    Abstract: Introduction: Breast cancer is major burden worldwide and the majority of breast cancers express estrogen receptors (ER) suggesting a high dependence on estrogen hormone. Age is among the major determinants of breast cancer development, however, although Western Kenya is one of the areas with high breast cancer cases, age distribution of ER-positive breast cancer in the sub-region remains largely undocumented. Differentiation-related gene-1 (DRG1) is a metastasis suppressor and thus a potential biomarker for predicting level of metastasis but its potential application in assessing extent of metastasis of ER positive breast cancer has not been fully explored. This study therefore investigated the age distribution and the potential of expression of DRG1 in assessing metastasis of ER positive breast cancer. Materials and Methods: Breast cancer tumour blocks archived in safe cabins in the histology laboratory section, Moi Teaching and Referral hospital, Eldoret, Kenya were used. Clinico-pathological parameters such as histology grade, tumor size, which are associated with metastatic cancer, were assessed using the archived clinico-pathological reports and/or histological analysis of the tumour blocks. Expression of DRG1 and Ki-67 proteins were determined using immunohistochemistry. Results: ER positive breast cancer was predominant among women aged 40 and 50 years. No association was observed between immunohistochemical expression of DRG1 and parameters such as histology grade, tumor size or expression of Ki-67 protein expressed DRG1 (p 〉 0.05). Conclusion: The findings suggest that expression of DRG1 protein is not associated with parameters that indicate breast cancer metastasis. Thus, DRG1 expression is not a potential biomarker candidate for ER positive breast cancer metastasis. However, since the small sample size was used, further research using larger prospective study is necessary to support the present findings.

    Abstract: The Constitution of Kenya of 2010 adopts a bicameral legislative structure, within a devolved system of governance, consisting of the National Assembly and the Senate. In keeping with the devolved structure of government, the Senate’s legislative mandate is to a large extent confined to considering, debating and approving Bills concerning counties as well as determining the allocation of national revenue among counties and providing oversight over the national revenue allocated to the 47 county governments. Over the last ten years, Kenya has witnessed a great consolidation of power by the National Assembly at the expense of the Senate especially with regards to the roles of the chambers over the process of enacting the Division of Revenue Bill. Such consolidation of power attempts to relegate the Senate to a peripheral role within the bicameral legislative institutional structure. Consequently, the Supreme Court has asserted its advisory power and the High Court its judicial review power to mete out this inter-institutional conflict between the National Assembly and the Senate. This paper interrogates the manner Kenyan courts have discharged the contested role of serving as guardians of a legislative institution in a conflict within the bicameral legislative system. It makes the point that while courts have the authority to intervene in inter-cameral conflicts, judicial intervention should be exercised as an option of last resort, only utilised after exhaustion of the constitutionally ordained intra-parliament mediation process.

    Abstract: This paper analyses the syllable structure of Olusuba. In the syllabification in Olusuba, just as in other languages, a principle of well-formedness is factored in by the speakers of the language through their use of brain faculties responsible for language formation and use. Well-formedness is understood to be a by-product of competing universal constraints – the constraints outdo their counterparts in the ranking, which is language specific, in the formation of an output. The job of constraint is, therefore, is to block all except the correct output. My analysis of syllabification in Olusuba is couched within the constraint interaction, a tenet of the Optimality Theory (OT) by Prince and Smolensky (2004). Data for analysis was collected through audio-recording of continuous speeches in natural settings. Audio-recorded speeches were then played back and transcribed using phonemic mode of transcription. From the transcript a corpus construct was made. The construct was a list of Olusuba words. Three native speakers of Olusuba were at different moments instructed to read naturally the words constituting the corpus construct by taking a breath word after word. The analysis of the data was descriptively done within the framework of OT’s principle of well-formedness which is grounded on constraint interaction. The findings of this study indicate that other than the universal syllable structure CV, Olusuba displays other syllable patterns formed from competing Universal Grammar (UG) representational constraints. Findings for this study give an insight to the morphophonological structure of Olusuba words; enable linguists understand internal structure of Olusuba syllables and enlighten linguists on phonotactic constraints behind syllabification of Olusuba words.

    Abstract: The Constitution of Kenya 2010 has entrenched values and principles of leadership and integrity. Adherence to these values and principles is an eligibility criterion for appointment to public office. The Anti-Corruption and Economic Crimes Act 3 of 2003, one of the laws that give effect to constitutionally entrenched values and principles of leadership and integrity, provides for the suspension from office of public officers charged with offences relating to corruption and economic crime. The enforcement of these twin innovations, ethical standards on eligibility for state/public office and suspension from office pending trial, constitute a key cog in Kenya’s anti-corruption strategy. This paper examines the emerging practice and contestation in the enforcement of these twin constitutional innovations by the judiciary.
