    Abstract: This study exhibits a departure from the existing “traditional” collaborative research agenda which emphasises rationalisation and efficiency by looking at the dynamics of collaborative governance hinged on shared governance, public accountability and stakeholders’ interests. Participants were drawn from different groups and sub-groups in communities where PPP infrastructural projects are located using both probabilistic and non-probabilistic techniques. Data were gathered and analysed through a blend of qualitative and quantitative methods. Based on the analysis, there were theoretical propositions that emerged from this study: (1) Community engagement is sacrosanct to the survival of any project located within the territorial space of the local community (2.) There was no evidence to suggest that the conventional public participation mechanisms had any positive impact on community groups’ suspicions and lack of trust in the handlers of a project. Hence, the study found a parasitic relationship between the host communities, project owners and project handlers. The study, therefore, recommends that policymakers in developing countries should entrench an endearing stakeholders’ policy that recognises and empowers the host communities for effective engagement in government’s collaborative arrangements with the private sector for infrastructural development in line with what is obtainable in the developed nations.     Abstract: The treatment of Africans in Guangzhou, China in 2020 during the COVID-19 pandemic – here referred to as the ‘Guangzhou episode’ – generated strong criticisms and made news headlines within and outside Africa. This paper analyses the reportage of the episode in four online African newspapers: two each from Nigeria and Ghana. Specifically, it sheds light on how the episode was framed, comparing coverage between both countries. Using a discourse analysis that prioritizes language, source, and focus, the paper demonstrates that while western media were important influence/source for the newspapers, the African migrants’ experiences in the episode was largely framed within (ahistorical) victimhood. Yet, the idea of ‘African’ migrants had a noticeable Nigerian dimension.

    Abstract: Intelligence has come to play a pivotal role in the affairs of states and non-state actors in the 21st century. It not only determines the outcome of conflict when it breaks out but also provides critical edge and foresight in military planning and engagements. However, the effective utilization and deployment of intelligence in any strategic environment may be hampered by the lack of a holistic and generally accepted definition of it. The search for a robust definition has not also been helped by the differing views on what should constitute the basic elements of it. To overcome these challenges, this work argues for and provides a holistic definition of intelligence. It uses both qualitative and quantitative methodologies to provide a more robust and holistic definition of intelligence. The work concludes that any acceptable definition of intelligence must contain five key elements: process, data, actionable information, political group and security.

    Abstract: This study examines the relationship between digital technology and trade performance with a focus on export trade in sub-Saharan African countries. The main objectives are to examine the impact digital technology measured by ICT goods import, internet use and mobile telephone subscriptions have on export trade in Sub-Saharan Africa (SSA), to evaluate the link between the degree of the region’s development and export trade and the form of digital technology most suitable in facilitating trade in the region. The study hypotheses are that: (1) ICT goods import, internet use and mobile telephone subscriptions do not influence significantly export trade in SSA; (2) the region’s development does not link appreciably to export trade in SSA; (3) no form of digital technology can facilitate trade in the region. The panel regression estimation technique is adopted considering the panel least squares, fixed effect and random effect estimation techniques. Results show that information and communication technology imports exert greater positive and significant impact on export trade flows compared to internet usage demonstrating theoretical and practical relevance of technology in trade flows. The degree of development is low and does not show an appreciable impact on trade flows in the region indicating that trade integration can thrive better in a well-structured economy. Redundant fixed effect test confirms that the panel least squares estimation is better compared to the fixed effect estimation. Hausman test demonstrates that random effect estimation is also better than fixed effect estimation. In attaining the reality of the contribution of digitalization process in SSA, policy makers need to pursue major goals that would address problems hampering its success.

    Abstract: Environmental concerns may be addressed with the help of green training and development strategies, which have been recognized as effective tools. Since they eventually lead to circumstances where management and employees both benefit, they are also crucial to fostering a working environment where ecological preservation is valued. This study aimed to learn more about how acquiring green skills influences environmental awareness and the link between workers' environmental commitment and their grasp of green issues. We used quantitative techniques to collect data from 175 WAMCO Nigeria plc employees. Five studies revealed that only 93.7% of improvements in environmental awareness could be linked to the growth of green abilities. This implies that enhancing one's green abilities has a beneficial influence on environmental consciousness as a gauge of environmental sustainability. In a similar vein, having employees who care about the environment is strongly correlated with having employees who are knowledgeable about sustainability issues. According to the study's findings, employing training and development programs that are environmentally friendly helps to successfully increase staff members' understanding of the need of pursuing sustainable development goals. Therefore, it is important to prioritize and enhance ongoing training and development focused on accomplishing green goals to boost employee participation in environmentally friendly operations.

    Abstract: This study investigated health conditions of landfills workers in Lagos State, Nigeria. The adverse effects of different management practices particularly from landfills are enormous with such concerns on health conditions of workers prompted the interest of this paper. The objective was to identify the causative agents associated with diseases occurring amongst landfill workers and to evaluate its potential health issues including psychological effects, diseases, and accidents of solid waste on humans while also identifying types of sicknesses amongst workers at Landfill Sites in Lagos State. The research design adopted was a survey descriptive method. Convenience sampling technique was employed to select 336 respondents using questionnaire which was structured on a 2-6-point Likert Scale. The Cronbach’s alpha reliability coefficients for the constructs ranged between 0.727 and 0.930. The response rate was 75.5% and data were analyzed using descriptive and inferential statistics. Data gathered were analyzed with the aid of Statistical Package for the Social Sciences (SPSS) via Pearson Product Moment Correlation (PPMC). The result obtained indicate a significant and positive relationship between causative agents associated with diseases and landfill workers in Lagos State. Results also showed a positive correlation between potential health effects and landfill workers in Lagos State. It further showed that the levels of heavy metals in the soil were within acceptable limit relative to World Health Organization’s standard. It is also noted that people living and doing business in the landfill were at risk from diseases. Microbial organisms such as E. coli, Salmonella Sp, Klebsiella Sp, Staphylcoccus aureus and Psendomonas Sp were also isolated. Provision of solid waste workers with Personal Protective Equipment (PPE), restriction of access to landfill sites, and review of existing laws to ensure compliance are strongly recommended.
