Abstract:
Países que criam Zonas Económicas Especiais (ZEEs), em troca, esperam registar aumentos significativos na oferta de emprego para a população local. Entretanto, o objetivo da criação de emprego para os locais pode não ser alcançado, pois as empresas em regime de ZEEs utilizam tecnologias de ponta que exigem uma mão-de-obra qualificada e especializada. Recorrendo à pesquisa mista do tipo sequencial explanatório, o presente estudo visa analisar o contributo de empresas da Zona Económica Especial de Nacala na criação de emprego para as comunidades locais no período de 2009-2020. O estudo revela que a ZEEN não tem registado aumento significado na oferta de emprego para os locais, na medida em que a maior parte dos postos criados não foram ocupados pelos locais, pelo facto das empresas exigirem uma mão-de-obra qualificada e especializada, que é bastante rara entre os membros das comunidades locais. Com base nos resultados, o estudo concluiu que, por um lado, os locais podiam aproveitar as dinâmicas de emprego indireto criadas pela ZEEN, apostando mais na criação de pequenas associações, cooperativas e micro, pequenas e médias empresas, o que seria uma forma de os locais participarem ativa e efetivamente das oportunidades resultantes da implantação da ZEE naquela região. Por outro lado, o Governo devia apostar mais na criação de programas de formação técnico-profissional especializados e certificados para a promoção do capital humano.
