    Abstract: Over the past three decades, cyberspace has gradually become an engine of unsustainable outcomes from an economic, social and environmental perspective. The European Commission has launched several new initiatives, in the attempt to restore public control over cyberspace, remedy the distributional imbalances generated by the rise of large‐scale digital platforms, and promote Europe's digital sovereignty. The paper argues that only by embedding rules and values in “code” and preserving openness towards the rest of the world will the EU manage to achieve its desired goals. Current initiatives such as the data strategy, the AI regulation, the Digital Services Act and the European Cloud Federation appear still too sparse and uncoordinated to really deliver on Europe's ambition to lead the world in the sustainable use of technology.

    Abstract: We present a statistical model that can be employed to monitor the time evolution of the COVID‐19 contagion curve and the associated reproduction rate. The model is a Poisson autoregression of the daily new observed cases and dynamically adapt its estimates to explain the evolution of contagion in terms of a short‐term and long‐term dependence of case counts, allowing for a comparative evaluation of health policy measures. We have applied the model to 2020 data from the countries most hit by the virus. Our empirical findings show that the proposed model describes the evolution of contagion dynamics and determines whether contagion growth can be affected by health policies. Based on our findings, we can draw two health policy conclusions that can be useful for all countries in the world. First, policy measures aimed at reducing contagion are very useful when contagion is at its peak to reduce the reproduction rate. Second, the contagion curve should be accurately monitored over time to apply policy measures that are cost‐effective.

    Abstract: This paper aims at discussing the options available to governments when it comes to the use of technology to contain the spread of the COVID-19 virus. Design/methodology/approach This is an opinion piece, based on very recent developments (COVID-19), and based on a well-known trade-off between privacy and state surveillance, especially in times of crisis that threaten the survival of a nation. Findings The main finding is that technology alone will not help, and there are several reasons to doubt that the recently proposed European system to track the contagion in a privacy-preserving way (pan-European privacy preserving proximity tracing [PEPP-PT]) would be a fully effective solution. Research limitations/implications This is a short paper, which is very dependent on current developments. It was written in a very short time, so the level of depth in the references to the literature and the caselaw is limited. The main implication is that this paper is very far from the final word in the analysis of the interplay between technology and society, especially in democratic countries. Practical implications There is a need to ensure that the temporary measures that will be adopted during the pandemic do not extend to the post-COVID-19 period. Originality/value To the best of the author’s knowledge, this is a very fresh debate; the paper is thus original and proposes one of the first structured comments to the PEPP-PT and DP-3T conceptual designs.
