    Abstract: ABSTRACT The aim of this article is to examine the debate concerning the health/economic development relation in the course of 1930-64. We intend to show that, specially from the 1950's, the hegemony of the developmentalism ideas implicated in significative change in the discourse regarding the health public expenses, which reflected directly in the managed resources to this area. Key-words: Health, Populism, Public Expenditure, Developmentalism, Social Policy  Resumo O objetivo deste artigo é analisar o debate sobre a relação saúde/desenvolvimento econômico, no curso de 1930-1964. Pretendemos mostrar que, especialmente a partir da década de 1950, a hegemonia das ideias desenvolvimentistas implicaram em uma mudança significativa no discurso sobre as despesas públicas de saúde, o que refletiu diretamente nos recursos gerenciados para esta área.     Abstract: Understanding the effects of different sources of knowledge acquisition in public organizations has become widely promoted for overcoming sociotechnical challenges through innovation. This study divided the sources of knowledge into external and internal learning mechanisms to assess their divergent effects on incremental and transformative innovations in 82 local governments involved in green and blue infrastructure projects. First, the study tests whether more diverse external sources of knowledge acquisition are more effective in increasing transformative innovation than internal learning mechanisms. The second proposition tests whether internal changes in organizational routines are associated with incremental rather than transformative innovation. Results from mediation analysis using structural equation models confirm that the initial negative effect of external and internal learning mechanisms on innovation can be eliminated, on the one hand, by engaging in more diverse cross-sector collaborations to increase transformative innovations and, on the other hand, by focusing on changing administrative routines to support incremental innovation.

    Abstract: Por meio da revisão bibliográfica e estudo de caso, nacionais e colombianos, apresentamosos principais fundamentos de como a Teoria do Estado de Coisas Inconstitucional surgiu da atuaçãoda Corte da Colômbia. Essa teoria tem a finalidade de dar cabo a situações fáticas que violamdireitos fundamentais de forma massiva, genérica e sistêmica. Tais violações são atribuíveis, diretaou indiretamente, a uma pluralidade de autoridades, o que gera um quadro de verdadeiro bloqueioinstitucional. O Poder Judiciário foi acionado para buscar a superação desse estado calamitoso.Nesse sentido, houve reconhecimento do ECI pela Corte Constitucional colombiana e, a partir dessereconhecimento, foi possível a adoção de medidas conducentes à efetivas em prol dos direitosvulnerados. Como consequência e consonância, o Supremo Tribunal Federal, por meio de uma arguiçãode descumprimento de preceito fundamental – ADPF (347), foi provocado a se manifestar sobre aexistência de um Estado de Coisas Inconstitucional em relação ao sistema penitenciário brasileiro.Por meio da medida cautelar da referida ADPF, o ECI foi reconhecido. Portanto, este trabalho tem afinalidade de analisar a aplicação da teoria do ECI em nosso país, principalmente apontada à suacapacidade para efetivar direitos fundamentais.

    Abstract: To enhance government accountability, reformers have advocated strengthening institutions of “horizontal accountability,” particularly auditing institutions that can punish lawbreaking elected officials. Yet, these institutions differ in their willingness to punish corrupt politicians, which is often attributed to variation in their degree of independence from the political branches. Taking advantage of a randomized natural experiment embedded in Brazil’s State Audit Courts, we study how variation in the appointment mechanisms for choosing auditors affects political accountability. We show that auditors appointed under few constraints by elected officials punish lawbreaking politicians—particularly co-partisans—at lower rates than bureaucrats insulated from political influence. In addition, we find that even when executives are heavily constrained in their appointment of auditors by meritocratic and professional requirements, auditors still exhibit a pro-politician bias in decision making. Our results suggest that removing bias requires a level of insulation from politics rare among institutions of horizontal accountability.

    Abstract: Abstract This article defends the idea that Brazilian slavery was underpinned by a great pact of Brazilian society against slaves, with the participation of several sectors of the population, not only the major slave owners. In Brazil, slave ownership spread throughout all regions, social classes and economic sectors, creating a unity of interest that isolated the slaves and their struggles. This social alliance against the slaves explains, among other things, why the first Constitution and the first Brazilian penal codes were so liberal for the time.

    Abstract: Este artigo faz uma releitura sobre o modelo de governabilidade idealizado por Sérgio Abranches, jornalista brasileiro, em 1988, denominado “presidencialismo de coalizão”. De forma sintética, será feita uma explanação sobre o presidencialismo nas constituições brasileiras de 1891 a 1988, bem como uma breve análise sobre o atual paradigma presidencialista da Constituição da República Federativa do Brasil de 1988. Por fim, é apresentado um estudo do caso a respeito dosprojetos de leis ordinárias apresentados ao Poder Legislativo pelo Poder Executivo de 2010 a 2016. Esse estudo reafirma a importância da celeridade e transparência na gestão presidencialista para sua governabilidade e eficiência.
