Abstract: On 4 February 2020, the Department of Commerce (Commerce) adopted revised Regulations Regarding Benefit and Specificity in Countervailing Duties Proceedings after reviewing solicited comments. Soon after, the Commerce initiated countervailing investigations against Vietnamese passenger vehicle tires and Chinese twist ties, and for the first time imposed preliminary countervailing duties (CVDs) against these two countries based on currency undervaluation. This article considers the revised regulations, two CVD investigations and their WTOcompatibility. We argue that views on whether or not currency undervaluation constitutes a subsidy reflect divergences between the US and other negotiating parties during the Uruguay Round on the definition of a subsidy. Whereas currency undervaluation does confer benefits to producers and exporters, it does not fulfill the criteria of ‘financial contribution’ and specificity as laid down in the Subsidies and Countervailing Measures (SCM) Agreement; thus the CVD decisions of the Commerce are WTO-incompatible. Currency undervaluation, Countervailing duties, subsidy, specificity, financial contribution

Abstract: China's electrical power industry has been undergoing piecemeal reforms over the last 15 years. Some of these reforms, such as substantial tariff increases, have been deliberate and have been implemented directly by government. Other changes, such as the increased variety of investors, including foreign investors, have been more spontaneous and have resulted in a gradual evolution in the way the industry works. In 1996 the Chinese government announced a more radical package of reform starting with the new Electricity Law which laid the foundations for a degree of competition in power generation, but without wholesale privatization.

Abstract: Researches on standards of ecological compensation will raise awareness of protecting the ecological environment in the basin and maintain the economy & rsquo;s and society & rsquo;s sustainable development. This paper constructed an ecological compensation model on the Liuxi River Basin in Guangzhou, China. Data and statistics were acquired from the statistical yearbook in Guangzhou Statistical Information Network, including the total GDP, total wastewater discharge amount and total population of Guangzhou for 13 years (1995, 2000, 2005 & ndash;2015). Then, SPSS was used to fit the scatter plot of volume of wastewater discharged per capita and GDP per capita, and the most accurate regression equation was selected. Most importantly, an ecological compensation model was constructed based on emission rights and it was then used to calculate the annual eco-compensation fee for Conghua, where the river & rsquo;s upper part is located. The results showed that the amount of ecological compensation in 2017 was 33.821 billion Chinese Yuan, which should be used to compensate Conghua for the emission rights it had given up for protecting water quality of the Liuxi River. This study provided an effective reference to the government & rsquo;s decision on continuous improvement of the & ldquo;Guangzhou Ecological Compensation Plan for Liuxi River Basin & rdquo;.
