    Abstract: Today, there is no more doubt, for an ordinary Chinese as for the Chinese public authorities, that the traditional medicine is a part of the cultural heritage of the Chinese Nation. But in reality, its status of cultural heritage is not acquired in a evident way ; its “ patrimonialization” should be analyzed as a defensive reaction to the threats of disappearance. The theoretical justification of its conservation is based on its role in the " making of the Chinese cultural identity". But the justification of its patrimonial value is insufficient, the traditional medicine also had to conform to the official ideology. Therefore, from the 1950s, a series of doctrinal constructions are set up in order to prove the " scientificity" of traditional medicine. In this process of " scientifization", one notices inevitably conflicts between the cultural and economic interests, and these conflicts constitute an important issue in its conservation.

    Abstract: An increasing number of cybercrimes has presented new global challenges to law enforcement agencies that traditionally operate within designated geographical jurisdictions and patrol territories. The borderless nature of cyberspace has brought substantial opportunities—both legal and illegal—to its users, and many local law enforcement agencies have encountered motivated offenders taking advantage of the globally connected Internet and causing damage locally and transnationally. This study examines a high-profile case of European criminals who hacked into a Taiwanese financial institution—First Commercial Bank (FCB)—and programmed its ATMs to “spit out” cash netting the thieves $2.6 million US dollars in 2016 summer. Before the incident of FCB, this European criminal group committed more than a hundred similar ATMs hackings, victimizing dozens of financial institutions across several European countries, and profiting over one billion Euros. FCB is the only case revealing specific details about the modus operandi of ATM hacking thus far, in addition to disclosing reactions from law enforcement. By analyzing qualitative data collected from different branches of law enforcement involved in the investigations, this unique case study underscores the importance of national-local law enforcement collaboration in fighting transnational cybercrime. Empirical implications are particularly valuable in the law enforcement context of “turf jealousies” when defending homeland security.

    Abstract: The prevalence of top-heavy bureaucracies in non-democracies cannot be explained by the theories of Parkinson, Tullock, Niskanen, or Simon or by classical managerial theories. When bureaucracy positions carry rents, the competition for promotion becomes a rent-seeking process. Borrowing the career-tournament theory framework from managerial scholarship, we argue that top-heavy bureaucracy resembles a tournament with too many finalists. When rent is centralized at the top (i.e. power centralization), as is the case in many non-democracies, the optimal bureaucracy should be top-heavy, accommodating and encouraging relatively more finalists at the top to compete for the final big prize. We provide suggestive evidence by analyzing ministry organizations in China (1993–2014) and Russia (2002–2015). After some fluctuations, the shape of Russian ministries eventually converged with that of China. In the steady state, their ministry shapes are far more top-heavy than what is prescribed by managerial theories. At the micro-level, ministry power centralization, measured by the perceived influence of the ministers, is correlated with ministry top-heaviness in Russia. Points for practitioners Our theory suggests that a top-heavy authoritarian bureaucratic structure naturally follows from a back-loaded sequential career tournament and an effort-maximizing bureaucratic leader. Our findings also suggest that Chinese and Russian ministries both converge to a highly top-heavy structure in the long run. We demonstrate that the top-heavy structure first arose during the planned-economy experiment in the Soviet Union. Our research sheds new light on public-sector reforms that aim to reduce bureaucracy top-heaviness in autocracies.

    Abstract: China’s Social Credit System (SCS) has been widely considered a centralized surveillance project, whereas recent research found multiple scoring systems co-existing in various fields at multiple administrative levels and in diverse forms. Despite the broadened view toward the complexity of SCS, these research projects continue to focus on SCS mainly as political and digital control mechanisms. Instead, this paper is interested in the social and cultural meanings of SCS constructed in the media, both at the national and local levels. Based on the analyses of news reports since the year 2003, when the term SCS was officially coined, this paper examines the historical narratives about SCS, including its rationales, stakeholders, and intended goals/tasks. It argues that the SCS construction has been a societal project anchored in a distinct moral orientation of financial credit. While credit systems are often used to classify consumers and financial subjects in Western contexts, the case of Chinese SCS shows that the moral dimension of financial credit scoring has enabled its spread into other non-financial domains. Also, the institutionalization of such moral standards is considered an effective approach to addressing various socio-economic and ethical issues that have long baffled economic development and social justice in China’s reform era.

    Abstract: In the 2010s, feminism thrived in China amid a transformation in social stratification and a rise in women’s social status. The focus of this study is on the representation of the images of women of various social strata in national news reports. Taking Xinwen Lianbo, a national news program produced by China Central Television, as an example, we analyzed visual representations of 360 female figures from 2011 to 2020. The findings revealed that, rather than reflecting China’s Tǔ-shaped stratification structure, the program depicted an “olive-shaped” pseudo-society in which women of what we term the “middle” stratum constituted the largest portion and served as multifaceted role models, women of the “prominent” stratum served as bellwethers of socioeconomic development, and women of the “ordinary” stratum did not participate in social development. The program’s imagery also created a double standard for domestic duties: Women of the prominent stratum were depicted as disembedded from the social role of housewife and breaking through the career “glass ceiling,” though not achieving equality with men in terms of their positions in society or politics, while women of the ordinary stratum as bearing the ideological reshuffle of conservative gender values. This study suggests a fresh perspective on the great disparities in the representation of women in different strata, which differs from the status of gender and stratum in real society.

    Abstract: 本研究调查了合同治理和关系治理如何影响合作伙伴行为, 并促进基础设施PPP项目的可持续性绩效。采用偏最小二乘结构方程模型 (PLS‐SEM) 分析了来自217个中国PPP项目的调查数据。研究发现, 合同治理和关系治理对PPP可持续性均有正向影响, 其中合同治理的影响更强。合同治理能够补充关系治理以促进合作行为, 但关系治理无法强化合同治理对机会主义行为的影响。研究结果突出了合同通过控制性、协调性和适应性功能在抑制机会主义和促进协作方面的作用,同时也强调关系机制在政府‐企业关系和高绩效模糊性背景下具有局限性。本研究通过揭示合同治理和关系治理对PPP经济、社会和环境可持续性的单独和交互作用, 为PPP治理研究做出贡献。

    Abstract: The purpose of this study was to examine parents’ perceived social change and its relations with adolescents’ reports of childrearing attitudes in urban and rural China. The participants were high school students and their parents in a Northern region of China. Parents completed a measure of perceived social change, and the adolescents completed a measure of childrearing attitudes including parental warmth, control, and encouragement of independence. The results indicated that urban parents had higher scores than rural parents on major dimensions of perceived social change including work-related opportunities, self-improvement in work, and high-tech experiences. Urban adolescents reported lower parental control and higher parental encouragement of independence than rural adolescents. In addition, parents’ reports of opportunities and prospects were positively associated with adolescents’ reports of parental warmth and encouragement of independence in childrearing across the urban and rural groups, suggesting that parents who perceived more challenges and opportunities to pursue self-advancement and personal career goals were more likely to support the use of warm and sensitive parenting and to encourage their children to develop independent behaviors. The results indicated the implications of social change for socialization and adolescent development in Chinese context.

    Abstract: La chine est l’un des plus grands pays exportateurs de biens culturels. d’une manière générale, l’État chinois est très sensible à la protection et à la régulation des mouvements de biens culturels. Le cadre législatif et institutionnel chinois est relativement complet, et les sanctions pénales sévères. une priorité est accordée à la répression de trafics des biens culturels et le libre-échange de ces biens est réduit. Plutôt que d’organiser la surveillance du marché de l’art, le droit chinois a préféré interdire en partie la circulation interne de ces biens culturels. Ces mesures trop sévères incitent indirectement à les exporter illégalement, via les réseaux de trafic d’oeuvres d’art.
