    Abstract: A key challenge at the beginning of the 21st century is to de‐carbonize and de‐materialize the global economy in time to avoid irreversible changes to the global and local environment while generating enough social and economic development opportunities to reduce poverty and inequity. Four main ‘development paradigms’ dominate the contemporary public discourse on how to best meet this challenge and achieve the social, economic and environment pillars of sustainable development: (i) a growth‐focused development paradigm; (ii) a pro‐poor growth development paradigm; (iii) a green‐growth development paradigm; and (iv) a resilient growth development paradigm. Although these four development paradigms are usually perceived as mutually exclusive, the paper argues that they should be regarded as complementary, with each providing a necessary but in itself insufficient response to the challenge of sustainability. The new sustainable development paradigm will require a substantial transformation of the present economic development model analogous to what transition economies underwent during the industrial revolution. The paper discusses the political, managerial and social implementation challenges for this societal shift and finds that its success will depend on whether public administrations are adequately prepared to translate government policies into action at the different levels, negotiate conflicts and build trust among stakeholders. The paper concludes by summarizing some of the solutions advocated in the individual contributions to this Special Edition of PAD to strengthen the capacity of public administrations in creating a sustainable future.     Abstract: Administrative capacity depends on the nature of the state of which the administrative system is an integral part. In recent years, there has been a revival of debates on the role of public administration under developmental states in Southeast Asia and Latin America. A major analytical component of developmental states has been their administrative capacity and how to build it. There are significant variations in administrative capacity among developmental states caused by divergences in their historical, economic, political, and cultural contexts. This article compares two cross-continental cases (Singapore and Chile) with regard to the formations of developmental states shaping their administrative systems and capacity-building initiatives. It examines the divergences in their state formations and the contextual factors affecting their administrative capacity. The article concludes by making some generalizations, offering an analytical framework for further research, and suggesting policies needed for building effective administrative capacity. Points for practitioners This article highlights the significance of administrative capacity-building for development. It explores how this capacity is shaped by the formation of the state under which public administration functions. In explaining this relationship between state formation and public administration, the article specifically focuses on the “developmental” state, compares two cross-continental cases (Singapore and Chile) as regards how these two developmental states differ and cause variations in their administrative systems, and explains the major contextual factors leading to such variations. This understanding is crucial to designing effective policies for building administrative capacity in any country depending on its state formation and context.

    Abstract: For more than six decades, Public Administration and Development has witnessed the way practitioners' and scholars' understanding of public administration for development has evolved. This issue has the objective of reviewing the general trends and knowledge gaps and pinpointing new research topics. Several key aspects of public administration for development were discussed in the ‘Symposium on Public Administration for Development: Trends and the Way Forward’. It was held at Fudan University in Shanghai in May–June 2014 to celebrate the 65th anniversary of the journal. This opening essay captures the global trends, setting out its implications for the search into alternative models of public administration and development, particularly reflecting on Asia. The forthcoming Post‐2015 Development Agenda and the Sustainable Development Goals (SDGs) promoted by the United Nations will pose major challenges as the public administrations are ill‐prepared to deal with it. The seven essays themselves engage in key areas of unfinished businesses in setting a research agenda for debates in the future. The authors present a comprehensive, state of the art of the knowledge and the main debates in their areas of expertise. In doing so, they cover a wide range of topics that are relevant for practitioners, students and scholars interested in public administration in both transitional and developing countries.     Abstract: The COVID‐19 pandemic has exposed fundamental flaws in the design of public administration in late democracies. While much writing to date focuses on the initial and vital responses to COVID‐19, the magnitude of this event also furthers insights into the risks of incomplete institutional designs and practices, such as the case of Brazil, an example of the administrative flaws in late democracies. This article is not a critique of responses to COVID‐19 per se, but an examination of these considering democratization processes that include state‐building and the need for another push in administrative and political reforms. Shortcomings in state‐building, which existed before COVID‐19, inflict heavy costs on society and, if left unaddressed, add to the costs of future disasters and unraveling of support for state and democratic institutions.

    Abstract: Understanding the effects of different sources of knowledge acquisition in public organizations has become widely promoted for overcoming sociotechnical challenges through innovation. This study divided the sources of knowledge into external and internal learning mechanisms to assess their divergent effects on incremental and transformative innovations in 82 local governments involved in green and blue infrastructure projects. First, the study tests whether more diverse external sources of knowledge acquisition are more effective in increasing transformative innovation than internal learning mechanisms. The second proposition tests whether internal changes in organizational routines are associated with incremental rather than transformative innovation. Results from mediation analysis using structural equation models confirm that the initial negative effect of external and internal learning mechanisms on innovation can be eliminated, on the one hand, by engaging in more diverse cross-sector collaborations to increase transformative innovations and, on the other hand, by focusing on changing administrative routines to support incremental innovation.

    Abstract: Desde 1949, la revista “Public Administration and Development” ha pasado por cambios en nombre y escopo, en la demografía y formación de autores, en el tipo y número de lectores y temas discutidos. Los artículos de orientación profesional de los primeros años de la revista evolucionaron para artículos más orientados para desarrollo de teoría académica en los últimos años. Basados en métodos mixtos, los autores realizaron un análisis detallado utilizando datos de la revista para destacar cambios en los temas de investigación y los enfoques geográficos. El estudio trae conocimientos sobre el desarrollo histórico de la administración pública en contextos de países en desarrollo y contribuciones de la revista para el campo y mapea posibles tendencias futuras de investigación.
