two Japanese cities, Sapporo and Hiroshima, between 2000 to 2022. We used geographical-information-system (GIS) mapping techniques to measure temporal LST changes using Landsat 7 and 8 images during the summer’s hottest month (August) and classified the study area into LCZ classes using The World Urban Database and Access Portal Tools (WUDAPT) method with Google Earth Pro. The urban thermal field variance index (UTFVI) is used to examine each LCZ’s thermal comfort level, and the SUHI heat spots (HS) in each LCZ classes are identified. The research findings indicate that the mean LST in Sapporo only experienced a 0.5 °C increase over the time, while the mean LST increased by 1.8 °C in Hiroshima City between 2000 and 2022. In 2000, open low-rise (LCZ 6) areas in Sapporo were the hottest, but by 2022, heavy industry (LCZ 10) became the hottest. In Hiroshima, compact mid-rise (LCZ 2) areas were the hottest in 2000, but by 2022, heavy-industry areas took the lead. The study found that LCZ 10, LCZ 8, LCZ E, and LCZ 3 areas in both Dfa and Cfa climate classifications had unfavorable UTFVI conditions. This was attributed to factors such as a high concentration of heat-absorbing materials, impervious surfaces, and limited green spaces. The majority of the SUHI HS and areas with the highest surface temperatures were situated near industrial zones and large low-rise urban forms in both cities. The study offers valuable insights into the potential long-term effects of various urban forms on the SUHI phenomenon.

    Abstract: Water availability in lakes must be studied in order to better manage ecosystems within lake basins and meet economic development needs. Despite being Iran’s largest lake, Lake Urmia’s water level and surface area have declined dramatically over the past two decades. During the same period, Lake Van in Turkey maintained a relatively stable water level and surface area. As a result, comparing factors related to water level and surface area in these lakes, which have similar geographical and climate conditions but different management policies, can be an appropriate way to identify the causes of water declines in Lake Urmia. Comparing these variables may help explain observed differences in lake behavior between 2000 and 2016. Hydrometric and climatic parameters, as well as the Normalized Difference Vegetation Index (NDVI) and the Normalized Difference Water Index (NDWI), were used to achieve this goal. Changes in precipitation, temperature, and evapotranspiration in both lakes show essentially identical trends, but this is not a convincing explanation for Lake Urmia’s water surface changes. The results revealed that dam construction and water diversion projects, the expansion of irrigated agriculture, and the lake’s shallow depth in most parts were the primary causes of Lake Urmia’s shrinkage compared to Lake Van.

    Abstract: As complex man-made systems that are home to the majority of the world population, cities have always faced a wide range of risks such as earthquakes. As the backbone of urban systems, physical components, including buildings, transportation networks, communication networks, and open and green spaces, are also vulnerable to disasters. To enhance the capacity to deal with disaster risks, enhancing urban resilience has recently become an essential priority for cities. This study aims to develop and pilot test a framework to evaluate urban physical resilience based on resilience characteristics and associated physical indicators. Interpretive Structural Modelling (ISM) was used to determine the relationships between physical indicators, and Multi-Criteria Decision-Making methods were applied to determine the relative importance of the characteristics. The results showed that the ‘Robustness of Building’, ‘Building Density’, ‘Aspect Ratio’, and ‘Street Width’ are the most important among the twenty physical indicators considered in the proposed framework. Subsequently, the proposed framework was applied to one of the districts of Kerman, a major city located in the southwest, earthquake-prone part of Iran. Overall results indicate low levels of physical resilience. The findings of this study can provide urban planners and decision-makers with more transparent and practical insights into the physical resilience of cities. Results can also be used to design and implement policies and programs to improve the current conditions.

    Abstract: We propose an efficient integrated approach of spatial decision-making systems and geographical information science for spatially explicit sustainable development mapping. The approach was developed, and its efficiency examined for sustainability assessment in East Azerbaijan Province, Iran. To achieve this goal, sustainable development indicators were employed through GIS decision rule and spatial analysis. Accordingly, 13 main criteria and 44 sub-criteria were identified and prepared as GIS dataset. The fuzzy analytical network process (FANP) method was employed to derive the criteria weights and their significance. We also applied the Global Sensitivity Analysis (GSA) for minimizing the uncertainties associated with the FANP weights. The Ordered Weighted Averaging (OWA) method was applied to aggregate the indicators and develop the sustainable development maps. Results confirmed that integrated GIS-based decision rules can be applied for any sustainable development mapping efficiently. Results of this research present an approach for sustainable development assessment and can be applied for similar research effectually. In the case of East Azerbaijan Province, the detailed results represent the unbalanced sustainable development within the different counties of this province. This requires taking necessary actions to ensure more balanced and just economic development in the province. The degree of sustainable development shows a significant spatial correlation with the industrial activities, employment, demography, poverty and infrastructure properties. The obtained results are of great importance for decision makers to identify efficient approaches in light of sustainable development mapping.

    Abstract: The main aim of the present study was to investigate the spatiotemporal trends of urban traffic accident hotspots during the COVID-19 pandemic. The severity index was used to determine high-risk areas, and the kernel density estimation method was used to identify risk of traffic accident hotspots. Accident data for the time period of April 2018 to November 2020 were obtained from the traffic police of Tabriz (Iran) and analyzed using GIS spatial and network analysis procedures. To evaluate the impacts of COVID-19, we used the seasonal variation in car accidents to analyze the change in the total number or urban traffic accidents. Eventually, the sustainability of urban transport was analyzed based on the demographic and land use data to identify the areas with a high number of accidents and its respective impacts for the local residences. Based on the results, the lockdown measures in response to the pandemic have led to significant reductions in road traffic accidents. From the perspective of urban planning, the spatiotemporal urban traffic accident analysis indicated that areas with high numbers of elderly people and children were most affected by car accidents. As we identified the hotspots of urban traffic accidents and evaluated their spatiotemporal correlation with land use and demography characteristics, we conclude that the results of this study can be used by urban managers and support decision making to improve the situation, so that fewer accidents will happen in the future.

    Abstract: The concept of smart cities peaked in 2015, bringing an increased influx of ‘smart’ devices in the form of the Internet of Things (IoT) and sensors in cities. As a result, interest in smart urban governance has become more prevalent in administrative, organisational, and political circles. This is sustained by both local and global demands for an increased contribution to the goals of sustainability through urban governance processes in response to climate change urgencies. Cities generate up to 70% of global emissions, and in light of societal pressures for more inclusivity and democratic processes, the need for sound urban governance is merited. Further knowledge on the theme of smart urban governance is required to better understand the trends and knowledge structures and better assist policy design. Therefore, this study was undertaken to understand and map the evolution of the concept of smart urban governance through a bibliometric analysis and science mapping techniques using VOSviewer. In total, 1897 articles were retrieved from the Web of Science database over 5 decades, from 1968 to 2021, and divided into three subperiods, namely 1978 to 2015, 2016 to 2019, and 2020 to early 2022. Results indicate that the overall emerging themes across the three periods highlight the need for citizen participation in urban policies, especially in relation to smart cities, and for sustained innovation for e-participation, e-governance, and policy frameworks. The results of this study can aid both researchers exploring the concept of urban governance and policy makers rendering more inclusive urban policies, especially those hosting technological and digital domains.

    Abstract: In recent years, the effects of climate change have become more noticeable in Iran, especially in big cities. In particular, climate-related flood risk is increasingly recognized as a potential threat in the capital city of Tehran. Accordingly, the present study aimed to provide a framework/assessment tool to measure Tehran’s resilience to flood risks. To this end, 21 professionals from different disciplines were selected through a purposive sampling procedure and were interviewed using semi-structured interviews. The analysis procedure resulted in the identification of 3 themes, 15 categories, 40 subcategories, and 235 codes. The themes were social, economic, and organizational; The identified categories were culture and education (since culture is something to be learned through formal and informal education this component has two features: culture and education), participation, trust, attitude, solidarity, resources, empowerment, flexibility, credit, supervision, intercommunication, rules, specialization, and research. Validation of the indicators and their usability based on the opinions of local experts was used to calibrate the assessment tool and ensure its context-sensitivity. The results of this research can help planners and policymakers to increase their awareness of flood resilience. The approach taken in this research may also be useful for developing flood resilience assessment tools in other Iranian cities as well as in other cities of the Global South with similar conditions.

    Abstract: This study aimed to develop a balanced-based assessment framework to evaluate the effectiveness of Neighborhood Development Offices’ (NDOs) actions in improving the resilience of Tehran’s deteriorated neighborhoods against the COVID-19 pandemic. For this purpose, considering the main missions of NDOs, 20 indicators were extracted from the literature and delivered to the offices and residents of target neighborhoods to prioritize them. Next, using a combination of the K-means clustering method and the balance-based conceptual model, the degree of balance between the measures taken by NDOs and residents’ needs in each neighborhood was determined. Finally, short-term actions (such as teaching health protocols, providing neighborhood services, and providing walking and cycling infrastructures) and long-term actions (developing public spaces, facilitating access to healthcare, and reducing social inequality) are suggested, which simultaneously promote balanced resilience against the COVID-19 pandemic and possible future pandemics in all aspects of NDOs’ missions. The framework presented in this research can also be used to evaluate and boost the resilience of other deteriorated neighborhoods with similar conditions.

    Abstract: Cities around the world increasingly recognize the need to build on their resilience to deal with the converging forces of urbanization and climate change. Given the significance of critical infrastructure for maintaining quality of life in cities, improving their resilience is of high importance to planners and policy makers. The main purpose of this study is to spatially analyze the resilience of water, electricity, and gas critical infrastructure networks in Ahvaz, a major Iranian city that has been hit by various disastrous events over the past few years. Towards this goal, we first conducted a two-round Delphi survey to identify criteria that can be used for determining resilience of critical infrastructure networks across different parts of the city. The selected criteria that were used for spatial analysis are related to the physical texture, the design pattern, and the scale of service provision of the critical infrastructure networks. Results showed that, overall, critical infrastructure networks in Ahvaz do not perform well against the measurement criteria. This is specially the case in Regions 1, 2, 4, and 6, which are characterized by issues such as old and centralized infrastructure networks and high levels of population density. The study highlights the need to make improvements in terms of the robustness, redundancy, and flexibility of the critical infrastructure networks in the city.
