    Abstract: This study adopts the diffusion of innovations model as a research framework to examine adult learner perceptions related to workplace e-learning effectiveness. Recent training reform efforts focusing on e-learning in Taiwan provide an opportunity to explore e-learning effectiveness using questionnaires. The results show that the perceptions and attitudes of adult learners toward workplace e-learning are positive, and relevant factors that affect learner-perceived effectiveness and e-learning expected values are identified. The implications of analyzing e-learning innovation in public sector training and the recommendations for future e-learning research for staff development initiatives are addressed.

    Abstract: Why are perennially entrenched institutions so hard to reform? This article proposes a theory of institutional rebound based on China's reforms to break the three "iron-institutions" in state-owned enterprises (SOEs). I argue that reforms triggered the rise of informal institutions, which impeded further reforms and made old rules rebound. When SOE cadres had denser political connections, they actively manipulated the rules to maintain privileges. When managers and workers had fewer political resources, they used performative resistance to delay reforms and penalize reform advocates. The pressure to complete reforms drove cadres to first target the powerless, replacing them with cronies, before having to move to the more powerful. The article combines in-depth interviews, secondary sources, and topical modeling of newspaper and journal articles across three decades.

    Abstract: A rich literature has noted political business cycles in democracies. We argue that in an autocracy with strong bureaucratic institutions, the pressure of evaluation and promotion has also generated political cycles of tax‐break policies. Furthermore, the timing and content of the evaluation have driven leaders to use tax breaks strategically to build economic performance, producing distributional consequences. Combining panel data of 1,510,153 firm‐year observations, city‐leader data from 1995 to 2007, and field interviews, we find that the tax‐break rates dropped for most firms during mayors’ turnover years. In the first year of office, that is, the “busy year,” mayors needed to prioritize large firms and especially large foreign firms. Small domestic private firms bore the cost of tenure cycles. In the last year of the mayors' tenure, that is, the “dust‐settled” year, there was little incentive to seek promotion, and even important firms could not gain the mayors' attention.
